09.15-09.30 Welcome and introduction of the training program 09.30-10.00 Introduction of the participants and training staff by brief interviews 10.00-10.45 The importance of a clear mandate: synergy vs. synthese EU negotiations exercise

10.45-11.00 Coffee break

11.00-13.00 Pushing the right buttons in Brussels: the informal decision making procedures I Interactive lecture about the role of national experts, national EU co-ordination, the role and competences of the EU institutions, conditions for effective national interest representation, cultural differences etc, with ample room for questions and discussion

13.00-14.00 Lunch

14.00-15.30 Scenario exercise Quo Vadis Europe? After a short introduction, the participants will analyze in subgroups two questions concerning the future of the EU: I. Which countries can still join the EU and which ones not? Can the continent become identical to the EU project? II. How to keep the EU governable? Which scenario is most likely: federation, intergovernmental, pragmatic, multi-speed Europe etc.

15.45-16.30 Bilateral negotiations: the van of the Embassy. The participants will negotiate in couples towards an agreement

16.30-17.00 Introduction: how to manage multilateral negotiations? Tips and trics Distribution of the individual country instructions Tuesday, April 21

9.00-11.45 EU simulation game: an economic future for Europe? All participants will represent a Minister of Economic Affairs and need to negotiate a compromise text about several agenda issues concerning the Europe2020 strategy. After the introduction by the Presidency, the simulation will start with a “tour du table”: all Ministers will present briefly their view on the agenda, followed by several formal and informal negotiation rounds. At 11.30 hrs the Presidency will present the main conclusions of the summit

12.00-12.30 Feedback on process and content Individual self-assessment on four negotiation dimensions: what are conditions for effective management of multilateral negotiations?

12.30-13.30 Lunch

13.30-15.00 European Union's enlargement policies Example of Croatian accession process to the EU New approach in enlargement policy Candidate countries - still negotiating or waiting to start Short simulation: the negotiations around the question whether or not the EU will open membership negotiations with Macedonia based on the last Progress Report.The students will be divided into two different groups pro and contra membership of Macedonia. It will be explain certain aspects of the EU processes and dynamics of EU negotiations current situation of EU's enlargement agenda

15.15-16.30 European Neighborhood Policy – from the first policy paper to Association Agreements European perspective of Ukraine, Georgia and Moldova

16.30-16.45 Evaluation and closure of the training course, handing out of the certificates
