Senior Manager, Contracts & Procurement – provided contract and subcontract management and project management in support of Duke Fluor Daniel’s project:

Odessa Ector Power Project, an EPC turnkey combined cycle 1000MW IPP power plant for Panda Energy at Odessa, Texas. Supervised four direct reports: one Secretary / Engineering Aide, Two Buyers, and a Ware house Manager. Solicited, received, evaluated, awarded, negotiated, and managed to final close-out 38 subcontracts totaling $72M for construction and services. Plant was completed successfully two months ahead of schedule and $4M under budget.

Transmission and Distribution Contracts and Procurement Support

Worked closely with MMR of Baton Rouge, Louisiana (the primary electrical subcontractor) on the contract and all change orders for installation of the electrical balance of the plant and the switchyard. Worked closely with the Start-up and Commissioning Manager and his team on meeting their contract and procurement needs , including the switchyard and transmission and distribution equipment, products, and software, such as:

Conducted supplies, services, commodities, IT, HR, MRO, and environmental remediation project contract negotiations with Fortune 500 companies. Handled all aspects of procurement and contract development and execution, and periodically oversaw plant modification EPC projects. Analyzed and evaluated market landscape, cost and pricing, and supplier financial standings, and provided supply chain expertise as needed.

 Catalyzed $1.2M+ in savings by playing leadership role in merging and centralizing procurement operations of 4 utility companies into 1 system within 18 months. New supply chain department subsequently recognized by Edison Electric Institute as top utility in the nation.
