CITY OF BLUE RIDGE MANOR MEETING MINUTES MAY 29, 2013
NEXT MEETING DATE: June 24, 2013
The regular monthly meeting of the City of Blue Ridge Manor was held on April 22, 2013 at the Middletown Fire Department, Division 2. The meeting came to order at 7:00pm, Mayor Mike Ober presiding.
The following were present:

Approval of April Minutes Having distributed the April minutes to the Commission prior to the April 22nd meeting, Mayor Ober asked if there were any corrections or omissions. Porter Lady moved that the April minutes be approved as read. Julie Colucci seconded the motion. Motion carried.
Treasurer’s Report Bob Carter gave an overview of the April Balance Sheet, and the April End of the Month Report. He also gave an update of the 2012 delinquent property taxes. As of this date, there are still six property tax bills that remain outstanding. Stan Chauvin will send out an additional final letter to these six, following the tax policy procedures for delinquent tax bills. The total balance due for these six accounts is $2,200.00.
Carla Kreitman moved to approve the Treasurer’s report. Julie Colucci seconded the motion. Motion carried.
OLD BUSINESS 1 House in Violation Update Mayor Ober reported that his attempts to contact the resident at 10113 Afton regarding the violation of the residential maintenance ordinance #8, series 2011, have been futile. Stan Chauvin stated that he will follow up with a certified letter to the resident.
Bob Overberg thanked the Commission for all the cooperation that was given in order to keep up the maintenance of resident’s homes in question.
Grant Money for Sidewalk Project Update Mayor Ober was contacted by Jerry Miller’s aid regarding the grant money for the sidewalk project. Tarc transportation has agreed to pay one third of these costs. This has moved the City of Blue Ridge to the third level. Mayor Ober also received an estimate for the work to be done from Bryant Construction and sent it to Jerry Miller’s office so the City can proceed.
Easement Update Stan Chauvin attempted to contact Dwight Spurrier of the Water Company regarding the access to the water line on Fred Nicoulin’s property for park use. His efforts were unsuccessful but he will continue to pursue. Porter Lady also offered to assist since he has been in contact with Mr. Spurrier recently.
City House Zoning Research Update Stan Chauvin reported that the City has several options to consider for re-zoning Fred Nicoulin’s house as a potential City Hall. Mayor Ober stated that he would like to have a written document confirming doable zoning standpoints. Stan will review further for a final opinion.
Stan also updated the commission regarding the City’s offer to Mr. Metcalfe on the park issue. To date, Mr. Metcalfe has not given a reply so Stan will send a letter to his attorney with a deadline date for them to respond.
Reading of Dumpster/Pods Ordinance Stan Chauvin stated that he wished to table this until next month. He wants to include all ordinances to be published at one time in order to get a cheaper newspaper ad rate as they can become very expensive. Stan will send all ordinances to be published to the commission in an email before publication.
Purchase of Park Vehicle and Allocation of Funds Mayor Ober wants to keep this purchase addressed till estimates have been acquired to include in the amended budget.
2 NEW BUSINESS
City Correspondence With the exception of Stan Chauvin, City Attorney, Mayor Ober is requesting that any correspondence handled by the commission that relates to City business should be forwarded to Pat Gramig, City Clerk to be properly filed and maintained as part of the City records.
First Reading of Budget for New Fiscal Year Stan Chauvin gave the first reading of Ordinance #1 – 2013 - Ad Valorem Tax Assessment with the tax policy and procedures included. Stan also gave the first reading of Ordinance #2 – 2013 – Amended Annual budget of July 1, 2013 - June 30, 2014. Mayor Ober suggested that Bob Carter send the Commission a draft of the budget with final numbers for commission to evaluate by next month’s meeting.
Discussion of City Officials’ Method of Payment – (1099 vs. W2) There was some additional discussion regarding the method of payment to City Officials. The concern was payment by form 1099 rather than a W-2 form. As this was discussed in the past, Stan Chauvin re-emphasized that since we are such a small class city, that the present form 1099 payment was more than acceptable. Stan suggested keeping this method of payment.
Carla Kreitman asked if there had been a City Audit. Mr. Carter stated that we received an extension and there will be an audit conducted at the end of this year. Since we are a 6th class City we are required to have an audit every two fiscal years.
Carla also inquired about controlling solicitors i.e., lawn care companies. Metro Louisville issues a Metro Peddlers license which enables them to solicit. Carla’s concern was how Blue Ridge Manor can restrict them from soliciting in our City. Stan Chauvin suggested a “No Solicitation” sign at each entrance, and put it in the City Newsletter to educate the residents. Mayor Ober will address this further at the next meeting.
COMMISSIONERS REPORTS
Department of Public Safety – Julie Colucci Sanitation - Julie Colucci stated that even though we have selected dates to pick up junk in the City, Industrial Disposal reported that for three solid weeks there was junk left for pick-up. She said that Industrial Disposal did a great job in handling this situation.
Public Safety - Julie also mentioned that the sergeant in charge of the City’s Public Safety and security, is retiring. She stated that he was wonderful to work with and did a fine job for our City and he will be sadly missed.
3 Oktoberfest – There are four businesses who have agreed to be sponsors for this year’s Oktoberfest. Mayor Ober interjected that we should schedule another Oktoberfest meeting next month. He will notify everyone of the date and time.
Julie also stated that all signs have been installed with exception of the “Private Drive” sign (Metcalf’s Road). She complimented the sign company for such a professional job and has received many compliments on the signs.
Public Property and Finance – Hans Klose No report available as Hans was not present at the meeting due to traveling.
Department of Community Affairs & Public Records – Carla Kreitman Carla reported that the Blood Drive was very successful and another has been scheduled for October. She was also approached by one of our residents who has a keyboard and entertains at various establishments in Metro Louisville. He is interested in providing music for any of the City’s future events. Carla will pursue this option and report back to the commission of her findings. Carla also stated that all Newsletter articles for the Summer issue are due June 30th.
Department of Park and Recreation – Porter Lady
Porter reported that:
All plants in park have been chemically treated
Six new trees that were planted are doing well
Parking lot and bat house area have been treated
Put in Arborvitaes plantings
Porter has been monitoring the parking lot drainage issue. The water is draining to another area and not the Rassiga location as indicated in previous meetings.
Roger Lanning updated the commission on illegal and unauthorized parking issues in Dorsey Village. Presently, they have refrained from striping the roads due to any fire and emergency vehicles attempting to reach an emergency situation.
There being no further business, the Mayor asked for a motion to adjourn. Carla Kreitman so moved. Porter Lady seconded it. Motion carried.
Meeting was adjourned at 8:40pm.
