4.0 College of Education Strategic Plan

Strategic Plan for the College of Education (COE) Plan for 2009-11 - Pittsburg State University

Mission: The mission of the College of Education is to prepare competent, committed, caring professionals, provide service to the various communities of which we are a part, and expand the body of knowledge through research and dissemination activities.

Vision/Core Beliefs: On Our Overall Efforts  Competent, committed, caring faculty and staff lead to the development of competent, committed, caring professionals. On Teaching, Scholarship, and Service  The College’s greatest commitment is to teaching.  Scholarship is essential to the vitality of the College and its programs  Through service, College faculty have the responsibility to contribute to the betterment of the university, the profession, and the community. On Leadership  College faculty and staff should be leaders in university, community, and professional endeavors. On A Changing World  Technology is dramatically impacting teaching and learning.  The College is committed to diversity in curriculum, students, and faculty.  The College embraces creating a ‘culture of assessment’ to support continuous improvement of academic programs.  The College embraces experimentation, innovation, and change as the means to remain relevant and vibrant in a rapidly changing world.  The preparation of education and other human service professionals should include extensive, supervised clinical experiences. Long Term Goals: The College of Education will: 1. Enhance the excellence of its academic programs. 2. Promote faculty excellence. 3. Focus on service to students. 4. Provide leadership, service, and support to its various constituencies. 5. Support the creation of new knowledge and its dissemination. 6. Provide the climate and resources needed to support the College of Education efforts.

1. Prepare for the upcoming KSDE program review scheduled in the fall of 2009 1 1,3 a. Submit program reports and rejoinder to complete program review process b. Submit new program progress reports to KSDE and gain full approval

2. Prepare for the upcoming NCATE accreditation review which is scheduled in the fall of 2010 1 1,3 a. Develop and implement a new data reporting system in 2009-10 for use in collecting, analyzing, and reporting assessment data for each program and the College of Education b. Create a schedule of work to be completed in order to be prepared for the review c. Make all arrangements for the initial visit of the co-chairs and the team visit which is scheduled in October of 2010 d. Implement new knowledge base and assessment for both the undergraduate and graduate programs e. Work with the university webmaster and OIS to create an appropriate website for the Institutional Report and all associated data f. Finalize first draft in time to request an initial review by the co-chairs

3. Advocate for the faculty and staff needs of the COE 2,3,6 1 a. Continue to advocate for a COE grant writer position b. Continue to advocate for university support of student workers for the Whitesitt computer lab c. Continue to advocate for an instructor in clinical child psychology d. Advocate for the addition of a program to train speech language pathologists e. Work with the new Dean of Libraries to assess the employment and delivery system for the IRC f. Encourage departments to utilize the new Adjunct Faculty Handbook during their induction of adjunct faculty and to establish a more formalized induction and mentoring program for new faculty and staff g. Continue to review staffing patterns including overloads, use of adjuncts, and temporary positions

h. Encourage departments to review advisement procedures and provide staff training for continuous improvement of advisement

4. Seek development of a new secondary teacher license in business education 1,4 1,2,3 a. Work with the Dean of the College of Business to create a plan of action b. When the fiscal resources of the state make it feasible, advocate for implementation of the plan

5. Improve recruitment and retention efforts for expanding the diversity of faculty and students 1,2,3 1 3 a. Advocate for support systems for diverse students including service and professional organizations b. Explore the possibility of applying for the EXCEL proposal to offer a program for students with intellectual disabilities c. Seek advice and counsel from members of the diverse community served by the university d. Support efforts of the COE Diversity Committee e. Provide scholarships to increase diversity of students entering the College of Education f. Actively recruit diverse students from communities in the PSU service area as well as KC Metro, including community colleges g. Advocate for including the office of diversity in campus tours for all students h. Emphasize the importance of salary and benefits in attracting and retaining a diverse faculty

6. Continue to model a commitment to the issues of sustainability and the need for all individuals 6 1 to lessen the environmental impact a. Continue to add timed light and projector shut-offs when feasible b. Advocate for a study of the HVAC system for Hughes Hall

7. Continue to study and develop alternative program delivery systems 1,3,5 1,4 a. Provide support for development of online and other alternative delivery programs

b. Provide on-going training for course development and pedagogy of alternative delivery programs c. Work with the Center for Teaching, Learning, and Technology to determine the effectiveness of alternative program delivery systems

8. Promote opportunities for faculty and students to experience and learn from diverse cultures 1,2,3 1 2 and people. a. Work with International Programs and Services to provide opportunities for students to learn in diverse settings including studying abroad and teaching opportunities abroad b. Provide opportunities for students to learn in diverse settings in the United States c. Support and encourage efforts for faculty to study abroad to include the Kansas- Paraguay partnership and provide incentives to do so d. Highlight international programs and opportunities on department and college websites

9. Improve partnerships with community colleges 1,3,4 1,3 4 a. Develop articulation agreements with community colleges for elementary and secondary programs b. Continue to build relationships with community colleges to ensure the effective transition of transfer students to Pittsburg State University

10. Improve communication within the COE and with various constituencies 2,4 3 a. Improve the appearance and usefulness of the COE website b. Enhance opportunities for COE faculty to interact with each other including time for discussing instructional issues in an informal setting c. Continue to utilize the COE Advisory Council to provide meaningful and helpful guidance and vision for the College of Education d. Continue to utilize the PSU magazine and COE Alumni Newsletter to share important information with alumni and friends

e. Continue to utilize the College of Education Faculty and Staff Newsletter to keep people well informed about upcoming events, important dates, and accomplishments of students and staff

11. Expand program offerings at KC Metro 1,3,4 1,3 1 a. Complete a review of the Kansas Board of Regents Teacher Enhancement Grant that was used to expand the restricted license and special education programs and seek continuous funding b. Conduct a review of program offerings and facilities

12. Support faculty scholarship 2,4,5 1,2 a. Provide scholarships to fund several research projects annually b. Develop a COE publication highlighting faculty scholarship c. Encourage COE leadership to pursue scholarly activity d. Provide support to faculty in the development of grant proposals to further the work of the university and service to the community

13. Continue to support faculty and prepare students in gaining technological literacy 1,2,3 1,4 2 a. Provide technology tools and training to support faculty growth for instruction and research b. Provide opportunities for technological literacy to enhance student lifelong learning c. Provide training to students and faculty on use of the data management system

14. Study the structure for the College of Education 1,6 1 a. Form a task force consisting of department chairs and two members of the faculty in each department to do the following: 1. review the structure and function of the College of Education, 2. examine and evaluate national trends and expectations to determine if overall program requirements ensure that COE students are well prepared, and 3. make recommendations to the faculty and college leadership team. b. Utilize the recommendations of the task force to help in creating a vision for needed changes
