Proposal: Issue Minutes directly after the meeting to ERM TGSRR and approve by remote consensus Reason: Approval is more close to the meeting, and will support timely start of agreed actions  This was agreed

3. Reports: FM #75 Minsk related docs; 004r2 - Doc 004a: FM minutes excerpt and LS to ETSI concerning a SRDoc request for infrastructure application.  Note from MM: Presently there are discrepancies between Annex 5 of ERC/REC 70-03 (only ground based vehicle radar; see Doc 13004b) and EC DEC for SRD (automotive and fixed road infrastructure. - Doc 004c: LS to ETSI requesting SRDoc, studies for 76 GHz infrastructure - Doc 004c: LS to SE, ETSI for Helicopters: studies & SRDoc request - Doc 004d: Eurocopter presentation - Doc 004e: Prelim. RSCOM proposal for 5th update of EC SRD Decision. The application neutrality was briefly discussed and it was said that this is not generally possible and not in line with the basic principle of the 70-03 with the different specific applications (except for Annex 1). This was already discussed is different TG’s and communicated to RSCOM.

Reports: ITU-R Issues: - Doc 004c: ITU-R Resolution #654 to close the Radio Location gap of 77.5-81 GHz providing a contiguous range 76 to 81 GHz for Radio Location Service - Doc 004c latest version of the ITU-R M.1452-2, mmWave Radars for ITS

4. Report: ERM # 48 (Nov 19th, 2012) 005r1 - Doc 005 TGSRR Report to ERM #48, and ERM executive summary decisions (Executive Summary was not presented but results were highlighted as part of the TGSRR report)

5. WI: 24 GHz: EN 302 858 (to include WLAM) 006r1 - Doc 006r1 was commented and edited during the meeting and is uploaded as doc 006r2 - Further editing is necessary to complete part 1. - Part 2: to be completed upon a stable draft of part 1, - General: continue editing with the new template (Note: The new template was already requested from ERM support after the meeting from Chairman) Some editing details: 1. Amend scope explaining WLAM and EN concept 2. new chapter 7.X for OOB measurement/limits, (see EN 301 091 concept) 3. check OOB necessity by TGSRR technical experts, actually there is no OOB chapter 4. draft / proposal from Mr. John for NB part 5. new OOB section will become 7.7: 6. spurious will be 7.8 7. In Chapter B.2.1, Table B.1 for WLAM  All limits should be in dBm 8. All four operation modes have to be measured (see note below table B.1) 9. Correct Table B.2  first edits in working draft. 10. Within Annex B: OOB measurements for WLAM in NB mode and the four WLAM modes 11. Within Annex B: make a new chapter for spurious emissions  There should be no reference between NB (chapter 7 and 8) of the main document and WLAM devices (Annex B) is preferred by the participants. 12. Annex D is only valid for WLAM, therefore transfer to Annex B.

Time Schedules - 8.2.2013: GoTo Meeting; 10:00 – 12:00 (action MM to arrange) - TG SRR approval via Remote Consensus (R.C.) - ERM approval of agreed part 1 & 2 during ERM #49 (March 2013) - MM will update the ETSI time schedules on the WI - Final draft until 21. 2 2013 by Valeo & Chairman

6. 76 GHz EN 301 091 issues MM gave a summary on the history of this topic

6.1 WI: EN 301 091: WI Status amending EN 301 091 (007) 007, 010 - TGSRR approved to change the WI (see 007r1) to eliminate the planned normative Annex B for Railway Crossing Applications which was discussed in ERM #48 - First stable draft available for SRR #14 (21st / Feb, MM) - - After some discussions, it was agreed to have a new standard for the Railway Crossings Applications according to ERC REC 70-03 Annex 4. - Three options were discussed: 1: a new part 3 of the EN 301 091 (In addition to parts 1 and 2), 2. a complete new HEN 303 xxx 3. a new two part of EN 303 xxx The agreement was to go for the preferred option of #1 if clarified with ETSI.

ACTIONs - JS to clarify with ETSI if the preferred option #1 can be realized. If option 1 is possible, a new NWI for a part 3 of the EN 301 091, will be created for the Railway Crossing application. A draft NWI was presented during the meeting (doc 010). The following action is to approve by TG SRR via R.C. where the supporters –as given in doc 010- can confirm their support.

Post meeting Note. ETSI (Igor Minaev) was contacted on 2012-12-07. The option (by JS) #1 was seen in principle as feasible. A draft proposal of an EN 301 091 part 3 structure is to forward to ETSI for verification of the concept.

Action: - JS send draft proposal to Igor Minaev by e.o. week 50 or 51. Reconfirm the part 3 approach by ETSI Igor Minaev - Create a TGSRR NWI for the part 3 as HEN

6.2 Other requests: - NWI’s for SRDs for Eurocopter, Navtec applications 004a 008r2, NWI on 76 to 77 GHz on fixed road infrastructure (009r1) 009r1, 009r2 - After reviewing the outcome of the WGFM meeting and LS to ETSI, the draft NWI for fixed road infrastructure doc 009r1 was discussed. - Robert Bosch GmbH, Continental and BNetzA are only supporting the proposed SRDoc & studies on fixed road infrastructure equipment and vehicular equipment according to LS from WGFM. Navtech and Great Circle Design supported the inclusion of non-road infrastructure equipment but this was not agreed by the TGSRR meeting.There will be no support for a general request for 76 to 77 GHz e.g. for this band for Annex 6 (generic type application Radiolocation equipment).

- The doc 009 was amended and is uploaded as doc 009r1 The Doc was uploaded as 009r1 because the meeting version 009r2 has not been uploaded before to the docbox.

Note: in case the meeting version 009r2 will be changed, the supporters should be informed and verified (OFCOM, EADS, Navtech,Great Circle Design) Action: JS to create a TGSRR NWI from the meeting version 009r2.

NWI for Helicopter (008r2) - Tim Wanders gave a presentation of the proposed helicopter application. - The NWI proposal of 8r1 proposal was edited & will be uploaded as 008r3 - Mr Ehrhardt: TC AERO would like to be strongly involved in the preparation (including changes in the remark section of NWI) The next meeting of TC AERO meeting is 26 to 27 of February - The meeting version (doc 008r3) will be uploaded with the NWI process.

7. Others, next meeting, LS - LS docs to be sent: To ECC WG SE and WGFM / in copy to be sent to TC AERO Action: - J.S / M.M. provide draft/proposal till 12th - To inform that ETSI ERM has start the preparation of two SRDoc for fixed road infrastructure and Helicopter application to be approved by ERM via R.C.
