Drafting of Sectorial Statements (Activity 2.2)

„Bosnia and Herzegovina Qualifications Framework for Higher Education” –

East Sarajevo, BiH March 12 - 13, 2015

Within the BHQFHE “Bosnia and Herzegovina Qualifications Framework for Higher Education” project a “Drafting of Sectorial Statements” workshop (Activity 2.2) was held at the premises of the University of East Sarajevo, the Rectorate, March 12-13, 2015. The welcome was given by the Vice-Rector for International Relations and Quality Assurance at the University of East Sarajevo, prof. dr Dejan Bokonjic. Succeeding, the attendees of the training were addressed by the Rector of the University of East Sarajevo, prof. dr Radoslav Grujic and on behalf of the project Coordinator prof. dr Wilhelm Schäfer from the University of Paderborn, project Manager Mr. Ahmet Mehic.

Training Agenda

Please find the Training Agenda attached.

Training Day 1

The aim of the Project-Coaching was to analyze the planned structures and processes. Subsequently, it was noteworthy to methodically look over the realized and expected results of comparable projects of the Council of Europe, as well as the anticipated activities of the Ministry of Civil affairs in the frame of Qualifications framework in Bosnia and Herzegovina. All present members of the TEMPUS BHQFHE project consortium participated in the workshop activities, as well as a representative from the Council of Europe, Mr. Nedim Vrabac and a representative from the Ministry of Civil affairs, Mrs. Daria Duilovic, Head of Department for Coordination of Education Policy Division.

The following presentations were held during the first day of the training, as foreseen by the Agenda:

- Presentation of the Tempus project BHQFHE by the project board: Dr. Alma Dizdarevic, UNTZ and Haris Muhic, SUSBiH: The planned structure, the process of implementation, the achieved and the expected project results;

- Presentation of the concept: Orientation in curriculum development on learning outcomes, Prof. dr. Mile Dzelalija, UNST;

- Presentation of the results of six (6) BHQFHE sectorial groups- the example of Biomedicine and Health, Prof. dr. Dejan Bokonjić;

- Presentation of the Council of Europe, Mr. Nedim Vrabac: The planned structure, the process of implementation, the achieved and the expected project results;

- A representative from the Ministry of Civil Affairs, Mrs. Daria Duilović: presenting the planned activities and activities in the development phase of the BH Qualification Framework, with special emphasis on the attainment of the objectives and requirements of the Action Plan adopted by the Council of Ministers on 02.11.2015;

After the presentations, a discussion took place with special reference to the relevant facts and requirements for efficient and synchronized planned project tasks within BHQFHE - Development Qualifications Framework for Higher Education in BiH and the proposal of the dynamics of further joint activities in the framework of Project-Coaching with representatives from the Council of Europe and the Ministry of Civil Affairs. The discussion was moderated by Prof. dr. Dejan Bokonjić and Mr. Ahmet Mehic.

- Project-Coaching was very well organized, with good content, at the right time and therefore represents the "added value" to all partners in the Tempus BHQFHE project, as well as for representatives of the Council of Europe and the Ministry of Civil Affairs; - Continuous cooperation should carry on through the exchange of the minutes of the meetings. If the need arises, Project-Coaching ought to be scheduled again; - A joint presentation of achieved results and taking over the achieved results that prove to be of quality content yet fit into the current projects, and in order to avoid a duplication of activities, which can not only reduce costs, but also streamlines the achievement of results and achieve an improvement in teamwork, motivation and identification of all project partners with the set development goals of the Qualifications Framework in BiH.

Further on, as foreseen by the Agenda, all participants of the training were split into adequate working groups (five groups/categories) and each group was delegated a coordinator (who reported the group comments on behalf of the group). During the hour-and-a-half workshops, all consortium partner representatives were granted an opportunity to share their individual and institutional perspectives and reflections on the Sectorial template for learning outcomes framework for specific sciences.

Training Day 2

On the following day, the group work continued from early morning.

At the end of the training a needed consortium meeting was held wherein the main topic of discussion was the overview of group work by each scientific category and a plan for the upcoming activities. Namely, it has been determined that:

Natural Sciences

- Defined the knowledge, skills and competences which are to be technically amended. Those segments are to be placed in the table and the matrix shall be filled out.

Biomedicine and Health

- The working group has gone over the qualifications proposals - Defined the leaning outcomes and competences – pointed out the overlapping segments - The matrix of UES will be used for SVEMO and UNTZ – matching will be done in Bihac, all will be integrated in the new curriculum

Technical Sciences

- The focus was placed on the learning outcomes - I and II cycle will be completed by the training in Bihac

Social Sciences - The analysis of the I cycle is complete – it has been determined what is missing in the II and III cycles (for Law and Economics) - The competencies should be changed/improved in the matrix

Humanistic Sciences

- Data still not inserted in the matrix

During the consortium meeting it was discussed what a learning outcome is and what is competence. It was decided that a quantitative analysis of results of a scientific-research work should be conducted. Appliance of advanced mathematically-statistic methods is imperative.

Standards of qualifications v.s. standards of vocation (in education) were thoroughly discussed. Inspectional supervision (occupation – job description) – knowledge is a prerequisite for a successful completion of inspectional supervision.

Group coordinators shall change the titles: overall leaning outcomes (at the level of qualifications).

It has been agreed that a 30-40 page project brochure will be published soonest. Each partner institution should provide a one-page history of their home-institution and team members of the BHQFHE project. The list of team members must include a team leader in addition to all team members.

Procurement of equipment: Project Manager, Mr. Ahmet Mehic will send partners the acquired offers with defined prices for equipment. In accordance with the offers and foreseen budget, the partners will be given a chance to choose the desired equipment.

Staff Conventions and Timesheets for last year should be submitted by consortium partners, and in accordance with the determined project budget.

Training in Bihac will take place April 15-18, 2015. Preparedness of all consortium partners is expected for the training. The training Agenda will be designed and sent to all partners end of March 2015. Venue: Technical Faculty of the University of Bihac.

Lastly, the importance of dissemination has been stressed. The use and regular up-load of important documents on the BHQFHE web site is of extreme importance! All partners are encouraged to participate in project dissemination.
