1. Situation overview including Security Issues  A 7.8 earthquake (Richter scale) hit Northern Ecuador on Saturday 16 April 2016. 6 aftershocks greater than 6 have been recorded since the main earthquake struck.

 A Flash Appeal of USD $72.7 million has been agreed. UNFPA appeal represents USD 350.000 in Health, USD 500.000 in Protection and USD 250.000 in Shelters. It was agreed in a meeting between cluster leaders (9th May) not enter a thorough revision of the Flash Appeal, but rather conduct an exercise of prioritization and targeting of each sector.  Jointly Protection CERF project presented by UNFPA and UNWomen was approved (USD 165.413)

2. Humanitarian needs  WFP is providing storage space for free in 3 different locations (Quito, Pedernales and Manta). However, due to budgetary constraints, from May 21st on, WFP will work on a cost recovery basis.  During the field visit to Esmeraldas UNFPA´s team knew about three confirmed new Zika cases among people and 4 under suspicion.  By presidential decision the administration of the shelters was transferred to the Armed Forces. Therefore, the route of complaint and response to GBV must be redone and agreed by corresponding public institutions (MoH , MIES , Ministry of Justice and Human Rights , Ministry of Defense and Armed Forces)

Government and UN and other stakeholders’ response Protection/GBV  Protection cluster completed the prioritization and focalization process regarding the Flash Appeal.  Technical assistance will be given to public institutions to reformulate the route of denunciation and response to GBV  On May 12th, with support from UNFPA, UNICEF and UNWomen, the Parliamentary Group for the Rights of Women, a working group formed by representatives of MIES, Ministry of Justice and Human Rights/National Plan for the Eradication of Gender Based Violence, MoH, Attorney General, Judicial Council, Ministry of Defense, Council for gender Equality and parliamentarians, had a meeting in which progress was analyzed in humanitarian response and remaining challenges, among which was considered inter institution coordination and the reformulation of the route of denunciation and response to GBV

Health  Health cluster completed the prioritization and focalization process regarding the Flash Appeal.

4. UNFPA Country Office Role  FTP amendment was approved to include Programme activities. Time spam was maintained.  Almost 75% of Emergency Funds allocated to Ecuador CO are already committed.  CERF funds already allocated. 22% of these are already committed.

4.1. Staffing:  In response to the request from the CO for more surge capacity, LACRO deployed a Communication Specialist who arrived on May 9th. From 10th-12th May she was deployed to Manabí to perform field work and keep record of UNFPA activities.  LACRO keeps supporting communications activities when the office has any gap in surge capacity.

2  UNFPA coordinators (SRH and GBV) have workstations within the MoH offices in the city of Portoviejo were the health technical assistance from different agencies, including PAHO, are installed. 4.2. Communication/Advocacy:  There has been an increase of UNFPA’s activity in social media (Facebook, Twitter).

5. Field visit Manabí and Esmeraldas  During the week of May 9-13, with the participation of a multidisciplinary trainer team from MoH-UNFPA, the official delivery of sexual and reproductive health kits and the respective training on their use and care took place. Also, the establishment of attention routes was settled.  The objectives of the field visit were: o Deliver SRH kits in prioritized cantons o Training health personnel in the use of kits o Have a diagnostic approach of health facilities in relation to SRH issues and VBG o Visit shelters to identify the relation with health services and work on issues of health promotion with emphasis on SRH and GBV. Esmeraldas  About 100 professionals from 7 rural operating units located on the island of Muisne and the Church of Chamanga (areas most affected) and the General Hospital "Delfina Torres" of Esmeraldas were trained on use and management of kits.  Volunteer Youth group was conformed in Esmeraldas to work on prevention of GBV and promote MoH services in temporary shelters.  Coordination with MIES Directors and MoH towards the joint strategy for prevention and resolution of cases of GBV in temporary shelters and community.

Manabí  Workshop on revision of SRH in emergency situations and MISP of SRH for staff of the Area and District Directors.  SRH kits were delivered to the prioritized units and 298 officials were trained

3  It is necessary to take care of health personnel that are overexposed to posttraumatic stress situations. It is recommended that staff situated in high exposure areas have a high rotation and psychological support.  Consider Epidemiological risks in shelters to prevent ZIKA.  The people who are not registered or in shelters are not receiving support.  Need to prioritize the acquisition of Kit 4 (MAC) for prioritized districts
