Subject: Establishment of Private Industrial Training Institutes in the State of Jammu and Kashmir.
Notification No. 01 of 2011 Dated: 15 -07- 2011
Applications on prescribed Performa as Annexure-1 to this Notification are invited from companies like sole propriety, private/public limited registered under companies act, societies and trusts registered as per act and promoters of SEZs, etc. for permission to open Private Industrial Training Institutes (ITIs) in the Jammu and Kashmir State leading to affiliation with National Council for Vocational Training (NCVT), Govt. of India.
The application form duly filled in will be received from 18-07-2011 to 15-08-2011 at the Directorate of Technical Education, Near Govt. Women’s Polytechnic Bemina Srinagar against a demand draft deposited in favour of Accounts Officer, Directorate of Technical Education, J&K, and Srinagar. The Prospectus and the list of Trades will be available at this Directorate website www.jkdte.nic.in
The applicant must be the permanent resident of Jammu and Kashmir State.
At present 116 designated Trades are covered under Craftsmen Training Scheme. The Syllabi of all Trades are available at DGE&T website www. Dget.nic.in/trade. Only such trades should be selected for conducting in the Private ITIs that may have employment opportunities. Any particular Trade which is not included in the NCVT Trade list but having local/regional demand can also be identified for introduction in the proposed Private ITIs provided the training programme of such a Trade is not to last for more than five years.
The Private Institutes seeking affiliation from NCVT must apply for a minimum of two units (or multiple of two units) of a trade at a time and appoint two instructors one for each unit as per norms. Out of these two instructors, one must be with Diploma/Degree in relevant branch of engineering from recognized board/university and possessing experience prescribed by NCVT.
It may be noted that there is no provision of any financial grant from State/Central Govt. for opening or running Private ITIs. The Private Agencies/Parties who have applied earlier from time to time to this Directorate for permission to open Private ITIs may also apply formally afresh for consideration of their proposals.
Procedure for starting new Institutes:
The applications to be received from the interested parties will be scrutinized at the Directorate of Technical Education and after judging the authenticity and financial position of the applicants, permission will be conveyed to deserving cases for starting the institute and will be asked to make all necessary arrangements for preliminary inspection to be conducted by a Committee of the Department constituted for the purpose.
The management of the institute shall make all necessary arrangement and create training infrastructure in terms of building, machinery, tools, equipment and qualified faculty as per norms of NCVT. The list of tools & Equipment is given in syllabus of each trade.
After creating necessary training facilities, the institute may report to the Directorate of Technical Education and request for preliminary inspection of the institute by the committee.
The Directorate of Technical Education will scrutinize the preliminary inspection reports and after satisfied with the reports, will constitute the Standing Committee for formal Standing Committee’s Inspection of the NCVT.
The Standing Committee after verifying available infrastructural facilities and arrangements made by the institute may recommend affiliation for the deserving Trades/units only.
The inspection reports of Standing Committee constituted by the Directorate of Technical Education would be scrutinized by the Directorate General, Employment and Training (DGE&T), GOI, New Delhi for ascertaining compliance procedure. The affiliation of the Trades/units recommended by the Standing Committee will be considered. Only those Trades/units which confirm prescribed norms will be recommended by the DGET to Sub-Committee of NCVT dealing with affiliation for their consideration/approval. The final orders conveying grant of affiliation by the Sub-Committee shall be issued by the Secretary, NCVT after obtaining their approval. Just after the affiliation orders are issued by the DGE&T, the respective applicants will be allowed to make admissions in the Private ITIs under NCVT.
TA/DA of the State/Centre Officers in connection with inspections of Private ITIs will be borne by the management respective Pvt. ITI.
Admissions are done twice in a year i.e. February & August of Calendar year.
Affiliations granted by the Sub-Committee of NCVT dealing with affiliation from 1st January to 30th June of Calendar year will be effective from session beginning August and affiliations granted from 1st July to 31st December will be effective from session beginning February of next year.
