Background
International Fund for Agriculture Development (IFAD) supports MAIL through three programs i.e. Community Livestock and Agriculture Project (CLAP), Rural Microfinance and Livestock Support Program (RMLSP), and Support to National Priority Program 2 (SNaPP2). The projects are implemented by selected NGOs the targeted provinces. The projects focus on reducing rural poverty through intervention such as promoting livestock and agriculture production and productivity, promoting rural microfinance, community development as well as strengthening village base seeds enterprises. Ministry of Agriculture, Irrigation and Livestock (MAIL) launches a new project called Community, Livestock and Agriculture Project (CLAP). The project is funded by International Fund for Agriculture Development (IFAD). The overall goal of the project is to contribute to reducing poverty in rural Afghanistan. More specifically, the project objective is to improve food security of 169,500 rural households in selected districts in the provinces of Kabul, Parwan, and Logar by increasing agriculture and livestock productivity. This will be achieved by enhancing productive assets, skills, services, technologies, and income opportunities of the targeted beneficiaries (i.e. by introducing appropriate livestock and agriculture technology options, strengthening local capacity, and strengthening some weak areas of value- chain, including linkages with markets). The project also aims at reducing gender disparities by increasing the social and economic status of women engaged in these activities.
1 Position Summary
Under the direct supervision of the Knowledge Management and Policy Specialist the KM Assistant, will work closely with technical components, male and female extension workers & Facilitating Partners (FPs), documenting their activities, field campaigns, preparation of footages, success stories, facilitating media coverage and organizing events of the Community Livestock and Agriculture Program (CLAP), Rural Microfinance and Livestock Support Program (RMLSP) Support National Priority Program 2 (SNaPP2).
Duties and Responsibilities:
The Knowledge Management Assistant is responsible for managing communication and public relation related issues, producing development journalism products such as audiovisual documentation of lessons learnt, success stories, newsletters, documentaries, brochures, radio and TV outlets. Aforementioned outlets are to be produced in coordination with the technical teams as well as relevant focal points of the implementing partners located in the programs’ target provinces.
1. Work closely with SPs’ communication teams in order to maintain exchange of knowledge, best practices, and success stories. 2. In collaboration with the programs’ KM network conducts frequent field trip to identify and capture success stories, lessons learned, and best practices, and produces necessary promotional materials. 3. Share extension knowledge among male and female households and other stakeholders on CLAP/RMLSP/SNaPP2 activities through production and dissemination of the programs’ publications and extension messages. 4. Ensure close communication and relations with the Provincial Agriculture Directors, Provincial Council, Departments of Women affairs and Community Shuras on communication and public relations issues. 5. Conduct interviews with male female beneficiaries and prepare success stories for face book, newsletter, and other publications. 6. Assist in design and execution of the KM annual work plan and budget. 7. Report on the implementation assignments to the KM & Policy Specialist. 8. Be available to perform such and any other duties and/or elsewhere as directed from time to time by the KMS. 9. Assists to ensure that the program regularly documents its experience and lesson learnt, share these lessons with MAIL, IFAD and other relevant stakeholders; 10. Create tools and opportunities for practitioners to connect, share knowledge, and learn from each other to improve practice. 11. Update and maintain the IFAD social portal network daily. 12. Coordinate closely with the M&E program staff to fish out success stories, best practices, lesson learned of public interest and draw promotional materials thereof. 13. Design and develop the newsletters, brochures, and other promotional material as necessary. 14. Any other duty duties as assigned by KM&P Specialist
2 Required Qualification:
University degree in Journalism, Communication, Public Relations, and Development Journalism.
Proven skills in writing and editing news stories, development reports, feature reports and other necessary genres practiced daily in development reporting, social media, TV and radio, as well as the interview skills.
Minimum 2-year work experience with media organizations, news agencies, TV, Radio, Print and or social media is a must.
Proven skills in English, Dari, and Pashto language demonstrated through published evidence is a must.
Comprehensive knowledge of the Afghan Media is a must, Academic research or other publication in media and communication field is a plus point.
Skill: 1. Excellent oral and written communication skills, 2. Professional skills in operating video camera, photo graph. 3. Excellent skills in operating MS office.
