Description:

Under general direction by the [VICE PRESIDENT OF XX OR PRESIDENT OR CHANCELLOR], the Title IX Coordinator works closely with student affairs, human resources, academic affairs, athletics and counsel to oversee [INSTITUTION NAME]’s compliance efforts with regard to Title IX of the Education Amendments of 1972, as well as other laws and rules relating to sexual harassment, sexual misconduct, gender and interpersonal violence, sexual assault, and related policy violations (collectively referred to below as “gender harassment”) on campus (e.g., Violence Against Women Act and the Clery Act). The Title IX Coordinator fosters a safe and supportive environment that is conducive to the academic pursuit and healthy personal development of all persons.

General Responsibilities:

 Under direct charge from [INSTITUTION NAME]’s President, ensure [INSTITUTION NAME] complies with Title IX of the Education Amendments of the 1972 Civil Rights Act and the Violence Against Women Act Reauthorization of 2012 (VAWA) related to gender harassment, including but not limited to independent action, without conflict of interest in the discharge of duties as appropriate to circumstance.  Lead the Title IX coordinating committee as chair, including substantial involvement with [INSTITUTION NAME]’s policies and procedures related to gender harassment.  Lead the Title IX case management committee as chair.

Developed November 2015 o Receive initial reports and regular updates on all investigations that include a component of gender harassment irrespective of the office at [INSTITUTION NAME] that is conducting the investigation. o Identify and develop responses to patterns or systems that affect campus climate related to gender harassment. o Ensure propriety of specific corrective measures to stop, remediate, and prevent gender harassment. o Assure consistency of gender harassment sanctions across the divisions of [INSTITUTION NAME].  Serve as the internal consultant and subject matter expert on Title IX and gender harassment. o Ensure policies and procedures reflect the most current federally issued guidance, state regulatory expectations, and insofar as professionally possible, promising practices.  Assign tasks and supervise those responsible for direct work in investigations of gender harassment, and as appropriate, office support staff.  Manage the day-to-day responsibilities associated with [INSTITUTION NAME]’s Title IX compliance obligations. o Create annual management reports and related summaries of Title IX areas. o Review all reports of gender harassment to identify and address any patterns or systemic problems within [INSTITUTION NAME]’s community. o When appropriate, identify and supervise external investigators or “adjudicators” as required by [INSTITUTION NAME] policy. o Receive and oversee timely processing of inquiries from students and employees regarding rights and responsibilities concerning harassing behavior or other discriminatory behavior in violation of Title IX. Responsibilities will include but not be limited to the following: . Refer inquiries to other resources that are not appropriate for investigation (e.g. ombuds, human resources, law enforcement, etc.); . Assign to investigators, reports of policy violations representing gender harassment that violate [INSTITUTION NAME]’s policies; . Develop a “case management plan” for each reported instance of gender harassment; . Coordinate [INSTITUTION NAME]’s efforts (typically with student and academic affairs or human resources) related to interim safety accommodations for complainants; . Ensure, as appropriate, both parties to the reported policy violation are aware the report has been made;

Follow up with parties regarding implementation of recommendations or sanctions contained in disposition; seek assistance from parties' supervisors or advisors, if necessary to implement recommendations or sanctions; . Communicate with parties regarding timelines of the proceedings (investigation and disciplinary process).  Ensure investigation and disciplinary proceedings related to gender harassment comply with [INSTITUTION NAME]’s policies and federal regulations and guidance (including Title IX and the Clery Act).  Notify (as a Campus Security Authority) the appropriate [INSTITUTION NAME] designated office of reported Clery Act defined crimes or those that may be subject to Clery Act required emergency notification.  Collaborate with offices at [INSTITUTION NAME] including but not limited to: violence prevention and response, campus public safety, human resources, academic affairs, and student affairs, athletics, and off campus resources on Title IX related awareness and prevention programming to ensure delivery of appropriate and legally sufficient content that is strategic and coordinated.  Coordinate training for [INSTITUTION NAME]’s investigators (both policy and criminal) on issues of Title IX and the Clery Act related to gender harassment.  Ensure local law enforcement and prosecutor staff working in gender harassment that constitutes criminal behavior understand [INSTITUTION NAME]’s requirements under Title IX.  Liaise (as appropriate and in cooperation with other [INSTITUTION NAME] offices) with federal and state agencies with oversight of Title IX and Clery Act related inquiries or interactions.  Maintain comprehensive and organized files including a case management system that allows for identification of patterns, trends, and other pertinent analyses, and documents all efforts undertaken related to responsibilities described above and related efforts (in accord with [INSTITUTION NAME]’s record retention guidelines);  Coordinate the development, administration, and processing of the “climate assessment” and implementation of recommended actions based upon it.  Access and analyze [INSTITUTION NAME]’s enrollment, athletics, and other demographic resources to identify patterns of gender harassment.

Developed November 2015  With assistance from appropriate [INSTITUTION NAME] officials, serve as the point of contact and public information resource on issues related to gender harassment;  Ensure alignment of inward and outward facing information on gender harassment;  Advise the President and senior executives, when appropriate, on issues related to Title IX including issues of non-compliance, and assist these officials with research or positions related to gender harassment.  Maintain a program of professional training to ensure the Title IX coordinator and deputies are appropriately familiar with the most current guidance issued by federal offices, especially United States Department of Education in areas related to gender harassment.

Qualifications:

 Education – Bachelor degree in human resources, student affairs, public policy, government, legal studies, or other related discipline; Master’s degree or JD preferred.  Professional Experience – 3 years of experience in higher education that includes management of areas described in the “General Responsibilities” above; investigative experience and 5 years of progressively responsible positions in the areas described above preferred.  Subject Matter Expertise – Knowledge of and experience with issues related to gender harassment; experience in a higher education setting strongly preferred.  Project Management – Experience with complex challenges and analytical assessments, especially with fixed timelines.  Programming – Experience in creation and delivery of programming designed to alter culture, especially in a higher education setting.  Communication – Experience with oral communication including presentations to varied audiences (for example, briefings to small businesses, student orientations, etc.) in multiple media (such as PowerPoint). Experience with written communication, including technical materials (such as legal reports and memoranda) and materials for a public audience (such as awareness brochures). Exceptional listening skills required.  Trauma Sensitivity – Trauma informed training preferred.  Complex Task Management – Experience managing simultaneous complex and time sensitive tasks that may have high criticality of error.  Task Independence – Capacity to work independently when required, especially in ethically complex situations.
