FRANCES PENNINGTON, DEPUTY 12 DIRECTOR OF THE AIKEN COUNTY REGISTRATION AND 13 ELECTIONS COMMISSION, FOR HER OUTSTANDING 14 SERVICE UPON THE OCCASION OF HER RETIREMENT, 15 AND TO WISH HER MUCH SUCCESS AND HAPPINESS IN 16 ALL HER FUTURE ENDEAVORS. 17 18 Whereas, the members of the South Carolina House of 19 Representatives note that, after sixteen years of service, Mrs. 20 Frances Pennington is retiring from the position of Deputy 21 Director of the Aiken County Registration and Elections 22 Commission on April 30, 2007; and 23 24 Whereas, Mrs. Pennington, a native of Windsor, is recognized 25 statewide by her peers as an authority on absentee voting 26 processes, procedures, and legislation; and 27 28 Whereas, beginning her career of service to South Carolina’s 29 voters on March 15, 1978, Mrs. Pennington was appointed to the 30 Voter Registration Board, and served there, usually as chairman, 31 until 1991, at which time she was appointed Deputy Director of the 32 Aiken County Registration and Elections Commission; and 33 34 Whereas, a true professional, Mrs. Pennington has provided 35 invaluable assistance in her work with the South Carolina 36 Association of Registration and Elections Officials since 1979, 37 serving as its second vice president and as a district director for the 38 Second Congressional District, and received the association’s 39 prestigious Moore Award in 2005 as a recognition of her 40 contributions to the association and the field of voter registration 41 and elections; and 42

1 [3944] 1 1 Whereas, she hopes to enjoy her well-earned retirement with her 2 husband of almost forty-four years, Mr. Melvin Pennington; two 3 daughters, Vicky Thompson and Lisa Patterson; and two 4 grandchildren, Christopher Thompson and Jessica Thompson. 5 Now, therefore, 6 7 Be it resolved by the House of Representatives: 8 9 That the members of the South Carolina House of Representatives, 10 by this resolution, commend Mrs. Frances Pennington, Deputy 11 Director of the Aiken County Registration and Elections 12 Commission, for her outstanding service upon the occasion of her 13 retirement, and wish her much success and happiness in all her 14 future endeavors. 15 16 Be it further resolved that a copy of this resolution be forwarded to 17 Mrs. Frances Pennington. 18 ----XX---- 19
