14. General Summary of Function/Purpose of Position

This senior level property analyst is responsible as a statewide real estate resource for aviation related projects. Researches, analyzes, and interprets state and federal laws, policies, and guidance pertaining to eminent domain and land acquisition project requirements for projects funded under the FAA Airport Improvement Program. Attends meetings and responds to inquiries on MDOT owned airport property from region engineers, division heads, the legislature, and the public. Interprets existing federal/state/local land acquisition laws, policies and procedures for all internal and external customers including consultants, airport managers and sponsors. Revises real estate procedures as necessary to comply with updates to policies and laws. This position provides training for novice Property Analysts as well as creating training documents necessary for successful knowledge transfer. This position also functions as a back-up resource for MDOT owned railroad property and may be called upon to provide assistance to the Office of Rail to provide real estate services and help determine the ownership interest, inventory, and availability for sale or disposal of MDOT owned property.

Duty 1 General Summary of Duty 1 % of Time 70 Responsible as the statewide department resource and point of contact for MDOT owned airport property and provides statewide real estate expertise and guidance for land acquisition projects funded through the Office of Aeronautics.

Individual tasks related to the duty.

 Researches and responds to inquiries from the public regarding real estate requirements for projects at publicly licensed airports.  Researches and obtains copies of original deeds and easements for MDOT owned airport properties.  Corresponds with legislators and federal, state, and local offices to effectively deal with problems and issues related to real estate projects at state owned airports and publicly licensed airports.  Advises the Office of Aeronautics, airport managers, local officials, region staff, property representatives, and general public relative to land acquisition projects. Provides advice on procedures for land acquisition, relocation assistance, appraisal requirements, and property management functions. In the event of parcel condemnation, works with airport sponsor's legal firms to ensure compliance and provides expertise with the Uniform Condemnation Procedures Act to coordinate further negotiation attempts.  Performs complex analyses and studies to solve problems concerning research of ownership or encroachments into MDOT owned airport property.  Reviews scope of work and reasonableness of hours and cost for land acquisition contracts.  Coordinates with and advises the Office of Aeronautics, airport sponsors, and their consultants with the preparation of land acquisition contracts, legal descriptions, and sketches to be used in the acquisition of property and aviation easements.

Duty 2 General Summary of Duty 2 % of Time 25 Review and coordinate updates to airport Exhibit "A" property maps with Office of Aeronautics for quality control of airport ownership. Reviews and process land release requests and recommends to FAA the approval or denial of release from the federal grant obligations attached to airport properties. Analyzes existing guidance and updates land policies and procedures as needed.

Individual tasks related to the duty.  Verifies submission by consultant of recorded deeds for all parcels acquired under a project and verify proper claim of title of all airport-owned property.  Updates Exhibit "A" Guidelines as necessary and provides guidance to local airport owner and consultants.  Analyzes draft Exhibit "A" examining land acquired under Airport Improvement Program funded projects for accuracy and compliance with federal and state guidelines.  Recommends for approval the completed Exhibit "A" to Office of Aeronautics, FAA and local airport sponsor to complete contract and grant requirements.  Updates Land Release Guidelines as necessary. Provides guidelines and guidance statewide to local airport owners/managers and their consultants.  Coordinates land releases with local airport officials and FAA and provides written recommendations to FAA as to whether or not the land release request is reasonable and whether or not the request should be approved or denied.  Evaluates statewide airport land acquisition process, identifies problem areas and makes recommendations to develop efficient methods of streamlining workflows.  Meets with local airport owners, managers, public officials, legal staff and FAA to assist in the development of work plans and land budgets for future airport development projects. Make occasional on-site visit to monitor project progress.

Page 3 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Approve administrative settlement requests and consultant scope of work. Approval of payments for costs incurred by airport sponsors. Makes decisions regarding reasonableness of Land Release requests and recommends to FAA approval or denial of request. Recommendations made by this position directly impact the decisions made by FAA regarding land releases. Decisions made by this position ensure compliance with federal and state policies and affect decisions made by FAA, airport owners, consultants, and the public impacted by an airport land acquisition project. These decisions may have a direct impact on the operations of the department.

Decisions outside authorized authority and those with major fiscal, resource or political consequences, including those that have impact across multiple units in the department. The supervisor is consulted when a politically sensitive issue arises or when complex real estate issues may impact department policies or procedures.

18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Standard office environment. Considerable sitting reviewing documents or working on the computer. Some walking and climbing will be required when field reviews are conducted. Bending/stooping to retrieve files. May be required to transport heavy files and right of way plans, enter upon and traverse across all types of real property, including multi-leveled and non-handicap accessible property, and travel in high traffic areas where future improvements are planned. Some travel may be required.

Review and recommend project budgets and obtain Michigan Aeronautics Commission approval for all airport land acquisition projects for the department and Office of Aeronautics. This position reviews and approves land acquisition consultant contract fees and scope of work for airport sponsor approval. Approves invoices and administrative settlements for funding eligibility. Statewide resource for state and federal land acquisition policies and procedures. Decisions and approvals are made independent of direct supervision. Maintains accurate and up to date policies and guidelines and communicates this information to internal and external customers. Back-up functions for railroad real estate services.

25. What is the function of the work area and how does this position fit into that function?

The function of this unit is to secure all property interests and rights necessary to construct, operate, and maintain the transportation system including road, railroads, and airports. This position functions as a statewide resource for MDOT owned airport property. This position reviews and approves project and contract scope of work to ensure airports acquire and maintain the property rights required by the FAA for safe flight operations and ensures proper communication and coordination between MDOT, FAA, and local airport sponsors.

Page 5 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?

EDUCATION: Possession of a bachelor's degree in any major.

EXPERIENCE: Three years of professional experience in real estate equivalent to a Property Analyst, including one year equivalent to a Property Analyst P11.

KNOWLEDGE, SKILLS, AND ABILITIES: Good written and verbal communication skills. Ability and willingness to travel statewide. Good mathematical skills. Knowledge of real estate terminology, negotiations, real estate appraisals, federal acquisition and relocation regulations, MDOT procedures, and legal instruments of conveyance.
