MINUTES OF MEETING CONCHO VALLEY COUNCIL OF GOVERNMENTS EXECUTIVE COMMITTEE March 8, 2010 The Executive Committee of the Concho Valley Council of Governments (CVCOG) met on Monday, March 8, 2010 @ 2801 W. Loop 306, Suite A, San Angelo, Texas.

Members present were: Richard Cordes, Chairman, Menard County Judge Ralph Sides, Vice Chairman, Sterling County Judge Andrew Murr, Secretary, Kimble County Judge Jerry Bearden, Mason County Judge Roy Blair, Coke County Judge Charlie Bradley, Schleicher County Judge Lanny Layman, San Angelo ISD Board Trustee Danny Neal, McCulloch County Judge Leon Standard, Irion County Judge Miguel Villanueva, Sutton County Commissioner

BUSINESS

CALL TO ORDER Chairman Cordes announced the presence of a quorum, and called the meeting to order at 2:45 p.m.

INVOCATION AND PLEDGE OF ALLEGIANCE Judge Blair gave the invocation and Chairman Cordes led the pledge of Allegiance.

APPROVAL OF MINUTES Upon a motion by Judge Bearden, seconded by Judge Standard, the minutes of the February 10, 2010 meeting of the Committee were approved as published.

APPROVAL OF CHECKS Upon a motion by Judge Blair, seconded by Judge Sides, CVCOG checks in excess of $2,000 written since the last meeting were unanimously approved.

APPROVAL OF HOMELAND SECURITY REGIONAL INTEROPERABLE COMMUNICATIONS PLAN (RICP) Upon a motion by Judge Standard, seconded by Judge Bradley, the CVCOG Homeland Security Regional Interoperable Communications Plan (RICP) was unanimously approved.

REVIEW & COMMENT Upon a motion by Commissioner Villanueva, seconded by Judge Murr, the following application was unanimously granted a favorable review without additional comment: City of Eden to the Texas Parks and Wildlife Department - Small Commuities grant in the amount of $75,000.00 to be used towards the Concho Springs Golf Course & Lee Pfluger Park Additions. Upon a motion by Judge Blair, seconded by Trustee Layman, the following application was unanimously granted a favorable review without additional comment:

Tom Green County to the Texas Parks and Wildlife Department – State Boating Access Program in the amount of $199,941.00 to construct one 2-lane boat ramp, two courtesy docks, and utility and parking improvements.

None ADJOURNMENT The meeting was adjourned at 2:57 p.m. Duly adopted at a meeting of the Executive Committee of the Concho Valley Council of Governments this 14th day of April 2010.
