MINUTES

President Jay Perman: Updates  Thanked efforts of all for community outreach and engagement. Affirmed commitment to help those that need help and shared how other institutions are working with community engagement.  Recent events concerning implicit threats- we adhere to our values – not tolerate anything less than civility and respect. Some students have reported incidences that we do not tolerate. Assured nothing to do with the campus directly.  Comment from a Senate member - Town Halls are in progress for students. President Perman considering offering campus wide Town Halls.  State: Projected revenues not materializing, therefore the Governor has imposed mid-year budget cuts. We should be able to manage --- no furloughs or layoffs—action--to identify 20 vacant positions across UMB. Will know sometime in January more about the impact on us. President Perman stated we will be fine.

Dr. Roger Ward, Chief Accountability Officer, VP Operations, VP Grad School: Update on Middle States/Strategic Plan  Accreditation cycle is now 8 years instead of 10. No recommendations were put forward for us however--supportive of our own internal suggestions.  Our self-study was commended.  Required changes: Written reports and financials are due to Middle States every year providing a more comprehensive report to monitor progress.  Changes impacting requirements due to Federal Government requirements and not sure what else will change; if anything-- looking for employment metrics of graduates; both unemployment and employment period post-graduation. Looking at how to track this; what optional ways.  Using Middle States focus to build into strategic plan.  Our strategic plan has six objectives and expected outcomes. Flexibility allowed for schools to align with UMB strategic plan.  While moving forward with process will have annual reports of UMB major plans.  Deadline for each school to submit the individual school’s strategic plan is Dec. 16, 2016.  For spring -moving for an accountability plan committee to work with strategic plans- then build into cycle.

Most concerning was -- for one given transactional process there are nine different ways it can be operationalized.  There is career development now focused primarily with staff. Plan is to grow this opportunity.  Looking forward to have an HR council and partners meetings to strategize.  Was asked a question by a Senator about equity and 403b plans. Response: Looking at 2018 to examine compensation equity and gender equity as well. 403b plans and fees that are charged ----and other benefits are run by the State of Maryland; little leeway in what we can do. Very little control with health insurance and retirement programs.

 Emerging leaders program – started 5 years ago - helps to develop leaders on campus that are moving into leadership roles or in leadership roles.  Now have 40 participating with a new cohort every year.

Chief Antonio Williams, Associate Vice President for Public Safety, Chief of Police Campus Safety: update  Crime: as of this morning 92 incidents on campus compared to 88 from last year (same date). Theft crimes-4 incidences, 3 minor assaults, first burglary this month (generally one per year). Follow-up about the alert of sexual assault –crime has been solved. Robbery 2 this year, 5, and 14 in subsequent past years. Shows definite downward trend.  Within the next 2 weeks should have a portal available. A map where crimes have occurred will be included as well as there will be options to see more details.  Last week had complete onsite review by accrediting body – favorable verbal report. Will receive final report later. The award is due March 2017.
