December Monthly Meeting held on Monday, 18th December 2006, Kells Civic Offices, Headfort Place, Kells

Presiding: Cllr. O. Sweeney.

Present: Cllrs. P. Caffrey, B. Collins, B. Curran, S. Drew, A.O. Farrelly, C. Ferguson, T. Grimes, B. Reilly.

Also Present: Mr. B. McGrath, Town Manager, Mr. B. Sweeney, Town Clerk, Mr. T. Traynor, Town Engineer, Ms. C. O’Reilly, A/Asst Staff Officer.

Minutes The minutes of the November monthly meeting held on 20th November 2006 and preliminary estimates meeting held on 4th December 2006 were confirmed on the proposal of Cllr. B. Collins, seconded by Cllr. B. Reilly.

To consider disposal of land in accordance with Section 183 of the Local Government Act 2001 “Land and dwellinghouse at 38 Blackthorn Close, Kells, to Ms. Diane Stapleton, 38 Blackthorn Close, Kells.”

Proposed by Cllr. T. Grimes Seconded by Cllr. B. Collins

“Land and dwellinghouse at 40 Blackthorn Close, Kells, to Mr. Joseph Balfe and Mrs. Karen Balfe, 40 Blackthorn Close, Kells.”

“Land and dwellinghouse at 34 O’Growney Terrace, Kells, to Mr. James Kavanagh and Mrs. Pauline Kavanagh, 34 O’Growney Terrace, Kells.

“Land at Commons of Loyd, Kells, comprising 25 sq m to ESB Networks, Zone A Lynn Industrial Estate, Mullingar.”

“Land at Townparks, Kells, comprising 0.575 hectares to Mr. Noel Tierney, 7 Carrickfern, Cavan, Mr. Edward St Leger, Gainstown, Navan, and Mr. Liam Duffy, Drumboat, Inniskeen, Co. Monaghan.”

The Town Clerk informed members that Mr. Tierney was withdrawing his name and a new Section 183 Notice would be brought to the next meeting of the Council for consideration.

Correspondence and matters raised by the Town Manager . Letter from the Department of the Environment, Heritage and Local Government, informing the Council that their general purpose allocation from the local government fund for 2007 is €527,987.

. Letter from the Department of the Environment, Heritage and Local Government in relation to extension of tax relief schemes for Town Renewal.

. Letter from Kells Commuters in relation to the Church car park.

. Letter from Mr. Michael McCabe regarding the purchase of a piece of land adjacent to his dwelling at 7 Grand Priory. It was agreed to get a valuation.

Monthly Reports Cllr. S. Drew congratulated the outdoor staff on their work the previous weekend during the storms.

Cllr. Drew raised the issue of works being carried out at Fr. McCullen Park. The Town Engineer stated that he would endeavour to find an alternative location for parking as soon as possible.

Cllr. P. Caffrey raised the issue of providing ramps at The Grove, Farrell Street.

Cllr. C. Ferguson raised the issue of potholes at Back Street.

Manager’s Orders There were no Manager’s Orders.

To consider declaration of Public Road in accordance with Section 11 of the Roads Act 1993 at Stonebridge, Maudlin Street, Kells The Town Clerk informed members that a letter was sent to each Resident. No response had been received from the Association. Two house owners had made contact.

The Town Manager informed members that the Bond had been used to bring the estate up to standard. The estate would be precluded from consideration for block grant works if not in charge in the previous year. He also stated that the taking-in- charge of the estate had nothing to do with the development of the eleven acres site.

A lengthy discussion then ensued on the matter. It was then decided that the Town Clerk and Town Engineer would meet with the Residents before Christmas.

To consider and if thought fit to approve agreement in accordance with Section 85 of the Local Government Act 2001 The Town Clerk informed members that the matter relates to prosecutions under the Litter Act.

The Town Manager stated that there were a sizeable number of prosecutions in relation to dumping at the bottle banks.

It was agreed that the matter would be dealt with at the January monthly meeting.

Other Business raised with the permission of the Cathaoirleach Cllr Caffrey raised the following: Provision of a ghost roundabout at the junction of CastleStreet / Maudlin Street. Proposed but stop at Lord Edward Street.

Cllr Grimes raised the following: Minister’s position on Pyramid schemes.

Cllr Collins raised the following: Deletions from the register of electors.

Cllr. Drew raised the following: Review Carrick Street bus stop.

Votes of sympathy were passed with the following: Cllr. Jimmy Fagan Cllr. Michael Lynch Family of murder victim Anthony Campbell.

This concluded the business of the meeting.
