Comhairle Baile na hUaimhe Navan Town Council April Monthly Meeting MINUTES OF APRIL MONTHLY MEETING OF NAVAN TOWN COUNCIL WHICH TOOK PLACE ON TUESDAY 2 nd APRIL, 2013 AT 7.00PM IN THE COUNCIL CHAMBER, TOWN HALL, WATERGATE STREET, NAVAN, CO. MEATH.

1.0 Confirmation of Minutes

Confirmation of Minutes of the March Monthly Meeting of Navan Town Council held on 5th March, 2013 at 7pm in the Town Council Chamber, Town Hall, Watergate St, Navan, Co Meath.

The Minutes of the March Monthly Meeting of Navan Town Council held on the 5th March, 2013 at 7pm in the Town Council Chamber, Town Hall, Watergate St., Navan, Co Meath were adopted on the proposal of Cllr. P. Fitzsimons, seconded by Cllr. P. Brennan.

1. Correspondence and Reports

Notice of Motion - Muinebheag Town Council

The Members noted a Notice of Motion adopted by Muinebheag Town Council with respect to calling on the Minister for Health to maintain the vital Dublin to Waterford Hospital Bus Service.

The Members noted a Notice of Motion adopted by Muinebheag Town Council with respect to a call on the Minister for Education to restore responsibility for the administration of Higher Education Grants to Local Authorities.

Notice of Motion - Bandon Town Council

The Members noted a Notice of Motion adopted by Bandon Town Council which called for the Minister for the Environment and Local Government to reinstate the Footpath Allocation to Local Authorities.

Notice of Motion – Waterford City Council

The Members noted a Notice of Motion adopted by Waterford City Council with respect to calling on the Minister for Education to reverse the education cuts to Waterford College of Further Education.

Solstice Arts Centre

The Members received and noted correspondence from the Solstice Arts Centre following a contribution of €45,000 made to the Solstice Art Centre by the Town Council.

Tara High Kings Festival

The Members received and noted correspondence from the Festival Director of Tara High Kings Festival who wished to show her appreciation to the Members for allowing her to present the plans for the Festival to the Town Council.

3. To receive the Johnstown Quarter Part 8

The Members received and noted the Johnstown Quarter Part 8 which was presented to them by Sarah Lynch, Executive Planner.

Each of the Members welcomed the presentation and the scheme which they said would benefit the residents of Johnstown and Athlumney.

Following a discussion on the matter, the Johnstown Quarter, as presented, was adopted by the Members on the proposal of Cllr J. Reilly seconded by Cllr F. Deane.

Ms. Lynch also advised the Members that a Section 38 was required as a result of traffic calming measures. She advised that this was advertised and sent to

No objections were received by the Commissioner.

On the proposal of Cllr. J. Holloway, seconded by Cllr. F. Deane, it was agreed to pass the Section 38.

4. To note Circular RW 2/2013 in respect of the Block Grant allocation to Navan Town Council from the Department of Transport

The Members received and noted Circular RW 2/2013 with respect to Navan Town Council’s Block Grant allocation of €339,200 for 2013.

5. To consider the Local Government Statutory Audit Report for the Year Ended 31 st December, 2011

The Members considered the Local Government Statutory Audit Report for the year ended 31st December, 2011 and noted that the financial accounts were in a healthy position.

On the proposal of Cllr J. Holloway and seconded by Cllr J. Reilly, the Audit Report was accepted.

6. To receive the Audit Opinion of the Local Government Auditor in respect of the Year Ended 31 st December, 2011

The Members received the Audit Opinion of the Local Government Auditor in respect of the year ended 31st December, 2011 whereby he stated that it presented fairly in accordance with the Code of Practice and Accounting Regulations, the financial position of Navan Town Council for year ended 31st December, 2011.

On the proposal of Cllr J. Holloway and seconded by Cllr J. Reilly, the Audit Opinion was accepted.

2.0 To consider report on year end adjustments/transfers 2011

The Members considered a report given to them on the proposed year end adjustments/transfers 2011 given to them by Seán Clarke, Staff Officer.

As outlined by the Local Government Auditor in his report, the following transfer from Revenue to Capital is proposed namely:

3.0 To receive an update on ongoing projects and matters raised by the Members.

The Members received an update on the ongoing projects and matters raised at previous meetings.

4.0 Notice of Question

9.1 Notice of Question - Cllr. F. Deane

“What is the situation regarding connection of public lighting at Athlumney Castle given that cables and ducting are in place yet to date the lights have not been switched on?”

Response The Members were advised that Athlumney Castle is in the charge of the OPW however the Executive would write to the OPW and try and get an update on this matter.

10. Notice of Motion

10.1 Notice of Motion – Cllr. F. Deane “That Kilcarn Court footpaths be included in roadworks programme considering that many areas are in poor condition and crumbling”

The Town Engineer advised Cllr. Deane that it was not possible to include Kilcarn in the 2013 Roadworks Programme as this had been adopted by the Members at the March monthly meeting. He advised Cllr. Deane that he proposed to include it as part of the Roadworks Programme 2014.

10.2 Notice of Motion – Cllr. Anton McCabe “That Navan Town Council would consider supplying special bins at certain takeaway outlets throughout the town in an effort to make Navan more attractive to shoppers and visitors especially during the period covering the Gathering. It would be my suggestion that the business owners would agree to take responsibility for the bins.”

The Motion was discussed at length by the Members and it was suggested that the Mayor and Deputy Mayor should meet with retailers to agree a programme for cleaning up after closing hours on weekend nights.

P. Fitzsimons “I call on Navan Town Council to consider the issue of derelict sites throughout the town.”

This Notice of Motion was proposed by Cllrs. P. Fitzsimons and seconded by Cllr. S. Cassells.

Cllr. P. Fitzsimons advised the meeting of an initiative whereby hoarding is erected and paintings or images of wrought iron fencing and hedging is placed on the hoarding. He asked if this could be done on some of the derelict sites around the town. The Town Manager advised that we would examine the initiative further and see what suitable sites could benefit from such an inititiative.

10.4 Notice of Motion – Cllr. P. Fitzsimons “I call on Navan Town Council to consider the implications of the newly introduced property tax.”

This Notice of Motion was proposed by Cllr. P. Fitzsimons and seconded by Cllr. S. Cassells.

 Navan Town Council should continue to promote and support the Children’s Learning Festival. – Cllr. S. Cassells  Proposal to change the start time and finish time of Town Council Meetings. Will be discussed amongst the Members. – Cllr. J. Holloway  Was a requested submitted with regards to extinguishment of right of way at St. Mary’s Park? – Cllr. J. Holloway.  What is happening with the issue of double yellow lines at the entrance to Beechmount Estate?- Cllr. P. Fitzsimons.  Request for hardcopy of agenda to be sent – Cllr. P. Brennan
