AGREEMENT OF COOPERATION

Between EASTERN MICHIGAN UNIVERSITY YPSILANTI, MICHIGAN UNITED STATES OF AMERICA

And

KANGWON NATIONAL UNIVERSITY SAMCHEOK REPUBLIC OF KOREA

In order to develop mutually beneficial cooperation between the Republic of Korea and the United States of America and to strengthen academic programs and exchanges between our two institutions, Kangwon National University and Eastern Michigan University agree to the following provisions:

Article 1 The two institutions will establish academic programs, exchanges and cooperative relationships during a period of five years, beginning on the date on which the responsible administrative officers of both institutions have signed this agreement. Among the kinds of cooperation identified as mutually beneficial graduate degree and undergraduate dual degree programs, exchanges of faculty and students, collaboration in research and publications and the exchange of information regarding programs of study, conferences and other professional activities. Within the framework of this agreement, the two institutions will endeavor:

A. to provide dual degree and other undergraduate and graduate academic programs of study and research opportunities for students;

B. to implement the first graduate degree and scholarship program;

C. to provide teaching, curriculum, research and professional development opportunities for professors;

D. to provide a summer English as a Second Language (ESL) program; and

E. to collaborate in any other way that is considered mutually beneficial.

Specifically included within this agreement is the intent to create a program to facilitate studies at Eastern Michigan University by Kangwon National University College of Business graduate students who, after completion of a four year undergraduate degree in Korea and acceptance into an EMU College of Business graduate degree program, will follow a course of study that will lead to the completion of an Eastern Michigan University graduate business degree in approximately two additional years of study at Eastern Michigan University. The

1 process by which such a facilitated procedure for admission, credit recognition and graduation will be created is outlined in Appendix I, which hereby is incorporated into and becomes part of this agreement.

Article 2 The authorities in charge of the programs at both institutions will correspond and, if possible, meet to discuss the implementation of the items listed in Article 1.

Article 3 Restrictions and Limitations

A. Nature of the Agreement: This agreement is not to be construed as a contract in law creating legal and financial relationships between the two institutions. Instead, it is formulated as a statement of interest and intent to facilitate and develop mutually beneficial cooperative activities and exchanges.

B. Human and Financial Resources: The programs and exchanges will be subject to various constraints, such as availability of faculty, students and financial resources.

C. Health Insurance: All program and exchange participants must have adequate medical and hospitalization insurance coverage. This insurance coverage must conform to the regulations of the host country.

D. Independent Contractor Status of the Institutions: In the performance of this agreement each institution shall be considered an independent contractor. Neither institution is authorized or empowered to act as an agent for the other for any purpose and shall not on behalf of the other enter into any contract, warranty or representation as to any matter. Neither shall be bound by the acts or conduct of the other.

E. Assumption of Liability: Each institution assumes any and all risks of personal injury, property damage, or other liabilities attributable to the negligent acts or omissions of that institution and the officers, employees and agents thereof.

F. Liability Insurance: Each Institution warrants and represents that it has adequate liability insurance, such protection being applicable to the officers, employees and agents of that institution while acting within the scope of their employment.

Article 4 This agreement is valid for a period of five years, after which the institutions may mutually agree to extend the agreement. Either institution may terminate this agreement at any time, with or without cause, on thirty (30) days’ prior written notice to the other institution.

2 Article 5 This agreement is validated by the responsible administrative officers of Kangwon National University and Eastern Michigan University, who have signed below, and is recorded in two original documents.

3 APPENDIX I

After successful completion of the four year baccalaureate degree program at Kangwon National University, selected students will be accepted for graduate degree programs to EMU on the basis of the following guidelines:

a. Students recommended by Kangwon National University for admission to the MBA or MSIS program at EMU will have met the EMU Graduate School and the relevant department requirements. Upon successful implementation of this agreement the cooperation may be extended to students who are interested in other EMU graduate business programs.

b. Kangwon will certify to EMU the names, addresses, and student identification number of each student satisfactorily completing the Kangwon degree and applying for full admission to EMU for the completion of the MBA or MSIS degree. Kangwon agrees that all such students so certified must complete the admission application form required by EMU in the year of applying for full admission and that such application must be made timely and must fully comply with all EMU requirements for a complete admission application. Eligible students from Kangwon National University will not have to pay the EMU application fee.

c. EMU agrees that it will confer its MBA or MSIS, together with all rights and privileges appurtenant thereto, to each student satisfactorily completing the respective program.

d. Admission Requirements. For unconditional admission to the MBA program, students must have a GMAT score of 450 or above, a minimum of a 2.5 GPA and a minimum TOEFL score of 213 (computer), 550 (paper) or 79 (IBT internet), 77 (MELAB), or 6.5 (IELTS). Students must also complete the EMU application process. For unconditional admission to the MSIS program, students must have a GMAT of 450 or above or a GRE (verbal and quantitative) score of 900 or above, and a GPA of either 2.75 overall or 3.0 GPA for the last half of their undergraduate studies. The minimum TOEFL score requirements are the same.

e. Scholarships. Kangwon students who meet the requirements specified above will be eligible to participate in the EMU Scholarship Program for Graduate Students in the MBA and MSIS programs. Any student who is accepted for admission by EMU for the Graduate MBA or MSIS program is eligible for possible financial aid for their studies at the EMU campus.

4 Any student who completes the Kangwon undergraduate degree program with a 3.2 or higher GPA and a GMAT of 450 or higher (or a 3.1 GPA and 475 GMAT or 3.0GPA and 500 GMAT or for the MSIS program a 3.1 GPA and a GRE of 950 or 3.0 GPA and 1,000 GRE) will receive a National Scholarship to reduce the EMU tuition to the in-state rate. To be eligible for the scholarship students must be registered as full-time students taking a minimum of nine (9) credits per semester. Students are able to maintain their scholarship for the duration of their graduate studies at EMU by maintaining a cumulative GPA of 3.0 or higher as full-time students. In addition to tuition, students are responsible to pay for their transportation costs to EMU, housing and living expenses while at EMU, plus lab and technology fees, and any other fees applicable to all students attending EMU during the period that this agreement is in effect.
