Operations Manager, Bexley - Located in Bexley supported Job Title: accommodation

Service: Housing and Youth Service

Projects: Supported Accommodation – Looked After Children (LAC) 16/17

Reporting to: Head of Housing and Youth Support

Supervisory Senior Support Worker, Assistant Support Worker, Concierge responsibilities:

Salary Range: Circa 40k per annum

Purpose of the Role:

To build and manage the end to end operations of a small but highly significant housing project for young people leaving care in the borough of Bexley, ensuring that all Looked After Children aged 16/17 in order that their needs are appropriately met and to support a positive transition to independent living and adulthood.

Scope of Job

1. To take responsibility for the legal compliance, performance, practice and strategic development of the Service

2. To promote the achievement of best outcomes for young people in care.

3. To be responsible for the financial management of the service

4. To be available to support staff out of hours, through the on-call arrangement as required by and to ensure the effectiveness and efficiency of the on-call rota.

Main Duties & Responsibilities:

 To manage and be accountable for the Bexley Housing Project for young people in care/care leavers (16-18); ensuring that operational targets for all staff are set, reviewed and assessed quarterly and that they are adequately supported and motivated to achieve these.

 To work with support staff to develop and manage robust project rotas to ensure compliance with contract arrangements.

 To ensure that the young people have access to a staff member on site at all times in line with the 24/7 schedule for this project.

 To provide operational management supervision to all staff as required overseeing practice development and promoting high standards, good morale, team spirit and professionalism within an equal opportunities framework.

 To lead the training and development needs of the workforce within the service.

 To ensure that policies and procedures relating to the service are fit-for-purpose, reviewed in a timely manner, and robustly implemented.

 To ensure that the health and safety duties and responsibilities for the project are carried out promptly and efficiently in line with Coram’s requirements as a managing agent.

 To actively support the Service Senior Manager in identifying any future funding opportunities and to assist with the writing of proposed tenders and other funding applications as and when required to do so.

 To ensure that all monitoring requirements and reporting deadlines are met in line with contractual obligations. To prepare service reports, including regular user feedback which addresses satisfaction levels and achievements of outcomes for each young person.

 To provide a safe, secure, stable, caring and attractive environment for the young people, ensuring it meets with the appropriate health and safety legislation.

 Ensure that the authority’s practice guidance is followed in relation to any young person who goes missing or has an unauthorised absence.

 To continue to develop and manage the housing project within an equal opportunities framework.

 To encourage and promote the active development and participation of young people in service delivery, and other activities as necessary.

 To keep abreast of current developments and best practice in the area of supported accommodation delivery.

 To work to the Coram quality assurance framework thereby ensuring service outputs and outcomes are identified and reported on.

Skills & Experience

 Social work qualification desirable.

 A passionate interest in, and commitment to, the achievement of best outcomes for young people.

 Experience of direct work with young people in a related field including management of child protection, housing management, risk assessment, referral processes, care planning and health and safety procedures.

 Knowledge and understanding of current issues, trends and service provision in working with children and young people, especially in the fields of looked after children and homeless young people.

 Knowledge and understanding of management and funding arrangements for services for young people.

 A good working knowledge of housing management duties and responsibilities.

 Experience of managing staff and resources in a social care context including a residential setting and demonstrate a good understanding of the issues young people in care or who are homeless may face.

 Knowledge of housing issues including benefits, tenancy agreements and referral processes and able to support staff to ensure that service users maximise their income appropriately and claim the relevant benefits.

 Experience of promoting and being committed to working within an equal opportunities framework.

 Experience of preparing and managing budgets.

 Experience of report and bid writing.
