Mayflower Compact: The Mayflower Compact, signed by 41 English colonists on the ship Mayflower on November 11, 1620, was the first written framework of government established in what is now the United States. http://www.history.com/topics/mayflower-compact

John Winthrop calls “A city upon a hill”? John Winthrop stated their purpose quite clearly: "We shall be as a city upon a hill, the eyes of all people are upon us." This is from the Bible and as a colony that believed strongly in God the wanted to shine a light (OR BE AN EXAMPLE) to others in darkness. Think about a dark room or house a thief will enter and feel more safety in their crime… A light on outside or light inside shows and exposes everything and a thief is LESS likely to enter! http://www.ushistory.org/us/3c.asp
