A regular meeting of the Town Board was held on July 19, 2012 at 7:00 p.m. in the Town Hall Auditorium. Item 1 – Roll call. Those present and answering roll call: Trustees; Daniels, Heaton, Moos, Rohn, Ross and Truax and Mayor Moser. Also present: Attorney Anson. Item 2 - Review of the Minutes of the June 21st meeting. Trustee Truax moved to approve the June 21st minutes as written, seconded by Trustee Daniels. Motion carried 6-0. Item 3 – Public Hearing: East Eaton Community Tap Project. Mayor Moser opened the public hearing. Gary informed the board the Town has received a grant from the state to hook up East Eaton to our water system in the amount of $280,000. There are seven steps to be completed before actually receiving the money to start the project to get them online with our system. The hearing is part of this process to move forward. There were no comments from the public so the hearing is closed and staff will continue working on this project. Item 4 – Rebecca Proctor: Eaton Days Committee Report. Rebecca Proctor, chairman of the Eaton Days Committee, appeared before the board introducing staff members Mary Jares, Greg Hall, Steve Doerschlag and Kathy Hill, to provide an update of this year’s events. Mrs. Proctor reported everything appeared to go very smoothly. There were an estimated 2,500 people at the Street Dance on Friday night. The Town of Windsor let the committee use their outdoor stage which worked out very well. All activities were very successful and the committee expressed their appreciation for the help received from the Town employees. Item 5 – Resolution 2012-05 – UP First Street Closing. Gary reported this project will probably take place next year. Staff has been working with Union Pacific and Agfinity to work out an agreeable solution to the proposed closure of an at grade public crossing located at First Street and Union Pacific’s mainline railroad tracks identified as : Milepost 59.94 on the Greeley Subdivision, DOT # 804-4361P. Trustee Ross moved to approve Resolution No. 2012-05. Trustee Truax asked about a crossing to safely get children from one side of town to the other on Fifth Street. Gary has talked to Union Pacific about that and they want to keep the two issues separate. Concluding further discussion, Trustee Ross withdrew his motion and the board wants to table a decision for another thirty days on this resolution in hopes that staff can communicate further with Union Pacific Railroad to acknowledge the railroad crossing issue. Trustee Moos moved to table the decision for thirty days on the resolution, seconded by Trustee Truax. Motion carried 6-0. Item 6 – High Plains Library District IGA. Attorney Anson reported this is just a renewal and the only changes involved are the name changes and recommends approval. Gary stated they just need to know if the Town is okay with the language of the agreement and he will notify them the board is satisfied. The completed agreement will have to be approved by September 17, 2012. Item 7 - Citizen comments/questions. Carol Mogus, of 1005 Fifth Street asked if anything is being done to address the flooding issue. Gary informed her that a work session tonight is the beginning of the process to deal with the problem. Item 8 – Reports. Gary reported that he has received the figures for the Collins Street Project and it’s going to be more than was budgeted to finish by about $45,000. The two options are to stop when the money runs out and finish it next year or allocate funds from other areas to complete it. Concluding discussion the board directed Gary to complete the project on Collins Street. Trustee Truax requested a cost estimate to annex right-of-way on Weld County Road 39 to the Hawkstone Subdivision for review in the next month or so. Item 9 - Adjourn. As there was no further business the meeting was adjourned at 7:48 p.m. to a work session on storm drainage issues with Mike Ketterling and Steve Bagley of the Great Western Trail Authority.
