City of Algoma Common Council Meeting Minutes Monday, October 6, 2014

The Pledge of Allegiance was led by local student Daniel Mansur.

The October 6, 2014 meeting of the Algoma Common Council was called to order by Mayor Schmidt at 6:00 PM in the Council Chambers.

Present at roll call: Alders Barlow, Beyer, Charles, Dachelet, Dart, Kevin Schmidt, Taylor, and Wiese.

It was noted that the meeting is in compliance with the open meeting law.

A motion was made Dart, and seconded by Beyer, to approve the agenda for the meeting as amended. Motion passed.

A motion was made to approve the minutes of the: September 8, 2014 regular meeting of the Common Council by Beyer, and seconded by Taylor. Motion passed.

A motion was made by Schmidt, and seconded by Wiese, to approve the payment of the monthly bills and credit cards. The motion passed with all Alders present voting aye. A motion was made by Taylor, and seconded by Charles, to approve Police Officer Seidl’s attendance at the Wisconsin Juvenile Officers Association Annual Juvenile Justice Training Conference at Wisconsin Dells from September 23-26, 2014. The motion passed with all Alders present voting aye.

The Ad Hoc Committee on Grass Cutting has completed its work on Ordinance Amendment #778, as amended, relating to prohibiting grass and weeds from exceeding 6” in height instead of 12,” and it will be reviewed by the City Attorney before further action by Council.

Schmidt moved, seconded by Beyer, to approve consideration of an application for a new Retail Class B Beer / Class C Wine License for Nee Cee Lou’s Southern Comfort Restaurant, LLC – Denise Stoller, valid through 6/30/2015. The motion passed.

Dart moved, seconded by Charles, to approve consideration of an application transferring a Combination B License for Steelhead Saloon from 180 Enterprises, LLC to Kreil Enterprises, LLC. , valid through 6/30/2015. The motion passed.

Dart moved, seconded by Dachelet, to approve consideration of an applications for a new operator’s license for:

o Richard Johnson, 2004 Lake Street, Algoma, WI 54201 for Von Stiehl Winery LTD

o Brad Reger, 302 Vernon Street, Algoma, WI 54201 for Graf’s Mobile Mart The motion passed.

Taylor moved, seconded by Dart, to approve Resolution #712 authorizing the repair of a 1995 Pierce Dash Aerial Fire Truck. The motion passed.

Dart moved, seconded by Beyer, to approve Resolution #713 authorizing the repair of a boiler at the Algoma Firehouse. The motion passed.

Schmidt, moved, seconded by Dachelet, to approve Resolution #714 authorizing Parks Department purchase of a 2014 Bennche Bighorn Utility Vehicle. The motion passed.

The Council reviewed the history of 2012 Ordinance 762 relating to sewage hauler rates, permit fees, and handling charges.

The following Committees reported on their activities as detailed in their committee minutes for the period: Finance & Personnel; Protection of Persons & Property; Marina; Park & Rec.; Public Works; Community Development Committee; Tourism & Promotion; Cable; Cemetery; Library; Medical Board; Tree Committee; Utility Commission; and Board of Appeals. A motion was made to receive the committee reports by Beyer, and seconded by Charles. The motion passed.

Mayor Schmidt recognized Barb Harmon for her 40 years of public service as a city employee at the Algoma Long Term Care Facility. He also reminded the Council and the public about the upcoming Taste of the Kewaunee County, set for October 22nd from 5:30 to 8:00 PM at the Kewaunee County Fairgrounds.

Administrator – Clerk – Treasurer Wiswell gave a brief update to the Council about: (1) the tour of the Algoma Lighthouse in anticipation of possible transfer of ownership from the federal government to the City of Algoma, and (2) the GrandStay Hotel and Suites proposed for Algoma, WI

A motion was made by Barlow, and seconded by Schmidt, to enter into closed session pursuant to: Wisconsin Statute 19.85(1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and regarding contract negotiations with Algoma Police Department employees. The motion passed with all Alders present voting aye.

2 | P a g e A motion was made by Barlow, and seconded by Schmidt, to reconvene into Open Session pursuant to Wisconsin Statute 19.85(2). The motion passed with all Alders present voting aye. No action was taken as result of closed session.

A motion was made to adjourn at 8:39 PM by Alder Barlow, and seconded by Alder Schmidt. The motion carried, and the Council stood adjourned until November 3, 2014 at 6:00 PM.
