Defines Security requirements for High Risk Chemical Facilities

 Final Rule Published in the Federal Register - 11.20.07

 Appendix A List of Chemicals of Interest

 Approximately 300 chemicals of interest

 Screening threshold quantity (STQ)

 Facility Must do a Top Screen Analysis If any chemical exceeds STQ.

 Universities are not exempted

 DHS will then Determine if you are a High Risk Chemical Facility

 Data Collection Required

 Need Accurate Accounting of all Appendix A Chemicals

 Methods of Data Collection

 ChemTracker – Provide Lab Chemical Lists to Confirm

 Information Package – Appendix A List to Check

 Base load ChemTracker Data

 Legal Protection to Top Screen Approver & University

 OES will Compile and Confirm Data

 Dispose of Unnecessary Material

 Define Facility to Minimize Impact

 Reduce inventory below SQL
