City Building Official Duties

CITY BUILDING OFFICIAL

It is the desire of the City of Rhome to engage through contract labor the services of a person to act as the City Building Official for approximately 20 hours per week. The purpose and duties of this designation will be to authorize, empower, and require the CBO to perform plan reviews, to coordinate inspections and permits, to enforce building codes and regulations as adopted by the jurisdiction, and to be the main point of contact for all these items.

City Building Official Duties The City Building Official shall perform the following services for the City of Rhome: 1. Perform plan reviews including site plans and plats to ensure compliance with building codes, local ordinances and zoning regulations. 2. Plan reviews may include, without limitation, any or all of the following: building, electrical, mechanical, plumbing, HVAC, fire, drainage and landscape. 3. Perform an initial check during the first phase of construction and follow-up inspections throughout the construction project. When the project is finished, perform a final, comprehensive inspection. 4. Review applications for building and business permits including but not limited to electrical, plumbing, mechanical, HVAC projects, and food establishments. 5. Ensure effective and timely processing of building, development, and construction applications and issue permits. 6. Conduct regular inspections throughout the City for compliance with building, development or construction requirements and to insure and prevent violations of City Ordinances. 7. Enforce compliance with building development, and construction codes, local ordinances and zoning regulations as adopted by the City. 8. Issue violation notices and stop-work orders until building is compliant. 9. Be knowledgeable of zoning ordinances, zoning maps, and subdivision plats to promote compliance with applicable building, development, and construction regulations. Monitor construction sites periodically to ensure overall compliance. 10. Maintain in both electronic and paper format, daily records of applications, inspections, and other documents relating to building, development, and construction permitting within the City, including photographs taken during inspections and other related activities, and maintain tracking system for monitoring all ongoing projects and the status of all projects until completion. 11. Provide written feedback related to the findings. 12. Coordinate with any other agencies contracted with by the City which perform various inspection services. 13. Be the main point of contact for providing information to the public regarding any of the above items whether requested via phone, email, fax, letter or in person and act as the point of contact in regards to all the above items. 14. Serve under the direction of the Mayor, at the pleasure of the Council.

City Building Official Experience, Certifications or License Required: The City Building Official is required to currently hold and maintain the following: 1. Valid Texas Driver’s License. 2. Ten or more years’ experience in building inspection department or construction field. 3. State certification in electrical, plumbing and mechanical fields preferred. 4. Must have good verbal and written communication skills as well as research capabilities. 5. Knowledge of zoning regulations, building and related codes of ordinances and applicable state and federal laws and regulations.
