SPECIAL SESSION October 23, 2012

The Steele County Board of Commissioners met in Special Session at 7:00 p.m. on October 23, 2012 with Commissioners Johnson, Schultz, Ebeling, Kubicek and Huntington present. Also present were Assistant County Attorney Scott Schreiner, Environmental Services Director Scott Golberg, Sheriff Lon Thiele, County Administrator Tom Shea and County Auditor Laura Ihrke. Call to Order and Pledge of Allegiance. Motion by Commissioner Ebeling seconded by Commissioner Huntington to approve the Agenda. Ayes all. Motion by Commissioner Johnson, seconded by Commissioner Schultz to approve the minutes of October 9th, 2012 and October 19th, 2012. Ayes all. Motion by Commissioner Ebeling, seconded by Commissioner Huntington to approve of the South Eastern Minnesota Human Services Delivery Authority assessment in the amount of $25,453.00. Ayes all. Motion by Commissioner Johnson, seconded by Commissioner Ebeling to set the Public Hearing date for the Bixby Sewer District Fees on November 13th, 2012 at 7:15pm. Ayes all. Motion by Commissioner Schultz, seconded by Commissioner Huntington to approve the contract with the City of Medford and the Steele County Sheriff’s office for law enforcement protection. Ayes all. Motion by Commissioner Johnson, seconded by Commissioner Ebeling to refer the correspondence from the Southern Minnesota Initiative Foundation to the Management and Personnel Committee. Ayes all. Motion by Commissioner Johnson, seconded Commissioner Schultz to authorizing the Chair and Vice- Chair to sign the Bixby General Obligation Bond Certification. Ayes all. Motion by Commissioner Ebeling, seconded by Commissioner Huntington to approve the low bid of $14,469.07 from Ringhofer Construction for the LEC-Sheriff Room Report Room remodel to be paid from the Sheriff’s Forfeited funds account. Ayes all. Motion by Commissioner Johnson, seconded by Commissioner Ebeling to authorize John Borger of IT Department to proceed with purchasing up to $30,000 of replacement computers and servers as included in the 2012 Capital budget. Ayes all. Motion by Commissioner Huntington, seconded by Commissioner Schultz to authorize the Sheriff and Detention Center to prepare a RFP for replacement of the Mug Shot Inmate Reporting System, the Finance Department will assist in the preparing of the RFP. Ayes all. Motion by Commissioner Johnson, seconded by Commissioner Ebeling to approve of the Amendment to the Development Contract with Oak Glen Wind Farm to reduce the security amount from $1,350,000 to $100,000. Ayes all. Motion by Commissioner Johnson, seconded by Commissioner Huntington to authorize development of final design for Blooming Prairie Amber solutions. Ayes all. Motion by Commissioner Ebeling, seconded by Commissioner Johnson to authorize the Staff and Administrator and Consultant to negotiate for tower space. Ayes all Motion by Commissioner Huntington, seconded by Commissioner Johnson to authorize submission to RAC/RRB for approval of plan and grant utilization. Ayes all. Motion by Commissioner Ebeling, seconded by Commissioner Schultz to authorize the Treasurer, Administrator to order ASR 800MHZ equipment with Board Notification and ratification. Ayes all. Motion by Commissioner Huntington, seconded by Commissioner Ebeling to authorize research of a 7 channel solutions. Ayes all. Motion by Commissioner Johnson, seconded by Commissioner Huntington to authorize requesting Minnesota Public Safety participation in selected solution. Ayes all. Motion by Commissioner Huntington, seconded by Commissioner Schultz to approve the following listing of bills and Human Services bills in the amount of $287,507.97.
