VACANCY ANNOUNCEMENT Land Transport Specialist (Full time)

RESPONSIBILITIES: The Land Traffic Specialist will work under the authority of the Management of the Permanent Secretariat (PS) and in close cooperation with experts and consultants of the EU sponsored Tacis/TRACECA Program.

Candidate is to become: Responsible for the advancement of all aspects of land-based transport infrastructure, operations and international transportation along the Europe-Caucasus-Asia Corridor especially with regard to border crossing issues and international standards and conventions and with regard to the objectives given by the Basic Multilateral Agreement and its Technical Annexes as well as defined by the IGC TRACECA Strategy.

In order to do so the Candidate is expected to fulfil the following main tasks: Advances the MLA and its technical annexes on land-based transportation and on customs regulations and procedures regarding international land transport. This comprises e.g.  recommendations to further improve and advance the TRACECA legal framework concerning road and rail transportation  presentations and awareness creation about benefits and advantages of measures in view of MLA objectives in order to achieve a common consensus among the parties  documents for decision-making processes at working group meetings and the annual IGC meeting  Follow-up of decisions taken on working group and IGC meetings Researches on actual trends and situations in the land transport sector and dissemination of research results e.g. for  Best practices in current sector organisation and institutions  road and rail related national and international / transit rules, conventions and legislation applied in TRACECA countries especially customs regulations and procedures but also licensing and charging policies ´

 Collection and analysis of texts, documents and information in order to up-date the technical library / data base on international road and rail based transport and infrastructure  Development and adoption of current road transport and transit conventions, legislation, rules and legislations valid in the TRACECA states and their status of implementation / enforcement  Transport policy trends concerning land based transportation, border crossing issues, transport of hazardous goods, safety and security aspects in the TRACECA region and in Europe  General trends in the transport sector development with specific regard to social, economic, financial and environmental viability and security of the road and rail sector Supports the project cycle from identification u p to monitoring and evaluation of land transportation, border crossing and custom related projects along the corridor Europe – Caucasus – Asia, e.g.  assisting in the definition of future regional transport priorities including rough estimation of economic, financial, environmental, technical and safety impacts;  drafting Terms of Reference for new projects; or  commenting on reports issued by contractors in on-going projects.

COMPETENCIES: Planning and organization: Candidate must demonstrate ability to identify priority activities and assignments and demonstrate that he/she can work at his/her own initiative. Accountability: Candidate should show ability to operate in compliance with organizational regulations and rules and have the capacity for teamwork. Creativity: Candidate must possess the ability to actively seek to improve services. She/He should possess very good analytical skills and convincing presentation and mediation skills. Managing Performance: Ability to work independently and on own initiative.

EDUCATION Higher education (University degree) in international and transit traffic or related fields such as transport engineering or economic or legal background with focus on the land- based transport sector.

LANGUAGE SKILLS English and Russian are the working languages of the IGC TRACECA and its bodies. Candidates are expected to fully master in English and Russian for the post advertised. Knowledge of other languages is an advantage.

PROFESSIONAL EXPERIENCE A minimum of 5 years of work experience is required. The expert should have a proven record in the trucking business. Furthermore, he/she should be familiar with all major international conventions related to international transport and transit in land transportation.

OTHER SKILLS Candidate is expected to be computer literate. Familiarity with EC project cycle management and procedures as well as with feasibility guidelines would be an advantage.

AGE OF CANDIDATE No minimum age is required as long as a professional experience is demonstrated. The Land Transport Specialist might travel in all participating states; a good physical condition is therefore requested; no specific maximum age is set though a ceiling of 50 years seems reasonable.

CONTRACT DURATION Permanent Secretariat is registered in Baku, Azerbaijan as an international legal entity. Contracts will be signed in Baku with the management of the PS in accordance with the laws of the Republic of Azerbaijan. Contract can start immediately for an indefinite period of time, with a probation period of six months from the start of the contract.

REMUNARATION The proposed salary is paid monthly for 12 months a year and negotiable according to work experience. For candidates of member states not residing yet in Azerbaijan, there will be an accommodation allowance granted. Furthermore, health insurance is guaranteed and incentive payments for outstanding performance will be granted. Working hours will be 40hrs per week.
