Alan Rimer, P.E., D.E.E. Dr. Alan Rimer has had a varied career in environmental engineering. In the course of over 45 years of professional experience, he has been involved with the planning and design for a variety of water reuse, water resources, wastewater treatment, solid waste management, and environmental management projects. This work has been conducted for local, state and federal governments, as well as a wide variety of industries. The work has been conducted in the United States as well as Asia, Europe and South America. He retired from Black & Veatch after 19 years of service as a Vice President and Director - Water Reuse. He currently serves as Vice President and Director of Water Reuse for the boutique consulting firm EnviroTechNovations LLC.

Work in the area of water reuse spans decades of experience. From the development of advanced technologies for reclaimed water treatment to recent research, planning, and design projects including IPR and DPR for major international water reclamation projects and water conservation and reuse studies, Dr. Rimer has been involved in every stage of the reclaimed water business.

Work in the area of water resources has ranged from water supply and nonpoint source master planning studies to water treatment plant design, distribution design, rate studies and water conservation and reuse studies.

Consulting assignments in the area of wastewater treatment and reuse have ranged from master planning and system evaluations, to the design of wastewater treatment facilities (including joint municipal/industrial facilities), and includes the first industrial reuse application of microstraining in the United States and ion exchange for complete industrial wastewater recycling/reuse.

He has served as an elected public official (Chapel Hill Town Council), served as Chairman and member of the Board of Directors of the Orange Water & Sewer Authority in North Carolina. He served as Chairman and member of the Orange County Board of Health. He served as Chairman and Board member of the Chapel Hill Stormwater Utility Advisory Board. He has been appointed to a number of Boards and Commissions in North Carolina by two governors and has served on a variety of appointed US Senate and White House Committees under the administrations of both political parties. He currently serves on the Board of Directors of four not-for-profit organizations.

He recently completed 15 years as an adjunct faculty member of the Department of City and Regional Planning at the University of North Carolina - 1

REPRESENTATIVE PROJECT EXPERIENCE

WateReuse Research Foundation |Evaluation of Source Water Control Options and the Impact of Selected Strategies on Direct Potable Reuse (WRRF Project 13-12) Principal Investigator. Currently leading the research project to 1) evaluate upstream wastewater treatment impacts on direct potable reuse source water and downstream advanced treatment processes and 2) assess the impact of hydraulic control mechanisms on influent water quality and flow variations that may stress advanced treatment process for DPR applications. The outcome and findings of the research project will be used to develop guidelines for Direct Potable Reuse in the State of California.

WateReuse Foundation| WateReuse Foundation Water and Wastewater Projects Principal Investigator. Served as Principal Investigator or Co-Principal Investigator on three WateReuse Foundation projects. These included: Selecting Treatment Trains for Seasonal Storage of Reclaimed Water Treatment of Influent to and Withdrawals from Storage-A Resource Guide, WRRF-04-021, Case Studies for Seasonal Storage for Reclaimed Water, WRRF- 09-05, and Impacts of Membrane Process Residuals on Wastewater Treatment, WRF-02-006c.

Alberta Environment |Water Reuse and Wastewater Treatment Alternatives; Edmonton, Canada Principal-in-Charge/Project Director. In partnership with Associated Engineering of Edmonton, Canada the team provided Alberta Environment with five alternatives for wastewater treatment and water reclamation/reuse. B&V provided plant process evaluation, water supply and wastewater treatment selection and system wide modeling, technology review and GIS modeling. Assisted in all technical facets of the project including the detailed development of a mass balance model and a Triple Bottom Line Analysis. One alternative to manage almost 200 MLD was chosen. . Estimated construction costs may exceed $300,000,000.

Region of York | Water Reclamation/Reuse Alternatives; Toronto, Canada Chief Technologist. In partnership with Conestoga Rovers, the team evaluated a number of water reclamation/reuse alternative for the fast growing region of York, northwest of Toronto. The project evaluated alternative reuse opportunities including sod farms, golf courses, forest lands

B&V is responsible for all technical aspects of the reuse application sites as well as treatment design which is currently underway. Conestoga Rovers is designing the distribution system. Estimated costs of construction are over $400,000,000 to manage 40MLD of reclaimed water. Construction in 2017-18.

City of San Diego Public Utilities Department | TM # 5 Recycled Water Demand and Delivery; San Diego, CA Advisor / Project Reviewer (Water Reuse). Developed a Technical Memorandum (TM) as part of the City of San Diego’s (City) Recycled Water Study (Study). The TM provided a summary of non-potable reuse options, indirect potable reuse opportunities, constraints, and components, reuse packages and unit costs.

Southern Nevada Water Authority | Southern Nevada Regional Water Reuse Study; Las Vegas, Nevada Chief Technologist (Water Reuse). This regional water reuse study initially began with the background research to understand the regional water reuse supply, demand and regulatory environment that comprises the water reuse supply for eight agencies and communities. Reuse drivers, practices and constraints in other locales were compared and contrasted with IPR, DPR and reuse practices in southern Nevada. From this analysis identification of goals and opportunities for future water reuse were established.

Department of Water Services |Review of Total Water Management Strategy in Hong Kong Feasibility Study Chief Technologist (Water Reuse). This major project involves the review and appraisal of existing water management measures by assessing their effectiveness and developing and implementing new/revised strategies and initiatives on water management. Review use of reclaimed water in existing high-rise buildings, and greywater/stormwater reuse are being studied.

Orange Water and Sewer Authority | Carrboro, NC Principal-in-Charge. Responsible for the development of a detailed analysis of all operating and projected capital costs to develop water reuse rate structure based on cost-of –service. This is the first known analysis of its kind undertaken in the industry.

Water Reuse Study; Brentwood, TN Chief Technologist. Water reclamation study included the development of a customer questionnaire regarding interest in the use of reclaimed water, development of a system model to connect a proposed membrane treatment 3

Total Water Management Study; Hong Kong, China Senior Technical Consultant. Provided technical guidance to Hong Kong office on the development of a total water management strategy for the island of Hong Kong.

Klongdan Water Reuse Master Plan; Bangkok, Thailand Senior Technical Consultant. Provided technical guidance and on-site review of strategies for pollution prevention for over 6,800 industries, preliminary studies for retrofit of existing 139 MGD WWTP with membrane bioreactor to provide 100 MGD of reclaimed water. Also sited and developed the preliminary design for up to five water factories (reuse treatment facilities) to replace capacity from main WWTP and the development of a master plan for the implementation of findings.

Oak Island | Satellite Wastewater Treatment Plant; Oak Island, NC Principal-In-Charge. Responsible for the design of the 0.4 MGD satellite membrane bioreactor WWTP, the first of its kind for coastal applications. This project was awarded a $2,478,000 Clean Water management Trust Fund grant in July, 2004 for design and construction. Facility design and was completed in 2009 and plant is currently in startup mode.

Yale-New Haven Hospital | Water Reuse Audit; New Haven, CT Technical Consultant. Developed the design and managed the conduct of a water reuse audit for the Yale-New Haven Hospital. This pilot audit was conducted to establish a strategy for assessing water reduction and water reuse opportunities throughout the Regional Water Authority service district.

Town of Oak Island | Water Reuse System Design; Oak Island, NC Technical Consultant. Provided technical guidance to design team on the layout and design of a water reuse distribution system and major transmission mains to reuse clients on the island.

Town of Oak Island | Water Reuse Rate Study; Oak Island, NC Principal-In-Charge. Responsible for the development of financial models for analyzing and establishing wastewater rates for Oak Island as part of $65 million capital expenditures for wastewater treatment, complete sewerage of community and development of water reuse satellite plant.

Alan Rimer, P.E., D.E.E. | ENVIROTECHNOVATIONS LLC City of Ocala | Water Reuse Study; Ocala, FL Chief Technologist. Developed outline for and directed study of the reuse options for the City of Ocala. Project included the development of a customer questionnaire regarding interest in the use of reclaimed water, development of a system model to connect three treatment facilities to deliver reclaimed water and potential upgrades to the facilities to meet reclaimed water demands.

City of Greensboro | Mitchell and Townsend Water Treatment Plants; Greensboro, NC Project Technical Consultant. Designed and managed a water reuse and pollution prevention study for the Mitchell and Townsend Water Treatment Plants (total capacity 37 MGD) to determine potential water savings and chemical management schemes to reduce water and chemical use. This work was part of a larger water conservation strategy being developed for the City of Greensboro.

City of Raleigh | Water Reuse System Design; Raleigh, NC Project Technical Consultant. Served as a technical adviser to the Raleigh staff on the design of a reclaimed water distribution system, and responsible for the development of the economic model for the development of an appropriate rate structure to recover capital and operating costs.

Hartford Regional Water Authority | Hartford, CT Project Technical Consultant. Evaluated the opportunity for water reduction and reuse opportunities at several large industries in the District. Because of the severe Northeast drought in 2002, and the immediacy of the situation, the initial focus of the work was on "low hanging fruit" such as cooling water applications and other high water use processes. Future studies are anticipated to involve evaluation of a water reuse distribution system and additions to existing wastewater treatment facilities to provide sufficient water for reuse.

Texas Instruments | Water Reuse Study; Tucson, AZ Project Technical Consultant. Completed a water reuse study for the Texas Instruments manufacturing facility in Tucson, Arizona. This work for the Tucson, Arizona Water Department developed a model for additional such studies of industrial users throughout the system. The study included an in- depth evaluation of cooling water and industrial water uses that propose to reduce consumptive use, and increase the output of the ultra pure water system.

Alan Rimer, P.E., D.E.E. | ENVIROTECHNOVATIONS LLC Orange Water and Sewer Authority | Carrboro, NC Director. As a member of the Board of Directors, and Chairman of the Natural Resources and Technology Committee, developed a detailed work plan and with a staff member managed a supplement to a previously completed water reuse study (done by Black & Veatch). The emphasis in this project was to work with the University of North Carolina to quantify and evaluate reuse and water recycling opportunities on campus beyond irrigation.

Confidential Semiconductor Manufacturer| Phoenix, AZ Principal-in-Charge. Managed the study of a process water balance and evaluation of opportunities for the reduction of hazardous material usage. The water balance resulted in the identification of several major opportunities for the reduction of water use, some recycle and the reduction in the use of certain hazardous materials in the tools.

Bristol Myers Squibb | Research Triangle Park, NC Principal-in-Charge. Managed all assignments for this surgical instrument division of Bristol Myers Squibb. The first assignment involved the development of a product reformulation strategy to reduce water use and manufacturing wastes at the source. In a second assignment, waste reduction was achieved by substitution of a non-hazardous chemical treatment process for a process that utilized a moderate amount of hazardous chemicals. This substitution achieved a reduction of indoor air pollutants and removed the need for wastewater pretreatment prior to discharge to a local POTW. In a third assignment, process modifications were made in the plating operation that significantly reduced the quantity of wastewater to be treated at the industrial wastewater treatment facility. Water reuse strategies for the treated effluent were adopted, including the recycling of treated effluent to the facilities cooling towers.

Pfizer Pharmaceutical | Barceloneta, Puerto Rico Principal-in-Charge. Responsible for the management of a study to evaluate a number of existing drug manufacturing lines (as well as two new lines) to establish innovative means for accomplishing pollution prevention, water reuse and recycling and other opportunities for process innovation. This work was conducted to satisfy an administrative order from USEPA Region 2 and was adopted as a model for such studies in Region 2.

Confidential Defense Contractor | Ion Exchange System; NJ Project Engineer. Responsible for managing a project that included pilot studies and full-scale design of an ion exchange system to achieve zero discharge from the operations of a major defense contractor. This prototype facility achieved zero discharge for the operation, the first of its kind in New Jersey. 6

Alan Rimer, P.E., D.E.E. | ENVIROTECHNOVATIONS LLC USEPA | Washington, DC Project Manager. Managed, developed, and conducted pollution prevention/ water reuse workshops for printed circuit board and plating industry inspectors for the Ministry of Urban Development and Ecology (SEDUE) (now SEDESOL) in Mexico. The purpose of these workshops was to create an awareness among the inspectors of low cost/no cost methods of pollution prevention and water reuse/reduction that they could pass on to industry facility managers.

Commonwealth of Virginia | Water Reuse and Pollution Prevention Workshop; Richmond, VA Project Manager. Managed the development of and taught a short course on water reuse and pollution prevention. The course was attended by representatives from a variety of governmental agencies, industries, and members of the Governor’s Office of Economic Development in the Commonwealth of Virginia. The one-day workshop was designed to provide attendees a practical working understanding of how to conduct a facility water study, conduct a waste minimization audit and implement identified water reuse and pollution prevention projects.

Industrial Wastewater Reuse Treatment Facility; Greenfield, MA Project Manager. Managed pilot testing, design and construction of a 1.2-mgd microstraining wastewater treatment facility for two paper companies (Esleeck and Strathmore Paper). This was the first such application of microstraining in the United States where effluent was recycled back to paper machines for selected reuse.

Water Mr. Rimer’s experience has ranged from water treatment plant design to modeling of nonpoint source pollution. Over 20 assignments have been undertaken in this area. Representative projects follow:

Water Resources Study | Massachusetts Water Resources Authority; Boston, MA Project Manager. Responsible for the development of the first long-range plan for water resources, water treatment and distribution for the Boston metro area.

USEPA | Region V; Chicago, IL Project Principal. Managed a nonpoint source sampling and modeling effort in the Great Lakes region in the Niagara Falls area to establish nonpoint

Triangle J Council of Governments | Regional Resource Evaluation; Research Triangle, NC Project Manager. Managed a multi-year comprehensive evaluation of the region’s water and wastewater resources. [Eight-county region with approximately 1.5 million people.] Implemented the first ever use of satellite imagery to project land use as a means of establishing potential water supply opportunities and project possible nonpoint source pollution form urban growth. Successfully managed a nonpoint source data collection and modeling effort on a broad regional scale, the first of its kind in the nation.

Piedmont Triad Council of Governments | Water and Wastewater Study; Greensboro, Highpoint and Winston-Salem, NC Project Manager. Managed a multi-year comprehensive water and wastewater study for the region that culminated in the adoption of a 50-year plan for managing the region's water resources.

Salem-Beverly Water Authority| Salem, MA Project Manager. Responsible for two major projects for the Authority. Managed a water supply study to establish alternatives to supplement existing run-of-river supply. Led the team that completed the initial design studies and final design of a 5 mgd expansion to the regional water treatment plant.

Metropolitan Water Board | Water Treatment Plant Design; Sydney, Australia Project Engineer. Assisted in the design of the main clarifiers for the Sydney, Australia, one-billion gallon/day water treatment plant.

Wasterwater Treatment In addition to Mr. Rimer’s experience in the design of wastewater treatment facilities for reuse of municipal and industrial wastewaters, six wastewater treatment plant design projects have been managed as the following examples demonstrate.

Pilot Plant and Full Scale Treatment Plant Studies; Various Locations Principle-In-Charge. Managed several pilot plant studies for various semi- conductor manufacturers to establish treatment technologies for unusual to unique semi-conductor wastewaters. Developed models to predict behavior of particular semi-conductor wastewater in the POTWs into which they discharge. These models are considered state-of-the-art in the industry.

Alan Rimer, P.E., D.E.E. | ENVIROTECHNOVATIONS LLC Pilot Plant Study and Wastewater Treatment Plant Design; Fitchburg, MA Project Manager. Responsible for the management of pilot testing of a modified activated sludge process for a mixed chemical industrial and domestic wastewater. Managed the full-scale design/construction of a 12-mgd biological process for the treatment of complex chemical and municipal wastewater, and the associated sludges. The project was the first documented full-scale, two-stage activated sludge process for the treatment of such combined wastewater.

15-mgd Wastewater Treatment Facility; Fitchburg, MA Project Manager. Developed the physical-chemical studies and the resulting design concepts for the first in the United States full-scale (15-mgd) activated carbon plant for the treatment of industrial wastewater from three paper companies (seven mills) and a small amount of municipal wastewater.

Environmental Management Activities Environmental management work includes a wide range of services to a variety of clients. The following are typical examples of over 30 such assignments:

Confidential Semiconductor Santa Clara, CA Project Manager. Managed over 30 due diligence and ISO 14000 pre-audits for existing and proposed purchases worldwide. Sites were primarily in Asia and Europe.

Environmental Due Diligence Principal-in-Charge. Managed site assessments worldwide that have included the following: a review of prior property ownership to determine whether hazardous materials were used at the site; examination of existing data concerning soils, surface water, and ground water at the site; development and conduct of a comprehensive sampling program to evaluate potential contamination; and recommendation of appropriate remedial activities, if necessary.

Environmental Facility Audits; United States, Canada, Asia Principal-in-Charge. Managed environmental compliance audits for 14 clients. Facility-wide audits for regulatory compliance have resulted in letters of findings. Managed the development of auditing protocols.

Alan Rimer, P.E., D.E.E. | ENVIROTECHNOVATIONS LLC SOLID AND HAZARDOUS WASTE WORK Solid waste management work has involved a variety of types of work over the years and was often tied to other projects such as pollution prevention or water reuse studies. RCRA facility investigations have been conducted at a variety of sites. Typical assignments follow:

CPC | Cleveland, OH Project Manager. In a continuing assignment for First Management Group, the representative for the owner of the CPC property has managed a major project spanning ten years. The work has included characterization and clean- up of this seven-acre manufacturing facility.

Avtex Fibers | Front Royal, VA Principal-in-Charge. Managed a project involving PCB contamination at this major manufacturing facility and Superfund site. Sludge samples were taken from the facility’s wastewater treatment plant, soil from hundreds of facility locations, sediment from storm sewers, and alluvial sediment from an adjacent river in order to identify all contaminated areas. A remediation plan was developed based on these data, and clean-up efforts at the site were undertaken. Testified as an expert witness on three occasions on this project in state and federal courts.

Confidential Electronics Manufacturer | Tarrytown, NY Project Manager. Developed and managed compliance audit, recommended remedial design, established audit protocol, and conducted worker training. Waste production was audited to establish sources of RCRA hazardous production for potential environmental contamination that required remedial design under RCRA.

U.S. Navy |LST Facility; Hampton Roads, VA Project Manager. Managed compliance audit and established audit protocols for LST Facility. Waste production was audited to establish sources of RCRA wastes that may have impacted regional wastewater treatment facility. Water audit was conducted to establish possible water recycling and water reuse options.

Burlington Industries | Clarksville, VA Managed the design of one of the first double-lined landfills in Virginia to contain high metals solids content industrial RCRA sludges. Designed leachate management treatment system.
