The league strives to promote friendship and sportsmanship amongst baseball enthusiasts. Members engaging in unsportsmanlike behavior will be subject to dismissal by the Executive Committee.

1.0 LEAGUE STRUCTURE

1.1 Overview A. Structure: The PSBL is a 24-team head-to-head baseball simulation league utilizing Diamond Mind Baseball (DMB) Version 10. B. Schedule: The PSBL is a DMB Organization consisting of two Leagues, each with two, six-team Divisions. Teams play an unbalanced 160-game schedule consisting of two seven-game divisional series, one 8-game interdivisional series; and one seven-game interleague series. Interleague series rotate between divisions from year to year. C. DMB Copyright Protection: By law, league participants must own Diamond Mind Baseball Version 10 as well as the current season’s disk. D. E-Mail Required: Members must keep a working email address and be responsive. The Executive Committee may dismiss dormant members from the league.

1.2 League Dues A. Amount: Dues for playoff teams are $30; non-playoff teams are $45.

1.3 League Officers/Executive Committee A. Executive Committee: League members will elect a five-member Executive Committee (EC). The EC will appoint one committee member as Commissioner. B. Powers: The EC decides all disputes, invalidates trades considered detrimental to the competitive balance of the league, and disciplines owners engaging in unsportsmanlike conduct. When making decisions, the EC refers to the Constitution. Should the Constitution not cover a situation, MLB rules will be applied. C. Term: The term of EC members runs from draft day to draft day.

2.0 RULES

2.1 Rule Proposals A. Rules Meeting & Vote: A rules meeting will be held prior to the draft. A vote will be held on (or before) the day of the annual draft. B. Passage: A rule receiving a minimum of 60% positive vote is considered passed. Members in absentia may vote by proxy. Abstentions will be considered a ‘No’ vote.

Puget Sound Baseball Constitution Page - 2 Revised Sunday, February 26, 2012 C. Effective Date: Rules go into effect immediately following the end of the current season. Rules proposed to take immediate effect must be approved for the ballot by the EC.

3.0 TEAM ROSTERS

3.1 Eligibility Requirements A. Definition of Carded: For a player to be considered ‘carded’, and therefore freeze or draft-eligible, a minimum of 45 plate appearances (PA) is required for position players; 110 batters faced for pitchers. B. Definition of Reserve: Players from a PSBL roster not meeting the requirements of a ‘carded’ player can be carried on a reserve roster.

3.2 Roster Limits A. Regular Roster: A team roster consists of 35 ‘carded’ players—up to 25 can be active through week 18; all 35 from week 19 through 22. B. Reserve Roster: A team may carry up to five reserve (‘uncarded’) players on their reserve roster. C. Reserve Time Limit: A player is limited to 3 consecutive years on a reserve roster beginning with the first year he is ‘uncarded’. Trading a reserve player forfeits the right to add an additional player to the current reserve roster. There is no restart to the 3-year rule by a team acquiring a reserve roster player via trade. D. After Player Becomes Carded: Once a player becomes ‘carded’, the possessing team must freeze the player or relinquish him to the free agent pool.

3.3 Deadlines A. Freeze List: Freeze lists are due to the Commissioner and Database Administrator (DBA) by 11:59 PM on the last Saturday in December. B. Reserve Roster : Reserve rosters are due with the freeze list. The deadline can be extended by the Commissioner. C. Initial Manager Profile: Initial Manager Profiles (MPs) are due to the DBA by 9:00 PM on the eve of Opening Day. Non-compliance will result in the forfeiture of one first round draft pick. D. Weekly Results & Manager Profiles: Series results & MPs are due to the DBA by 9:00 PM Sunday. A new league file will be compiled and posted on the website shortly after.

4.1 Trading A. Pre-Freeze Deadline: Prior to the freeze list deadline, teams may only trade players on their current roster and/or first round draft pick. B. Post-Freeze Deadline: After the freeze list deadline, teams may trade any combination of players & draft picks providing all teams involved are trading an equal number of players & draft picks. C. Trading Protocol: All teams involved in a trade must email the terms of the trade to the Commissioner for validation. D. Future Consideration: Trades involving future consideration are prohibited.

4.2 In-Season Trades A. Trade Deadline: Trades are permitted through July 31st on the PSBL schedule. Trading can resume after the conclusion of the World Series.

4.3 Waiver Claims A. Waiver Claim Protocol: Claims are made by emailing the Commissioner. The claim must state the desired player(s) and accompanying release(s). B. Claims are Conditional: Claims are conditional upon player acquisition—if a team with a lesser record claims the same player, you do not lose the player you would have released. C. Time: All claims are considered submitted at 11:59 PM. If teams with identical records request the same player, the team submitting the earliest email will be awarded the player. Should more than one team claim the same player, the team with the lesser record will be awarded the player. D. Claiming Waived Players: Players cannot be claimed on the day of release. Released players are eligible for claim the day following the claim post on the PSBL website (http://www.pugetsoundbaseball.org/index.php?p=1_39_2012- WAIVER-CLAIMS). E. Waiver Claim Types: There are two types of waiver claims…  Prior to Opening Day: Members may claim any carded player not on a roster. These players become part of the 35-man roster, are eligible for post season play, and are freeze-eligible. Teams are limited to two waiver claims of this type.  In-Season Waiver Moves: Once the season begins, teams are allowed unlimited waiver claims. However… o Upon conclusion of the regular season, all in-season waiver acquisitions will be released. o Players must have remaining eligibility to be claimed.

5.1 Freeze Lists A. Time: During the off-season, members must submit a list (freeze list) of players they wish to retain for the upcoming season. B. Number of Players: A minimum of 12 players/first round picks and a maximum of 35 can be frozen. C. First Round Pick: If a team acquires additional first round picks via trade, those picks count as additional players to be frozen. D. Effect of Freezing More Than 12 Players: Each player and additional first round picks retained past the minimum of 12 will result in the forfeiture of a future round pick as denoted in the table.

E. Free Agents: Unprotected, carded players are considered free agents and therefore draft-eligible.

5.2 Annual Rookie & Free Agent Draft A. Time: The annual free agent draft is held on the last Sunday of February at a location designated by the Commissioner.

Playoff teams draft in the last eight positions; World Series participants in the last two with the Champion last. C. Tiebreaker: Ties in draft order are broken by head-to-head records amongst the involved teams. Teams alternate positions in each successive round. D. Buy-Backs: Beginning in the 8th round and each round thereafter, members can ‘buy back’ one carded player from their prior season roster provided they possess their own draft pick or higher in the round. Members exercising buy-backs forfeit their pick in the immediate round.

6.0 REGULAR SEASON PLAYING RULES

6.1 Schedule A. Series: The schedule consists of 160 games divided into 22 series. Unplayed games will be simulated by the computer, utilizing the MP of each team. B. Start of Regular Season: Opening day is the third Sunday following the draft.

6.2 Protocol for Head-to-Head Play A. Who Initiates Contact: The away team is responsible for contacting the home team to arrange a NetPlay date(s). B. If Away Team Does Not Make Contact: If the away team fails to contact the home team by 11:59 PM on Thursday, the home team may play the series solitaire; setting all Scheduled Game Options to for the opposing team. As a courtesy, an attempt should be made to contact the visiting before proceeding solitaire. C. Away Team Contacts, Home Team Unavailable: If the away team contacts the home team and the home team is unresponsive or unavailable, the away team may play the series solitaire, setting all Scheduled Game Options to for the opposing team.

6.3 Position Eligibility A. Eligibility Requirements: Teams must carry a minimum of 650 PA per position—175 versus LHP and 450 vs. RHP on their 35-man roster. B. Playing Time Limits: The PSBL utilizes Playing Time Limits functionality. Total plate appearances is set to 105%; plate appearance splits is set to 120% Batters will perform at full strength until they reach their playing time limit. Eligibility computations are rounded to the nearest integer. When a batter exceeds his limit, he immediately becomes a replacement level performer. C. Backup Requirements: Teams must have a carded backup on their active roster at every position.

Unrated Players: A player appearing at a position in MLB, but not rated by DMB, can be rated at that position upon request to the Commissioner. The player will be assigned poor (Pr) range, a Pr throwing arm (if appropriate), and an error rating equal to the worst fielding “regular” as defined by ESPN.com (http://espn.go.com/mlb/stats/fielding/_/year/2012/seasontype/2) for ‘qualified’ players at that position.

6.4 Pitcher Eligibility A. Starters: Teams must carry a minimum of 160 starts on their 35-man roster. B. Relievers: Teams must carry a minimum of 320 relief appearances on their 35-man roster. Excessive starts count toward relief appearances. C. Playing Time Limits: Pitchers are limited to their actual starts and relief appearances. Unused starts can be converted to relief appearances. Additionally, the PSBL utilizes Playing Time Limits functionality. Innings pitched is set to 120% Eligibility computations are rounded to the nearest integer. Pitchers will perform at full strength until they reach their playing time limit. When a pitcher exceeds his limit, he immediately becomes a replacement level performer.

6.5 Game Play A. Substitutions: You may not substitute for a player unless an eligible backup is available. B. Fatigue: A pitcher cannot start an inning after having thrown his 125th pitch. C. Pitcher Batting: Starters may bat (9th) if they averaged at least one PA per 5 innings pitched. Pitchers can be used as pinch hitters if they have batting eligibility and pinch hit in real life. Pitchers used as pinch runners cannot steal or be used to hit and run with. D. Inadvertent Keystroke: In the event of an inadvertent keystroke during NetPlay, a member has the right to request the game be replayed in its entirety. However, both members should examine the situation to determine the overall impact of the inadvertent keystroke. Mutually agreed upon decisions will be supported by the league. In the event both members cannot reach agreement, the game will be replayed in its entirety.

7.0 POST SEASON

7.1 Qualifying & Seeding A. Seeding: Eight teams qualify for postseason play—four from each league. Division winners and the two teams with the best records in each league make the playoffs. B. Tie Breaker – Last Playoff Spot: Should two teams tie for the last playoff spot, a one-game playoff will determine the advancing team. Stats count toward the regular season and fatigue carries over to the playoffs.

Tie Breaker – Seeding: Should two or more teams have identical regular season records, the following tie-breakers will determine the seeding…,  Two or more teams tied, unequal wins —head-to-head record amongst the tied teams, sorted by wins. (e.g. Team A went 4-10; Team B 11-3 & Team C 6-8 in games amongst A, B & C. They would be seeded BCA.)  Two or more teams tied, equal wins —run differential amongst the tied teams. (e.g. A, B & C finish 7-7 against each other. A scores 52 runs & allows 55 (-3); B scores 54, allows 56 (-2) & C scores 55, allows 50 (+5). They would be seeded CBA.)  Four or more teams tied—sort by unequal wins criteria, then equal wins criteria in multiple phases, if needed. (e.g. A, B & C went 15-13 vs. the group (ABCDE); D 12-16 & E 13-15. Seeds 1-3 are still undetermined; E is 4th, D is 5th. A & B went 9-5 amongst ABC; C went 4-10. Seeds 1 & 2 are still undetermined; C is 3rd. A & B finished 7-7 against each other. Seeds 1 & 2 are still undetermined. B outscored A 40-33 in their head-to-head matchups. B is 1st, A is 2nd.)

7.2 Bracketing #1 Seed – Division champ #2 Seed – Division champ with best record with worst record American League vs. vs. #4 Seed – Wild card team #3 Seed – Wild card team with worst record with best record #1 Seed – Division champ #2 Seed – Division champ with best record with worst record National League vs. vs. #4 Seed – Wild card team #3 Seed – Wild card team with worst record with best record

Winners within each bracket advance to the League Championship Series with the highest seed team having home field advantage. LCS winners play in World Series. Home field in the WS is determined by overall league record in interleague play, with the team representing the stronger league having home field advantage. In the event of a tie, the team with the best regular season record has home field advantage. If still tied, a coin flip will determine the home team.

7.3 Post Season Scheduling A. Number of Games: All playoff series are best-of-seven with a 2-3-2 format. B. Off Days: Games and off days are scheduled as follows...  off/game1/game2/off/game3/game4/game5/off/game6/game7/off/off/ game1/etc.

Puget Sound Baseball Constitution Page - 8 Revised Sunday, February 26, 2012 C. Series That Don’t Last Seven Games: If a series fails to go seven games, all remaining games become days off.

7.4 Post Season Eligibility A. Game Play: Unless specified otherwise, game play mimics weeks 1-18 of the regular season. B. Playing Time Limits: A Pro-rating factor of 7% is used to adjust playing time limits for each playoff round. The factor is applied to the regular season playing time limits set for batters (105%) and pitchers (120%). Eligibility computations are rounded to the nearest integer. For example, a batter with 200 real-life PAs can accumulate 15 (200 x 105% x 7% = 14.7) in each post season round before becoming a replacement level performer. A pitcher with 160 real-life innings can accumulate 13 (160 x 120% x 7% = 13.44) in each post season round before becoming a replacement level performer. C. Minimum Starts: Pitchers must have a minimum of 4 real-life regular season GS to be eligible to start in the playoffs. D. Roster Changes: Once playoff rosters are set, one roster move is permitted between each series.
