JOB TITLE: County Manager

Job Summary

This position is responsible for the management and operation of the County Government. The purpose of this position is to direct, manage and administer the programs, operations and services for all departments of County Government, excluding Constitutional Officers.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

 Preparation of annual budget in conjunction with the County Accountant.  Assists the Board of Commissioners with Long-range planning.  Provides assistance to Constitutional Officers regarding administrative programs and operations; and provides guidance as requested.

 Supervises, directs and evaluates assigned staff. Provide guidance and direction to subordinates.

 Operates a personal computer, and other general office equipment.

 Attends all Board of Commissioners meetings and briefs Commissioners as to the progress of any issues going on within the County.

 Conducts meetings with department heads to focus departmental efforts on the overall goals and objectives of the County.

 Attends various meetings and functions to represent the Chairman, Board of Commissioners and the County as needed

Minimum Qualifications Qualified candidate must hold a Masters degree in Business Administration, Public Administration, Finance or related field, especially, as applied to local governments, supplemented by experience in city or county management, finance, and public administration. Knowledge and experience of the following subjects will be considered; knowledge of county codes and ordinances, personnel management principles and practices, program planning and administration, community and economic development planning and management, infrastructure planning and management, and grant application. Excellent written and oral communication skills are required.

Certification, Licenses, Registrations:

 Must possess and maintain a valid Georgia driver’s license (Class C).

Knowledge, Skills, and Abilities:

 Knowledge of administrative policies and practices.  Knowledge of municipal finance, human resources, public works, and community development.  Knowledge of local government cash management practices.  Knowledge of long-term debt policies, procedures, and instruments.  Knowledge of budgetary, accounting, and reporting systems and requirements, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB)  Skill in preparing and administering municipal budgets.  Skill in making administrative decisions that affect the county’s operations and services.  Ability to communicate effectively, both verbally and in writing, with elected officials, county employees, and the general public.
