Charges Filed In Martinsville School Shooting Case

Martinsville – Chief Deputy Prosecutor Bob Cline stood alongside Martinsville Police Department lead Detectives Rob Townsend and Brian Chambers today, appearing before Morgan County Superior Court Judge Christopher Burnham and filed a “Petition Alleging Delinquency” on school shooting suspect Michael Phelps, 15 of Morgan County.

The petition was approved by the Honorable Judge Burnham and revealed the following charges being filed against Phelps.

1) Attempted Murder IC 35-42-1-1 & 35-41-5-1 Class “A” Felony 2) Aggravated Battery IC 35-42-2-1.5 Class “B” Felony 3) Carrying a Handgun IC35-47-2-1(a) Class “C” Felony w/o Permit on School Property 4) Trespass on School Property IC 35-43-2-2(a) (1) Class “D” Felony 5) Possessing a Firearm IC35-47-9-2 Class “D” Felony On School Property

An initial hearing has been set for Friday, April 1st at the Morgan County Courthouse in this case to set the trial phase in motion. A second hearing has been set for April 18th at the Morgan County Courthouse to determine whether Phelps will be tried as an adult or kept in the juvenile system.

At this time, there is no update on the condition of the shooting victim, Chance Jackson. According to Federal Law, we can only divulge as to whether a victim is alive or deceased. I can confirm that Chance is still with us, keeping with the fact that “no news will be good news” from law enforcement regarding Chance’s condition. Please refer specific inquiries on his condition to the Jackson Family or Methodist Hospital.
