The ______respectfully submits the following information for inclusion in the PCCD annual compliance monitoring report to the Federal OJJDP.

Secure Holding Status

_____ As a matter of policy, the Jail does not hold juveniles in secure custody status who have not been certified/charged as an adult.

During the calendar year 2013, there were no juveniles held in secure custody status that were not certified or charged as adults.

_____ During the calendar year 2013, certified/ charged juveniles were held in secure custody status. Our facility held securely a total of ______juveniles charged as an adult during the calendar year. The juvenile holding log has been included.

Separation

If juveniles were held securely, was their sight and sound contact with adult inmates? Contact is defined to include any physical or sustained sight or sound contact. Sight contact is defined as clear visual contact between adult inmates and juveniles within close proximity to each other. Sound contact is defined as direct oral communication between adult inmates and juvenile offenders. Separation requirements do not apply during the booking process.

_____ The Jail certifies that scared straight/prison preview programs, that include the below listed components, do not take place within the confines of the jail.  The juvenile is participating in the program under public authority as a disposition of an offense or as a means of modifying their behavior.  The facility in which the juvenile meets with adult offenders is physically secure.  The juvenile has sight or sound contact with the adult offenders.

No juvenile shall enter under public authority, for any amount of time, into a secure setting or section of an adult jail as a disposition to an offense or as a means of modifying his or her behavior.

Further, it is understood that the Pennsylvania Commission on Crime and Delinquency (PCCD) may conduct a monitoring visit during the year to verify that our reported juvenile practices are fully integrated. Institution staff are willing and able to assist PCCD staff during such a visit.
