MARIE FRIERSON OF 12 COLUMBIA UPON RECEIVING THE COMMISSIONER’S 13 AWARD FROM THE UNITED STATES DEPARTMENT OF 14 HEALTH AND HUMAN SERVICES IN WASHINGTON, D. C., 15 FOR HER OUTSTANDING LEADERSHIP AND SERVICE IN 16 THE PREVENTION OF CHILD ABUSE AND NEGLECT. 17 18 Whereas, the members of the General Assembly are proud to 19 recognize Marie Frierson as the South Carolina recipient of the 20 United States Department of Health and Human Services 21 Commissioner’s Award for outstanding leadership and service in 22 the prevention of child abuse and neglect. Mrs. Frierson received 23 this award at the National Conference on Child Abuse and Neglect 24 April 23-28, 2001, in Albuquerque, New Mexico; and 25 26 Whereas, eighty-four-year-old Marie Frierson is the biological 27 mother of seven children, twenty-three grandchildren, twenty-one 28 great-grandchildren, and one great-great-grandchild and has 29 offered her love and her nurturing home to over one thousand 30 foster children since 1973, taking them in at any time necessary, 31 day or night, and always stressing the importance of being honest, 32 respectful, and following the rules; and 33 34 Whereas, Mrs. Frierson’s foster children have not all been easy to 35 handle. Her car was taken and wrecked two different times, and 36 her house was set on fire three times. However, she still maintains 37 that she has not had too much trouble and that children have not 38 really gotten any harder to handle over the years; and 39 40 Whereas, Marie Frierson, like any other mother, can be seen 41 attending sporting events and PTA meetings and running errands

1 [4130] 1 1 for the children and elderly veterans she also takes into her home; 2 and 3 4 Whereas, she has been described by her foster children as a strict 5 disciplinarian, a hard-working provider, and an advocate for 6 education. She has influenced many of her foster children to 7 become successful young adults; and 8 9 Whereas, she was the inspiration that led the Columbia Urban 10 League to develop the Youth Leadership Development Program, 11 which allows foster children and other needy children to obtain 12 summer jobs and participate in year-round teen leadership 13 development opportunities. The Department of Social Services 14 funds this encouraging program which serves more than four 15 hundred youth in eleven South Carolina counties; and 16 17 Whereas, Mrs. Frierson’s devotion to helping underprivileged 18 children is truly an inspiration. The General Assembly expresses 19 its deep appreciation to her for her life-long work and compassion 20 as a mother of seven and foster mother of countless others and 21 congratulates her for receiving the Commissioner’s Award. Now, 22 therefore, 23 24 Be it resolved by the House of Representatives, the Senate 25 concurring: 26 27 That the members of the General Assembly, by this resolution, 28 commend and congratulate Mrs. Frierson of Columbia upon 29 receiving the Commissioner’s Award from the United States 30 Department of Health and Human Services in Washington, D. C., 31 for her outstanding leadership and service in the prevention of 32 child abuse and neglect. 33 34 Be it further resolved that a copy of this resolution be forwarded to 35 Mrs. Frierson of Columbia. 36 37 ----XX----
