“ International drug racket busted”

The officers of Special Cell led by Insp Satender Sangwan under the supervision of Sh. L.N.Rao, ACP /SR have busted an international drug racket operating in Delhi with the arrest of two members of the gang namely Mohd. Sarwar (aged 32 years) r/o Kandhar, Afghanistan and one Nigerian namely Emeka Paul (aged 27 years) r/o Nigeria who were found in possession of 1.660 Kgs of fine quality of Heroin worth Rupees three crores in the international market. Both the arrested accused persons belong to Afghanistan and Nigeria and had been operating this drug racket for a quite some time.

On the basis of the secret information developed by Special Cell that foreign nationals are involved in supply of drugs from across the border to different countries with Delhi as a transit point and also for consumption Special Cell apprehended one Afghan national who delivered a huge consignment of Heroin to a Nigerian national opposite Netaji Subhash Institute of Technology, Dwarka. In this operation, one Afghani national namely Mohd. Sarwar and one Nigerian namely Emeka Paul were apprehended with 860 gms and 800 gms of fine quality of Heroin respectively.

Modus Operandi

In this particular case Special Cell discovered that Mohd. Sarwar was carrying Heroin packet by wrapping the same on his right leg below the knee resembling a plaster. It was also learnt that these drug dealers enter India on the pretext of medical treatment but are actually into drug business Mohd. Sarwar is a school dropout and came to India on the pretext of treatment of his wife about three months back but is actually in this trade and is a member of International drug mafia namely Hazi Zia of Kandhar (Afghanistan). Interestingly, Mohd. Sarwar and the other carriers are carrying these drugs in their stomach by way of capsules which are extricated after arrival in the country. This unique method though extremely dangerous helps in evading authorities in intercepting them at the Airports.

Emeka Paul studied upto class 12th & came to India on a business Visa in 2006 and after that has visited India by obtaining Visa on one or other pretext every six months. He is into the drug racket for long but has been caught for the very first time. He obtains drugs from Afghani nationals and some other drug dealer based in Punjab and further supplies these consignments to criminals of Nigerian origin based in Delhi. These drugs are further sent out of the country at much higher prices and a part of it is consumed through a chain of Nigerian suppliers to addicts/consumers in Delhi and NCR.

It would be pertinent to mention here that Special Cell had busted a Cocaine racket recently in which two Nigerians namely Mohemmed Owolabi Adigun and Akanbi Olamilekan Mohemmed were arrested and huge quantity of Cocaine was recovered from their possession. Similarly 200 kgs of controlled substances Ephedrine used for making stimulants such as the ecstasy drug was also recovered by Special Cell from a suspected Manipuri militant recently.

Further investigation of the arrested accused is continuing to ascertain other persons involved in this drug racket.

“ Notorious robber & snatcher arrested”

A team of Special Cell Northern Range was collecting intelligence that an Inter State Desperate Criminal/Robber/Snatcher namely Jitender @ Rajesh @ Suja r/o Andha Mugal Gulabi Bagh, Delhi would Come to Karol Bagh who is previously involved in many cases and is also wanted in recent cases of robbery & snatching in Delhi.

On this information a trap was laid on 5th April, 2011 near Kamal Restaurant New Rohtak Road Delhi and at about 10.45 AM one Lancer car black colour was seen coming towards New Rohtak Road. After getting signal from the informer police party tried to stop the said car but the person sitting on the driver seat did not stop the car and tried to run away. After a scuffle the said car was stopped and the person sitting on the driver seat broke the window glass to escape from the police party but was nabbed. During interrogation he continuously kept changing his name and address & after thorough verification he finally disclosed his name and address as Jitender @ Rajesh @ Suja r/o Andha Mugal Gulabi Bagh, Delhi. With his arrest 06 cases of snatching & 02 cases of robbery have been worked out.

Cases worked out :-

During questioning he also disclosed his involvement in robbery of a bag containing 5 Lacs from a TSR passenger near DBG Road New Delhi. On 11.12.10 an accountant of Pariksha Trading Company was coming on a TSR with a brief case containing Rs. 5 Lacs to his office. When he reached near Gurudwara DBG Road accused persons came on motorcycle and robbed the bag on gun point. Jitender @ Rajesh @ Suja is yet to be arrested in this case.

He also disclosed having involvement in a robbery of Rs. 3 Lacs from a person riding on a scooter in the area of PS Sarai Rohilla Delhi On 27.07.10 Jitender @ Suja along with his associates came on motorcycle and snatched a bag containing Rs 3 Lacs and some documents from one person in the area of PS Sarai Rohilla who was returning from his shop on a scooter. Jitender @ Rajesh @ Suja is yet to be arrested in this case. In addition to this he also confessed having committed 6 cases of Snatching alongwith his associate from the area of PS Keshav Puram and Ashok Vihar, the detail of which are as under :-

 In the year 2010, he committed snatching from the area of PS Ashok Vihar.  In the year 2011, he continuously committed 05 cases of snatching of gold chains from the area of PS Keshav Puram.

Previous criminal cases :-

He is previously involved in 12 criminal cases which include 10 cases of snatching in the area of PS Roop Nagar, Moti Nagar, Gulabi Bagh, Keshav Puram, Model Town, Ashok Vihar, Sarswati Vihar, Civil Lines besides 01 case of Robbery in the area of PS Punjabi Bagh and 01 case of theft in the area of PS Civil Lines.

Further investigation is continuing.

 2 DGCA staffers arrested.  2 Pilots arrested for obtaining CPL on forged result card.  1 tout arrested.

On the complaint of Director, Training and Licensing, Civil Aviation, Capt. Abhishek Kaushik (aged 25 years) r/o Gurgaon, Haryana was arrested on 01/04/2011 as on the basis of forged documents he had obtained Commercial Pilot Licence (CPL). Capt. Abhishek Kaushik in October, 2009 had submitted forged result card of Pilot Licence Examination of April, 2007 and had obtained CPL in November, 2009.

Investigations revealed that Capt. Abhishek Kaushik had come in contact with Capt. Hiren Nagar r/o Ahmedabad as both of them had undergone flying school training in a Flying School based in Madhya Pradesh. In order to obtain CPL, one has to clear the examination of DGCA which he could not be cleared despite several attempts. In the year 2009, he again came in contact with Capt. Hiren Nagar and was informed by him that he could arrange fake mark-sheet and CPL Licence on payment of Rs.7.5 Lacs. Capt. Hiren Nagar took 1.5 Lacs and told him that a person by the name of Eknath Patil will contact him and he should give him Rs. 6 Lacs and all the documents pertaining to the obtaining of CPL. Accordingly, Eknath Patil contacted him in September, 2009 in Delhi and he gave him Rs.6 Lacs and all relevant documents. Eknath Patil then prepared the forged mark-sheet and alongwith all relevant documents submitted in DGCA and in November, 2009, Capt. Abhishek Kaushik was issued a CPL.

Capt. Hiren Nagar (aged 27 years) and Eknath Patil (aged 46 years) both r/o Ahmedabad have been arrested on 04/04/2011 from Ahmedabad. Investigations revealed that Capt. Hiren Nagar had also obtained CPL on the basis of forged documents. He had come in contact with Eknath Patil as he was an employee of the Flying School in Ahmedabad where he had undergone flying training. Hiren Nagar could not clear any paper other than Air Regulation. In June/July, 2008, Eknath Patil informed him that he could get him a CPL Licence on payment of Rs. 7 Lacs. Capt. Hiren Nagar paid him Rs. 5.5 Lacs and also gave him other documents pertaining to the obtaining of CPL. Eknath Patil then prepared the forged mark sheet and alongwith all documents submitted it in DGCA in February, 2009 and in March, 2009 Capt. Hiren Nagar was issued CPL.

Eknath Patil was employed as Peon in a Flying Club at Indore. Later on he joined Flying Institute at Indore as a Flight Supervisor. Thereafter, he joined a Flying School in Gujarat as Flight Supervisor. In 2007, he left the job and started liaison work.

Further investigation revealed that Eknath Patil had given Rs.2.25 Lacs each for Capt. Abhishek Kaushik and Capt. Hiren Nagar to Mohd. Qasim Ansari a staffer of DGCA for ensuring that there is no hitch in the movement of files for obtaining of CPL. Thus Mohd. Qasim Ansari received Rs. 4.50 Lacs from Eknath Patil. Out of 4.5 Lacs, 2.6 lacs was given to Mahan Jyoti Bhattacharya, the dealing hand in CPL Section during the period when CPLs were issued to Capt. Abheshek Kaushik and Capt. Hiren Nagar. Mohd. Qasim Ansari and Mahan Jyoti Bhattacharya both knew that the result cards submitted by Abhishek Kaushik and Hiren Nagar were forged and hence they charged hefty amounts. Mohd. Qasim Ansari (aged 42 years) r/o Uttam Nagar, Delhi and Mahan Jyoti Bhattacharya (aged 37 years) r/o Faridabad, Haryana have also been arrested on 05/04/2011.

At present Mohd. Qasim Ansari is posted in Finance Section of DGCA but during May, 2006 to April, 2008, he was posted in the CPL Section. Mahan Jyoti Bhattacharya is presently posted in Cash and General Section of DGCA but was posted in CPL Section from June, 2008 to December, 2009 i.e. during the period, when the CPLs were issued on forged result card to Abhishek Kaushik and Hiren Nagar. Mohd. Qasim Ansari is ITI diploma holder from Bihar and joined DGCA in 1994 as Draftsman. Mahan Jyoti Bhattacharya has passed 12th from Assam. He joined DGCA in 1997 as LDC.

The team that apprehended them was led by Inspr. P.C. Kandoori and his staff under the supervision of ACP Ravi Shankar and under overall supervision of Addl. DCP P.S. Kushwah.

Further investigation is in progress.

NOTORIOUS HOUSE BURGLARS WITH RECIEVER NABBED

Staff of Police Station Moti Nagar busted a gang of notorious burglars headed by one Mohd. Salim. More than twelve incidents of house burglaries have been solved. One Naveen Nischal receiver of the stolen jewelry also has been arrested. Gold/Silver jewelry of worth Rs. lakhs were recovered.

INFORMATION & OPERATION:

An information about gang of notorious burglars was being developed by the team of Inspector Rajkumar/SHO Moti Nagar and local sources were deployed. It has come to notice that one burglar namely Mohd. Salim is actively indulging in commission of house burglaries along with his associates. Mohd. Salim has also been involved previously in a theft case. All out efforts were made to trace the above gang at their probable hideouts. On 04/04/2011, a specific information was received to SHO/Moti Nagar that the above Mohd. Salim will come along with his associate Behind the Fun Cinema Hall, Moti Nagar to dispose off the stolen items. On the basis of this information, a raiding party under the supervision of Shri J.K. Sharma, A.C.P./Rajouri Garden consisting of Inspector Rajkumar/SHO Moti Nagar, S.I. Mukesh Kumar, ASI Ishwar Dayal, HC Narendra, HC Rajesh, HC Randhir Singh, Ct. Dharmender, Ct. Sandeep & Ct. Zunaid was constituted and deployed behind Fun Cinema, Moti Nagar. At about 5.30 pm, on the instance of secret informer, two persons were apprehended. On interrogation they disclosed their names as (1) Mohd. Salim S/o Md. Safiq & (2) Kamal Singh @ Sanjay S/o Shri Nathi Lal. On interrogation, they disclosed about the commission of several theft cases. On their instance, alleged receiver namely, Naveen Niscahl S/o Late Shri Subhash Chand R/o H.No. 1/10849, Gali No.-4, Subhash Park, Shahdra, Delhi. who runs a Jewellery shop by the name & style Prince Jewellers in Madipur, Delhi was apprehended and huge gold and silver were recovered on his instance.

DISCLOSURE & MODUS OPERANDI:

During interrogation accused Mohd. Salim disclosed that he belongs to an economical weak background and due to negligent attitude of his parent, he came in contact with bad elements of society. He started committing petty thefts with his friends to overcome his needs. In year-2003 he had gone jail in a theft case. This incident removed his fear about police and law. After coming from custody he became more confident to commit crime. He associated with the bad elements of Mangolpuri Delhi and started committing crime. He got married in year 2003 and to fulfill his dream he constituted a new gang headed by himself comprising of Kamal Singh @ Sanjay. On interrogation Kamal Singh @ Sanjay disclosed that he was a good friend of Mohd. Salim and was attracted towards the heroic attitude of Mohd. Salim who was his role model. He also dreamed to become a gangster and thus blindly followed the directions of Mohd. Salim. They took to house burglaries to collect good amount of money in lesser period. After committing crime they got a lot of money and they used to visit to Goa and spent this amount on women. The gang targets those houses which they get easily open and takes away whatever they find in the house. They used to sell the stolen items to their receiver namely Naveen Nichal who runs a jewellery shop in Madipur, Delhi.

Staff involved in the good work is being rewarded suitably.

Whereas there have been incidents of explosion in the Cinema Houses in Delhi in the past causing loss of life and property.

2. And whereas I have reasons to believe that circumstances exist where carrying of concealed arms/fire arms/explosives etc. inside any place of public amusement etc. in the Sub Div. Prashant Vihar Outer Distt., Delhi is likely to cause danger to human life, safety, disturbances of public tranquility or a riot.

3. Now, therefore, in exercise of the power conferred upon the Commissioner of Police, Delhi by section 144 Criminal Procedure Code,1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978 (I)-UTL,1.7.1978 and further delegated to the undersigned vide Govt of India, Ministry of Home affairs, New Delhi’s Notification No. F.No. 11.36/1/2010-UTL dated 9.9.2010, I R.P. Meena, Asstt. Commissioner of Police, Sub Division Prashant Vihar Outer District do hereby prohibit the carrying of any Box including tiffin box, Bag, Hand bag and any other container capable of concealing any arm/fire arm/explosive material inside any place of public amusement including Cinema Houses in the area of Sub Div. Prashant Vihar Outer District, Delhi.

4. The order shall come into force with effect from 05.04.2011 and shall remain in force for a period of 60 days i.e. up to 05.06.2011 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section188 of the Indian Penal Code; and

6. As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of all DCsP, Addl. 1. Whereas a large number of commercial places/shops have come up in Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.

2. And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions, help in the terrorist activities directly affecting the security of the State.

3. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

4. Now, therefore, in exercise of the power conferred upon the Commissioner of Police, Delhi by section 144 Criminal Procedure Code,1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978 (I)-UTL,1.7.1978 and further delegated to the undersigned vide Govt of India, Ministry of Home affairs, New Delhi’s Notification No. F.No. 11.36/1/2010-UTL dated 9.9.2010, I R.P. Commissioner of Police, Sub Division Prashant Vihar Outer District do hereby make this written order for strict compliance by the owners of such Cyber Cafes, in the entire area of Sub Division Prashant Vihar Outer District:-

i) Prohibiting the use of Cyber Cafe by unknown person and whose identity has not been established by the owner of the Café;

ii) Maintaining a register for identity of the visitor/user;

iii) Make an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose;

iv) the identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them);

v) The users of cyber café are photographed on continuous basis and a record of the same is maintained properly by the owner of Cyber Café. vi) Activity server log should be preserved in main server and its record should be preserved for at least six months;

vii) if any activity of the visitor is of a suspicious nature the owner of Cyber Café will immediately inform the police station; and

viii) Record be maintained about the specific computer used by the person.

5. This order shall come into force with effect from 05.04.2011 and shall remain in force for a period of 60 days i.e. upto 05.06.2011 (both days inclusive) unless withdrawn earlier.

6. Any person contravening this order shall be punishable under Section188 of the Indian Penal Code; and

7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. 2. And whereas information has also been received that such activities may seriously endanger life and property of the citizens and maintenance of law and order in the area of Sub Div. Prashant Vihar Outer District, Delhi.

Now, therefore, in exercise of the power conferred upon the Commissioner of Police, Delhi by section 144 Criminal Procedure Code,1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978 (I)-UTL,1.7.1978 and further delegated to the undersigned vide Govt of India, Ministry of Home affairs, New Delhi’s Notification No. F.No. 11.36/1/2010-UTL dated 9.9.2010, I R.P. Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peach and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

2. And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3. Now, therefore, I, Dhanveer Dutt, Asstt. Commissioner of Police, Sub- Division Sultan Puri, Outer District, Delhi in exercise of the powers conferred by clause (b) of Sub-section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal Procedure Code, 1973, read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. B-11036/1/2008 UTI, dated 26.11.2008 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of area of Sub-Division Sultan Puri specified in the schedule appended to this order, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.

4. This order shall come into force with effect from 11.04.2011 and shall remain in force for a period of 60 days i.e. up to 9.06.2011 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section188 of the Indian Penal Code; and

O R D E R Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres) prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Seema Puri do hereby make this written order that all such organization like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Seema Puri ,North-East District, Delhi shall:- a) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them for access by the police as and when required. b) Hire and security personnel and other contractual personnel as far as possible from licenced agencies only. c) Ensure verification of antecedents of all their employees including contractual employees. d) Ensure that women employees are not made to travel alone with the cab driver during the night and a duly verified security guard is invariably deployed in each cab carrying women staff. e) Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped. f) Ensure that the cab involved in transportation of women employees drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call. g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard accompanies the employee on foot up her house and takes a confirmation about here safe arrival. h) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc. i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employee.

5. These orders shall come into force with effect from 07.04.2011 shall effective for a period of 60 days up to 04.06.2011 (both days inclusive) unless withdrawn earlier.

6. Any person/employer contravening this order shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and

7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl.DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of NDMS and MCD.
