OSHA 30 Hr. Outreach Training Program Managing Safety & Health Module
Overview
The focus of this two hour module is awareness of safety and health management principles. The workshop introduces the students to the value and technique of conducting a job/task hazard analysis which is a founding principle of an effective safety and health management program.
Reasons for Development
In 2011 OSHA made major changes to the OSHA Outreach Training Program Procedures. A significant change to the 30 hr. Outreach Courses included a requirement to provide a 2 hour session on managing safety and health. This module will help Outreach Trainers introduce students to the concept and benefits of safety and health management principles. The best Safety and Health Programs involve every level of the organization, instilling a safety culture that reduces accidents for workers and improves the bottom line for managers. When effective safety and health programs are part of the organization and when they become a way of life, everyone wins.
Objectives
TO 1: Describe the safety and health management program to include elements, job roles, and steps to set up a program.
EO 1: Discuss elements of a safety and health management program EO 2: Explain benefits of a management/employee team approach EO 3: Conduct a job/task hazard analysis EO 4: Present site analysis to class
Outline
1. Introduction (15 or 20 min) PowerPoint slides
Injuries/Fatality data, accidents, near misses Include look at Safety Pays Look at some causes – relate to lack of a safety & health program Provide several case studies
2. What is a safety and health management program? (15 to 20 min) PowerPoint slides
Briefly cover the elements Briefly cover the roles of management, supervision and employees Briefly cover the steps to implement and how to ensure effectiveness
3. Hazard analysis (45 to 65 min) PowerPoint slides, Basis for the whole S & H Management program Team approach - explain why? (5 min) o Break class into teams (larger class multiply numbers on team) . One supervisor (not necessarily a member of management) . Include several workers Job/task hazard analysis – intro (10 to 15 min) o Analyze the task . What is the task . How, break it down to steps . Look for safety hazards, where can something go wrong (other topics in class will help with that) o General checklists as a guide to start – other resources o Exercise – Team work on (35 to 45 min.) o Team will analyze the job and come up with: . List of steps to the job/task . Safety issues and problems at each step (hazards) . Recommendations to first eliminate and second minimize . Other recommendations . Teams develop a checklist for that job/task (or perhaps assignment) o Teams present their analysis to class – all teams if possible, or select one or two if not.
