Author”s VERY BRIEF Summary of Proposed Action: Change number of boats required from 10 to 8 to bring Rule 23.16 in line 23.6.1. Drop second sentence of rule 23.16 OR Eliminate 23.16 as this is already defined in rule 23.6.1

Affected Rule: 23.16 No national points shall be scored by National Headquarters for any class that does not have a minimum of 10 active boats during the previous year. No new class will be accepted unless an existing class is dropped.

Proposed rule: 23.16 No national points shall be scored by National Headquarters for any class that does not have a minimum of 8 active boats during the previous year.

Reason for change: We have two rules that are in conflict as to the number of boats needed to score national points. If rule 23.16 stays, it should be changed to require the same number of boats required in 23.6.1 (which the IRC defined at the 2013 National Meeting.) As for dropping the last sentence, it is my belief that the members of the IRC will make an informed decision if adding a class will benefit Inboard Racing.
