Regular Council Meeting for April 14, 2015 Location of meeting: Village of Baldwin Hall
Roll call present: L. Todd, C. Vicent, R. Haslock, F. Olson, T. Dickson, K. Braginton
Absent: S. Smith, V. McKay, G. Truxton, J. Truxton
Meeting was called to order at 7:00 PM.
Pledge of Allegiance was recited.
Agenda and Minutes:
Agenda was approved as presented Olson moves with support of Braginton. All ayes. Motion carried.
March 9th, 2015 meeting minutes approved with one correction. Olson moves with support from Vicent. All Ayes. Motion Carried
Financial Report: Olson moved to accept with support from Braginton. All Ayes. Motion Carried.
Budget and Finance:
Nothing at this time. Will meet in the next month or two.
Bills to be Paid:
Vicent moved to pay the bills as presented, Braginton supports. All Ayes. Motion Carried.
$950.91 bill from Sealth Equipment Services., Terra will invoice out to the Baldwin Housing Commission. All Ayes. Motion Carried.
Public Comment:
Shelia Warner: She lives in the Housing Commission Houses and would like to know why her water has a high odor of sulfur. Chuck Gardner will test her water this week and have a report for her.
Thrift Store: Braginton moved to wave all Zoning Fee’s for the Thrift Store addition Vicent supports. All Ayes. Motion Carried.
1 County Commissioner:
Doug Walls- District 10 Health Department and MSU Extension office have many informative activities and classes coming up. Wall would like to see more Lake County Residents utilize these programs.
EMS possibly adding another EMS building.
Lake County Road Commission gave a great presentation in how Proposition 1 would help out the roads in Lake County.
Barb Stenger: Lake County Commissioner District 4. She presented and explained on the possibilities of an Economic Development office coming here in Lake County. She is looking to get a 3 year pledge from the Village of Baldwin
Olson moves to have the Village of Baldwin contribute $5000.00 per year for the next three years, totaling an amount of $15,000.00 Vicent supports. All Ayes. Motion Carried.
Fire:
Nothing to report at this time.
New appointment of Fire Chief- Tabled.
Sewer and Water:
Report enclosed.
Rural Water Meeting- May 1st. They will be coming to do a water rate study/management plan.
Saw Grant: Braginton moved to release Jim Truxton as Saw Grant Administrator and appoint/replace with Terra Dickson as new SAW Administrator, Vicent supports. All ayes. Motion Carried.
Yates Sewer Maintains Agreement: Olson moves to sign Yates agreement and send for their approval. Vicent supports. All Ayes. Motion Carried.
Code Revision:
Braginton moves to adopt the changes made in Title II of the Village of Baldwin Code, Olson supports. All Ayes. Motion Carried.
811 Miss Dig:
2 Bill was approved, paper-work to be submitted this week.
Streets:
Crane Truck to be converted. Haslock would like to utilize this truck as a generator.
Webber TWP. has a dump box truck for sale totaling $5000.00. Haslock would like to purchase this truck. Kelsey moved with support from Vicent. All Ayes. Motion Carried.
Cold Storage and Well #3: With the wind storm a few weeks ago damages have been done to both buildings. Insurance adjustor has come out and authorized repair.
Airport:
Village of Baldwin Airport is open. A few planes have already landed.
Big Rapids would like to hold their annual Poker Run May 16th. This will include utilizing the Airport.
Building and Grounds:
Facility Use Permits:
1. Soar-In—Sept 12 & 13
2. Lake County Outdoor and Orv Expo—Aug 14 & 16
3. RC Expo—Jul 9-11
4. West MI Jet Rally—June 11-13
Braginton moves to approve all applications, Olson supports. All Ayes. Motion Carried.
All Season: Porta Potty’s: Vicent moves to approve and sign contract, Olson supports. All Ayes. Motion Carried.
Hollister Park: Baseball field lights: Todd to get estimates to see if they can be replaced.
Planning and Zoning:
Two applications are pending approval.
Personnel:
Braginton moves to start Performance appraisals via the personnel committee, Olson supports. All Ayes. Motion Carried.
Village of Baldwin will be advertising for (1) one Full-Time Temporary position. (No benefits)
3 Adam Philipp: Olson moves to hire Adam, a full time position at same benefits level. Waving probationary periods for Insurance purposes. Vicent supports. All Ayes. Motion Carried.
Sick-Time: Separation Agreement: Olson move to present to K. Thiel for his signature, Braginton supports. All Ayes. Motion Carried.
DDA:
Cedar Creek Electric to fix the light poles and outlets in the flower boxes.
The DDA has also pledged $5000.00 for 3 years for the Economic Development Facilitation.
Way finding Signs:
Moving forward and ordering signs.
Olson would like to see the “fish” on the purposal signs be changed to a Brown Trout.

Braginton moves to purchase the (2) two signs for the Village Hall & Fire Department and the Airport this signs will be with cedar posts, Vicent supports. All Ayes. Motion Carried.

Villageofbaldwin.org is up and running.
Old Business:
Garbage and Refuse letters to be sent out via certified mail.
Demos Account: They have been paying $100.00, letter to be sent. Requesting more in a phase step-up plan.
New Business:
Jim Truxton’s resignation: Olson accepts with support from Vicent. All Ayes. Motion Carried. (A Thank you plaque to be looked into for Jim’s services.)
ORV expo: The Lake County Sportsman’s Club and RC Club would like to have the Village of Baldwin become their fiduciary for the upcoming event. To check with Auditors and possibly an agreement drafted.
4 Lake County Sherriff Office: Lake County would like to build a new “road house”—Shelly Meyers is asking the Village of Baldwin to sign off on the possibly contaminated property. Dave Porteous reviewed, but would like to have Nathan review as well. Vicent moves if no issues are found to have L. Todd sign and return, Olson supports. All Ayes. Motion Carried.
