CARTERSVILLE-BARTOW METROPOLITAN PLANNING ORGANIZATION TECHNICAL COORDINATING COMMITTEE MEETING JULY 16, 2014 10:00 A.M.

I. Welcome: Technical Coordinating Committee Secretary Will Martin called the meeting to Order.

II. Approval of Joint Policy and Technical Coordinating Committee Meeting Minutes: Will Martin called for a motion for approval of the Minutes from the Joint Policy and Technical Coordinating Committee Meeting from June 3, 2014. Weldon Dudley made a motion for approval on the Minutes. Tom Caiafa seconded the motion. The vote was unanimous for approval.

III. Acknowledgement of Federal Lands Access Program grant awards: CBMPO Transportation Planner Tom Sills briefly gave an overview of the Federal Lands Access Program. Mr. Sills thanked Valerie Gilreath for her role in the pursuit of the grants, which are providing funding for Bartow Carver Road, Bartow Carver Park, and the Glade Road Clark Creek bridge.

IV. MPO Schedule for LRTP and TIP completion: Tom Sills went over the highlights of the MPO schedule, which includes the LRTP (Long Range Transportation Plan), an 18-20 month process that is due by March 2016. He advised that the schedule and other documents pertinent to the CBMPO process are all available on the Bartow County website. An RFP for consulting services on the LRTP and TIP was published and requested on July 10, 2014. The socio- economic data from 2010 will be used and given to GDOT along with population projections to create a model. The model will show areas needing improvement and the planning process will determine which projects are the most needed and how we are going to pay for them. Projects in the LRTP will then be eligible for Federal funding.

Page 1 of 2 7/16/2014 V. RFQ/RFP for consulting services: The MPO advertised an RFP in the Daily Tribune on July 10, 2014. We are seeking proposals for planning services related to the LRTP and TIP (Transportation Improvement Program). A vote for the RFP recommendations to go to the Policy Committee was requested by Tom Sills. Weldon Dudley made the motion, and Lamont Kiser seconded the vote. The vote was unanimous for approval.

VI. Other/Old Business: There was no old business.

VII. Reports: Tom Sills briefly went over the MPO Project Update sheet, highlighting in particular the Cloverleaf, Highway 140, Douthit Ferry and Burnt Hickory projects.
