SECTION A – BID NOTICE

The Frederick-Firestone Fire Protection District (“District”) is soliciting written proposals (“proposal” or “bid”) for the design and construction of a new fire station, known as Fire Station 4 (“Project”). This is a Guaranteed Maximum Price Integrated Project Delivery (“Design-Build”) public works project. This Request for Proposals ("RFP") is being issued in accordance with C.R.S. 32-1-1806. The District is conducting a Qualifications Based Selection process to retain a Contractor for the design and construction of the Project. The services provided by the selected Contractor will include: preparation of final bidding documents, design and architectural plans, conceptual presentations, construction plans and specifications, necessary engineering services and permitting coordination, necessary consultation and design meetings, and all phases of construction of the new Fire Station 4.

This RFP is a solicitation for proposals and not an offer to contract. The District reserves the right to accept or reject any or all proposals. The District further reserves the right to issue clarifications and other directives concerning this RFP; to require clarification or further information with respect to any proposal; and, to determine the final terms of any contract for services. All costs incurred by a Bidder for proposal preparation, interviews and contract negotiations are the sole responsibility of the Bidder. All prices submitted in the proposal shall be binding and valid for a minimum of 90 days after the Bid Deadline.

A. Bid Preparation, Mandatory Pre-Bid Meeting, Bid Opening and Award All bids will be evaluated promptly after the Bid Opening. A bid abstract will be provided upon request. (Supply a self-addressed stamped envelope with your bid.) No bids may be withdrawn for a period of 60 calendar days after the Bid Deadline. NO BID RESULTS WILL BE GIVEN OVER THE TELEPHONE.

Sealed proposals responsive to this RFP must be submitted by providing the information requested in this RFP by 4:00 pm MST on Monday, May 1, 2017. A mandatory pre- bid meeting will be held at the District’s Fire Station 3 located at 6800 Tilbury Avenue, Firestone, CO 80504 at 10:00 am MST on Thursday, April 6, 2017. The District Representative(s) will review some of the critical items in the RFP and will be available to answer questions and conduct a walkthrough of the Fire Station 4 building site. Any Bidder not attending this mandatory pre-bid meeting will not be considered for bid award.

During the proposal preparation process, all communication, correspondence, questions or requests for clarification shall be directed to the District’s Designated Representative. All questions and requests for clarification should be presented at the pre-bid meeting. General questions after the pre-bid meeting may be communicated by phone; however, specific requests for clarifications must be e-mailed. Failure to comply with this requirement may result in disqualification.

Submitting Bidders shall mail or hand-deliver two (2) hard copies and one (1) digital copy in Microsoft Word or pdf format of the proposal to the above stated address. Mailed proposals must be received by the District by the above stated Bid Deadline. Bids shall be in a sealed envelope, plainly marked “Fire Station 4, Bid #2017-001”. B. Bid Submittal Requirements The proposals shall adhere to the following requirements and contents:

1. This is a Design-Build project. The submitting Bidders shall submit proposals accordingly to ensure the proposal and GMP pricing includes all phases of civil engineering, design and construction services. These services must be provided through the Contractor but can be provided through subcontracting arrangements;

2. The proposal shall include a completed Bidder Information Page ( APPENDIX A)

3. The proposal shall include a completed Submittal Checklist ( APPENDIX B)

4. The proposal shall include a completed Introduction Letter.

5. The proposal shall include a narrative of the primary Project team members, their role on the team, and their related experience, including resumes. List any professional affiliations, licensures, and certifications that are pertinent to the Project. Be sure to include major sub-consultants and their personnel.

6. The proposal shall include a narrative describing the history and relevant project experience of the Bidder.

7. The proposal shall include a Reference List of governmental and other relevant clients the Bidder completed similar projects with within the past five (5) years. Include the location and size of facility, contact person, and phone number of references for each of the listed projects. Preference is given to fire station projects similar in scope to this Project.

8. The proposal shall include a good faith estimate of the Guaranteed Maximum Price (GMP) for the total project. The GMP shall include a detailed estimate of the cost of the materials to be installed and the labor to be performed. Present hours and costs for major tasks and then a total Project cost.

This Project has optional or alternate components. Those items shall be priced separately and not included in the total Project cost, but shall be priced out in such a way that they can be added into the final Project prior to establishing the Final Guaranteed Maximum Price and construction beginning. Those optional components include:

9. The proposal shall include a detailed Project schedule that can be compared to the estimated Guaranteed Maximum Price for the Project. Both major and detailed tasks should be included to demonstrate your planned organization and management of the various components of the work to be completed. 10. Since the projected cost of the Project exceeds $50,000, the selected Bidder will be required to provide a 100% performance and payment bond in an amount equal to the total projected cost of the Project, the estimated amount of which must be included in the good faith Guaranteed Maximum Price.

11. The proposal shall include a completed any additional information not specifically called for in the previous sections.

12. The proposal must include at least a 12-month warranty that covers all materials and labor.

13. All prices shall be binding and valid for the length of the award.

The length of the proposal is not limited; however, concise information is appreciated. Include any additional information you feel is pertinent at the end of the proposal. The use of pictures or other graphics in the proposal to demonstrate examples of your previous work is encouraged.

A District representative will be made available to conduct site visits of the District’s facilities as well as the site of the Project in order to assist each submitting Bidder with gathering the necessary information for its proposal. Two (2) hard copies and one (1) digital format copy of the proposal shall be submitted for initial review. Only complete submittals that adhere to the standards and requirements set forth herein will be considered.

C. Taxes The District is exempt from Federal, State and local sales/excise taxes. Certificates will be issued upon request. Any appropriate taxes shall be shown as a separate item on your bid.

D. Bidder Qualifications No bid will be accepted from, and the Project will not be awarded to, any Bidder that is in arrears to the District, that has defaulted on any contract or other obligation to the District, or whom the District deems irresponsible or unreliable. If requested by the District, Bidders shall submit satisfactory evidence that they have sufficient experience and technical expertise to satisfactorily perform the Project and that they have the necessary financial resources to manufacture and construct the Project in strict accordance with the attached technical specifications.

E. Specification Deviation by the Bidder Any deviation from the attached technical specifications MUST be noted in detail, and submitted in writing on the Bid form labeled as an Exceptions Page (APPENDIX C). The Exceptions Page shall make reference to the Section Letter, Item Number, Item Description, Explanation of the exception and how it meets or exceeds the intent of the specification.

Completed specifications should be attached for any substitutions offered, or when amplifications are desirable or necessary. The absence of the specification deviation Station 4 Design & Construction for Frederick-Firestone Fire Protection District

statement and accompanying specifications will hold the Bidder strictly accountable to the specifications as written herein. Failure to submit a specification deviation statement, if applicable, shall be grounds for rejection of the item(s). If specifications or descriptive papers are submitted with a bid, the Bidder's name must be clearly shown on each document.

F. Bidder Representation All Bidders must sign and complete the attached Bidder Information Page with their usual signature and shall give their full business address on the form provided in this RFP. Bids by partnerships shall be signed with the partnership name by one of the members or by an authorized representative. Bids by corporations shall be signed with the name of the corporation followed by the signature and designation of the President, Secretary, or other person authorized to bind it in the matter and shall have the corporate seal affixed thereto.

G. Errors, Changes, Additions, and Deletions If a Bidder discovers any ambiguity, conflict, discrepancy, omission, or other error in the RFP, the Bidder must immediately provide the District with written notice of the problem and request that the RFP be clarified or modified. Without disclosing the source of the request, the District may modify the RFP before the Bid Deadline by issuing an addendum to all potential Bidders to whom the RFP was sent.

If, before the Bid Deadline, a Bidder knows of or should have known of an error in the RFP but fails to notify the District of the error, the Bidder shall submit a proposal at its own risk, and if, awarded the Project, shall not be entitled to additional compensation or time by reason of the error or its later correction.

The District will only change this RFP or the attached specifications through a written addendum signed by the District's authorized representative, a copy of which will be provided to all Bidders. Verbal information obtained from the District should not be relied upon, is not binding upon the District, and will NOT be considered in the bid evaluations or conditional award of the Project.

Bidders must notify the District of any apparent inconsistencies, or any matter seeming to require explanation or interpretation, in this RFP or the attached technical specifications at least 72 hours (excluding weekends and holidays) before the Bid Deadline. All such notices must be submitted in writing to the District Representative at one of the above contact methods.

The District has the right to negotiate optional items with the successful Bidder.

H. Bids, Bid Amendments and Withdrawals A proposal may be withdrawn at any time before the Bid Deadline by notifying the District in writing of the intent to withdrawal. The notice must be signed by the representative of the Bidder who submitted the proposal. The Bidder may thereafter submit a new or modified proposal, provided that it is received at the District no later than the Bid Deadline. Modification offered in any other manner, oral or written, will not be considered. Proposals cannot be changed after the Bid Deadline. Bids, amendments thereto, or withdrawal requests received after the Bid Deadline will be void regardless of when they were mailed.

I. Conditional Award and Compensation The selected Bidder will be required to enter into the District’s Design-Build Agreement, a copy of which is available with this RFP. Among other provisions, the Design-Build Agreement contains a good faith Guaranteed Maximum Price for the total Project; the Final Guaranteed Maximum Price shall be mutually agreed upon by the District and the Contractor in writing before commencement of construction or the Design-Build Agreement will terminate.

The Design-Build Agreement also includes insurance requirements for both general liability and errors and omissions. The Design-Build Agreement also includes certification concerning employment of illegal aliens. The Design-Build Agreement designates the Contractor as the Warranty Administrator, which shall be responsible for coordinating and processing any and all warranty claims and work that apply to the labor performed and materials installed on the Project. Prior to execution of the Design-Build Agreement, the selected Bidder shall provide evidence of licensure and good standing for team members where applicable.

If the Contractor has an exception(s) to any provision(s) contained in the Design-Build Agreement, the Contractor must list such exception(s) on the Exceptions Page (APPENDIX C), identifying the specific provision(s) by Part, Section and Paragraph.

If the parties have not signed a Design-Build Agreement acceptable to the District within 60 days of the District notifying the selected Bidder, the District may, in its sole discretion, select a different Bidder or terminate the RFP process.

J. Evaluation Criteria for Conditional Award The proposals will be screened by the District’s review team. Evaluation criteria for proposals shall generally include the following factors:

1. Adherence to, meeting or exceeding the requirements in this RFP; 2. Superior quality of recent, relevant projects; 3. Strength of qualifications and experience of the individuals assigned to this Project; 4. Strength of unique qualifications of the Bidder including past performance, reputation, financial status, workload and references; 5. Project approach, management strategy, and organization of tasks; 6. Good faith estimated Guaranteed Maximum Price for the total Project; 7. Completion time; and 8. Guarantees and warranties.

The District is not obligated to accept the lowest cost proposal; is not obligated to accept any proposal; and, will make its determination based on its estimation as to which proposal, if any, represents the best value to the District. The District retains the right to abandon or terminate the RFP process at its discretion at any time. The District will provide written notice to the successful Bidder, if any, that its proposal has been conditionally accepted. No modification of the conditional award shall be binding upon the District unless made in writing and signed by authorized agents of the District. If two or more bids have the same good faith Guaranteed Maximum Price, the District has the right to make the conditional award based in part on the criteria stated above.

K. Laws and Regulations All applicable State of Colorado and Federal laws, County ordinances, licenses and regulations of all agencies having jurisdiction shall apply to the award throughout the Project and are incorporated herein by this reference.

L. Warranties and Warranty Administrator Bidder shall specifically identify all warranties that apply to the Project, or any portion of the Project, in the Bid form. The successful Bidder shall serve as the Warranty Administrator for all warranties during the applicable warranty periods.

M. Cancellation of Project and Bid Process or Withdrawal of Conditional Award At any time before the Design-Build Agreement is signed by the successful Bidder and the District, the District may in its sole discretion terminate or postpone the RFP process or the Project, and may withdraw any conditional award.

N. Language All words shall have a common language unless the context in which they are used clearly requires a different meaning. Words in the singular number include the plural, and in the plural include the singular. Additionally, words in the masculine gender include the feminine and the neuter, and when the sense so indicates, words of the neuter gender refer to any gender.

O. Proprietary or Confidential Information All materials submitted in response to this RFP will become the property of the District. All proposals submitted to the District shall constitute public records within the meaning of the Colorado Public Open Records Act (“CORA”) and may be subject to inspection and disclosure to the public in accordance with the CORA.

Any information included in a bid that a Bidder deems confidential or proprietary must be clearly marked as such. The District will only protect from disclosure expressly marked confidential or proprietary information to the extent required by applicable law. SECTION B – DISTRICT SUPPLIED MATERIALS AND INFORMATION

The District currently operates four (4) fire stations and serves a 32-square mile area in the Town of Frederick, the Town of Firestone and unincorporated areas of southwest Weld County. For referencing current design components and finishes, the current facilities of the District are located as follows:

The District purchased land in the form of two adjacent parcels for a fourth fire station in 2008, which is located at 10706 Aggregate Boulevard (Weld County Road 7) in Frederick, Colorado. Current operations for Fire Station 4 are housed at a leased facility at Saint Vrain State Park, located at 3523 Highway 119, Firestone, Colorado. The parcel for the new station was originally located in unincorporated Weld County with Longmont postal address, but was subsequently annexed into the Town of Frederick in 2012. The property was re-platted in 2013 into one parcel.

Therefore, all permitting and application will be through the Town of Frederick’s adopted Code, which is the 2012 International Building & Fire Codes. The following are a list of jurisdictions and utilities the property is currently subject to:  The Town of Frederick  The Frederick-Firestone Fire Protection District  Weld County  The Left-Hand Water District (Tap Acquired)  United Power  Black Hills Energy (Natural Gas)  Saint Vrain Sanitation District (No current service to property and the property is not currently in the SVSD, building projected to be on Septic System)

The District has material for the Project that will be made available to the invited Bidders to assist in their proposal preparation. These materials are provided as an aid to the Bidders but it shall be up to the Bidders to confirm any information relied on in the preparation of the design. Some of the materials are better viewed in their digital format and are also available in that format upon request. Those materials shall include:

1. Building concept floorplan, space plan, site plan and front elevation (Supplemental Items 1 & 2); 2. Town of Frederick Pre-Application Checklist (Supplemental Item 3); 3. Site Topographic Study dated April 22, 2013 (Supplemental Item 4); 4. Recorded Plat/Replat dated July 9, 2013 (Supplemental Item 5); 5. ALTA/ACSM Survey dated August 13, 2008 (Supplemental Item 6); 6. Phase I Environmental Study dated September 15, 2008 (Supplemental Item 7); 7. Geotechnical Engineering Report dated October 26, 2012 (Supplemental Item 8); 8. Weld County Percolation Test dated February 22, 2006 (Supplemental Item 9); 9. Preliminary Floodplain Report dated May 14, 2013 (Supplemental Item 10); 10. Left Hand Water District Water Tap purchase receipt dated November 25, 2013 (Supplemental Item 11); 11. In addition, the Bidder’s quote shall not include the following items that will be provided by the District:

1. Information technology hardware and cabling; 2. Appliances to include dishwasher, refrigerators, range, microwave, washer and dryer; 3. Loose furnishings unless otherwise specified; 4. SCBA compressor station; 5. All security and access control system hardware, software, and cabling.

This building will require integrated access control systems coordinated through the District’s security and access control contractor once selected.

SECTION C – SCOPE OF SERVICES

Final deliverables will include both hard copies and electronic files. All deliverables, drawings, data, and other materials will be the property of the District, and the District shall have full rights of ownership and use thereof, without additional charge. Bidding documents and construction specifications shall be provided in Adobe, Microsoft Word and/or Microsoft Excel. Renderings and technical reports may be in PDF format. The following scope of services are to be provided by the selected Bidder:

1. Bidding Documents and Specifications

2. Concept Plan Preparation and Renderings a. The selected Bidder shall present a non-detailed site concept to District staff at the kickoff meeting to be held after selection of the successful Bidder is made.

b. Based on input from the District staff at the kickoff meeting, the selected Bidder shall prepare concept plan alternatives to the Fire Chief. Each alternative shall include a proposed Guaranteed Maximum Price if it is outside of the good faith estimated Guaranteed Maximum Price contained in the Bidder's proposal.

c. Final concept plans of the building elevations, floor plan, site plan, and major components shall be presented to District staff for approval prior to work commencing.

3. Meetings & Presentations a. The selected Bidder shall prepare presentations including the aforementioned concept drawings and plans, and attend various meetings with District staff, Town of Frederick staff and construction service and utility providers during the course of the Project. In addition, the Bidder shall have weekly progress meetings with the assigned project coordinator from the District’s staff.

b. At minimum, the selected Bidder shall attend and present at the following meetings:  Pre and Final Development Plan Meetings  Town of Frederick Planning Commission Meeting  Town pf Frederick Board of Trustee Meeting  Neighborhood/HOA Meeting

4. Design Services a. The submitting Bidder shall provide architectural and design services either directly or through a subcontractor.

b. The general floorplan, space plan, site plan, and components and layout provided by the District shall be the basis of the final design of the Project submitted. Any modifications or design changes necessary to meet code and other regulatory requirements will be acceptable if notated. Final design characteristics, modifications or recommended alterations will be decided post selection of the

successful Bidder.

5. Civil Engineering Services a. The submitting Bidder shall provide all required civil engineering services either directly or through a subcontractor.

b. Substantial preliminary site surveying has been completed since the purchase of the site in 2008 by the District’s contractors. This includes a comprehensive Flood Survey to establish the base elevation of the building to comply with federal, state and local requirements that the building be established at the 500-year floodplain level.

c. The submitting Bidder shall not be required to designate the District’s contractor as their civil engineering firm but shall utilize the District’s contractor for all flood plain information and certifications.

6. Construction Services a. The submitting Bidder shall provide site preparation, earthwork, and construction services required to complete the Project through the issuance of a Certificate of Occupancy and completing of any and all warrantee and punch list work post occupancy by the District.

b. The submitting Bidder shall provide a designated Project Manager that shall coordinate and manage all aspects of the actual construction of the Project and serve as a point of contact for the District’s Representative.

SECTION D – PROJECT SPECIFICATIONS, PARAMETERS AND GUIDELINES

The following parameters and guidelines must be followed during the preparation of the proposal:

A. General Building Specifications and Parameters

1. The general design, layout, space plan, and floor plan shall follow the concept and layout detailed in Supplemental Items 1 & 2.

2. The overall size, layout, and composition of the building shall meet the requirements of the Town of Frederick planning and development codes as well as applicable Federal, State, and NFPA Standards including ADA requirements including the Flood Plain base elevation as detailed in Supplemental Item 10A.

3. The Bidder shall coordinate and acquire the necessary permits from regulatory agencies detailed in SECTION B above.

4. All equipment shall be new, unless otherwise specified.

5. All of the materials shall be current, specified and quoted (itemized quote).

6. The Contractor shall provide for the disposal and site removal of all construction debris and materials.

7. The overall size of the building shall be approximately 7,500 square feet not including the optional components.

8. The general layout of the building shall resemble the concepts provided by the District.

9. The building shall be designed to meet the 500-year floodplain requirements as established in the provided Floodplain Report.

10. The exterior of the building shall be aesthetically pleasing with surfaces similar to other District buildings. All colors, patterns, and materials for design components shall be determined at the kick-off meeting after the contract is awarded.

11. Landscaping. Sufficient landscaping and irrigation shall be provided on the developed portion of the site immediately adjacent to the building. All landscaping materials shall be designed so as to provide maximum durability and minimal maintenance. No mulch shall be used in the landscape design. Stone/rock is acceptable. All landscaping shall meet the Town of Frederick’s development standard. The east section of the lot shall be returned to a natural state once construction is complete. The west side of the building shall be landscaped to the roadway easement. The north and south sides of the building shall be landscaped to the property line. The east side of the building shall be landscaped only to the

minimum standard required by the Town of Frederick’s development code.

A minimum of one water spigot shall be located on each side of the building with an additional located inside the apparatus bay between the bay doors. The operation of the exterior spigots shall be of a secured type requiring a key to operate.

There are currently two wells located on the site. One is cut at the surface level and located near the easement on the west side of the property. The second is attached at a pump house east of the first well on the northwest portion of the site. If possible, the pump house well shall be made operable in order to provide water for landscaping irrigation.

12. Exterior Lighting. Accent lighting shall be provided to sufficiently light all walking paths, driveways, parking areas, and exterior portions of the building with as little lighting “pollution” to the adjacent properties as possible. Downward focused, energy efficient lighting shall be used wherever possible with a preference given to LED. All exterior lighting shall be on a photo cell device(s).

13. Interior Lighting. All interior lighting shall be high efficiency where possible. Recessed can lighting are preferred in living areas, high efficiency florescent lighting is preferred in classroom, office, utility, storage, and apparatus areas.

14. Driveways, Apron and Parking Lot. The main apparatus apron, apparatus bay floor and driveway shall be constructed of a minimum of 6” fibermesh, #4 rebar reinforced 4500 psi concrete sufficient to support the District’s apparatus. The concrete shall be sealed using a concrete hardener and sealer as specified by the Owner and used on other District facilities.

The Appratus Driveway and Apron shall be no more than 10% finished gradeThe parking lot shall be constructed of a minimum of 6” asphalt. Design and number of parking spaces shall be in accordance with the Town of Frederick’s Development Standards.

15. Monument Sign. A monument sign shall be provided similar in design and materials to the sign at Fire Station 3 as pictured in Appendix D. The engineering specifications of the Monument Sign can be found in Supplemental Item 13.

16. Patio. A concrete patio of sufficient size to allow for a picnic table, large BBQ grill, and walking space shall be provided outside of the south exterior door. The patio shall be surrounded by a four-foot-tall masonry wall of the same material used on the exterior of the building. An opening shall be provided to exit the patio onto the grounds. A natural gas outlet for connection of the grill shall be provided and connected to the building’s natural gas system. The configuration of the patio shall be similar to the one at Fire Station 3.

17. Flagpole. A flagpole similar to the type and size located at Fire Station 3 shall be provided on the front (west) side of the building, directly to the north side of the main entry. Sufficient lighting shall be provided to properly illuminate the flag during night hours and to be easily accessible for maintenance.

18. Fire Hydrants. A minimum of two fire hydrants meeting required fire flow standards shall be provided on the site. One shall be located directly adjacent to the Apparatus Apron, preferably at the turn around area. The second shall be located on the east side of the lot.

19. Generator. The building electrical system shall be connected to a natural gas emergency generator sufficient in size to power all building systems in time of power disruption. All switching and emergency panels shall be included and shall include automatic activation and switching in the event of power failure. The Contractor shall assist District staff in determining the appropriate size of generator and switching that will be needed.

a. The generator shall be housed in an enclosure on the exterior of the building in a location most efficient and least likely to interfere with the operations or crew sleeping areas. The enclosure shall be constructed to match the adjacent exterior wall surface. A lockable gate shall be installed to control access inside the enclosure. The enclosure’s height shall completely obscure view of the generator.

20. Septic System. The building shall be designed to operate on a septic system with a drain field and septic tank of sufficient size to support a minimum of five staff members 24/7 and requiring no more than pone pump out per year. The system shall be located on the east side of the building.

21. The HVAC thermostats shall be optimally located to provide for efficient zone control of the interior of the building.

22. Alert System. The emergency notification or “alert” system shall be according to the specifications provided in Supplemental Item 14 by Ottem Electronics, Inc. The station alerting system should utilize a series of remote units placed strategically throughout the fire station to notify personnel of an emergency call in the quickest, safest and most advanced means possible. The modular design of the system provides public safety agencies with affordable equipment options, which range from basic alerting functions to maximum alerting capability and full control of the fire station. The unit specific design is meant to reduce response time and minimize firefighter stress levels.

This type of system should provide a wide variety of customized alerting methods, design and expansion capabilities, service software, unmatched reliability and unsurpassed technology. Just as each fire department has its own demands, each fire station may have needs unique to the challenges its crews face on a daily basis. A single-company station may only require basic alerting,

whereas a multi-company station may need to dispatch several companies at once. As your station’s needs grow and change, your alerting system can easily adapt to your new needs.

This system will require multiple speakers placed throughout the station, control modules, in room controls for lights, volume, alert settings and unit specification. The system should be expandable and customizable at all levels. Radios will be provided by the District.

23. Point to Point System. In coordination with the District’s contractor listed in SECTION B, the Contractor shall install a radio mast for the District’s Point-to- Point System on the roof of the Apparatus Bay to reach a minimum height of 40’ above ground level in order to make line of site with Fire Station 3 located at 6800 Tilbury Avenue, Firestone CO 80504. Similar masts exist at Fire Station 3 and Temporary Fire Station 4 for comparison.

24. All exterior doors shall be equipped with a doorbell with a unique tone for each door. The design and appearance of the doors shall be similar to the doors at Fire Station 3. All exterior doors shall have card access and connected to the District’s Access Control System. a. If the Optional Hose Tower is selected, only the exterior door shall have card access.

b. If the Optional Hose Tower is not selected, the exterior door leading into the Apparatus Bay shall have card access. Also, in this case the door leading from the Hose Tower to the Mezzanine shall be omitted.

25. All interior doors shall be of a similar design and appearance to those at Fire Station 3. The following interior doors shall have card access and connected to the District’s Access Control System: a. Door leading from Vestibule to Day Room.

26. All common area interior doors that are lockable shall be keyed using a common Master Key stamped “Do Not Copy” and delivered to the Fire Chief. A total of three (3) keys to each room shall be delivered to the Fire Chief upon project completion.

27. All exterior windows shall be of the same size and style. All windows shall have decorative dividers within the glass panes and shall be vertically sliding with screens installed. All windows shall be energy efficient. The contractor shall supply and install made to fit, metal horizontal blinds on all exterior windows. Said blinds shall be white in color and equipped with childproof and child safe operating hardware. The blinds installed in

B. Minimum Interior Space Plan Requirements:

S-1 Section

1. Apparatus Bays The primary proposal shall consist of two apparatus bays, each a minimum of 74 feet long interior dimension and approximately 3,200 square feet total area, not including the Mezzanine Area and rooms. Each bay shall be designed so as to allow for two apparatus to be parked in tandem. The overhead doors shall be similar in specification to those used at Fire Station 3 and controlled both by remote control and be individually controlled via wall mounted pushbutton on the left side of each door. The doors shall be equipped with obstruction sensors in a crisscross arrangement to ensure the default to the open position if any person or obstruction is within the doors path during operation.

In addition to the overhead doors, there shall be two access points with non- latching doors to the living area of the building. An additional exterior door shall be located at the front of Bay 1 leading to the Apparatus Apron. This door shall be a security door and connected to the Access Control System unless the optional Hose Tower is provided. A second exterior door shall be provided at the rear of the Apparatus Bay, near the exterior wall of Bay 2. This door shall be a security door and connected to the Access Control System.

The apparatus bay floor shall be equipped with open grate drainage that drains to an approved oil/water separator. The drainage system shall be designed to eliminate tripping hazards and provide for easy maintenance and cleaning.

The roof system in the rear of Bay 1 shall be reinforced with a hoisting platform to lift and stow a portable wildfire pump and tank “skid unit”. The hoisting point shall be equipped with a power hoist/winch and four-point chain lifting system. The entire system shall be capable of lifting and supporting 1,000 lbs.

Each Bay shall consist of a two-stage gas-fired low-intensity infrared tube radiant heater as well as a natural gas separated combustion gas fired propeller unit ceiling mounted heaters. Thermostats shall be centrally located at the back wall of the apparatus bay. The heating system shall be designed to provide sustainable temperatures at least 70 degrees F. In addition to heaters, an automatic ventilation system shall be provided per NFPA standard. The configuration on the heating and ventilation system shall be similar in design to the system located at Fire Station 3.

Each apparatus bay shall be equipped with two Plymovent Vehicle Exhaust hook ups with a magnetic connection to fit the District’s various apparatus types. The system shall be similar in configuration to the system located at Fire Station 3.

The perimeter of the apparatus bay interior wall shall be equipped with an air delivery system with a minimum of four outlets with quick connect air chocks.

The system shall be connected to an air compressor located in the workshop room. Each outlet shall be equipped with a minimum of 100’ of flexible, rubberized air hose on a retractable, wall mounted reel.

The facility shall be equipped with a SCBA compressor filling station. The Compressor Station shall meet NFPA and OSHA standards and designed to fill Scott 4500 psi Air Cylinders as used by the District. The Compressor Station shall be similar in specification to the unit located at Fire Station 1. The compressor station shall be on a dedicated electrical circuit and shall be located on the center of the rear wall of the Apparatus Bay, between Bay 1 and Bay 2 for fresh air intake through the exterior wall. A dedicated electrical circuit shall supply the compressor station.

Sufficient 110v electrical outlets shall be provided at counter level throughout the Apparatus Bay, each on a dedicated circuit. A minimum of four receptacles must be provided on each wall of the room. An additional two dedicated 220v outlets shall be provided, one on the south and one on the north wall. Each of these shall be equipped with 100’ of 220v extension cord in a wall-mounted retractable cord reel. An additional four ceiling mounted electrical outlets shall be provided and connected to retractable cord reels for the purpose of connecting to the driver’s side apparatus charging systems. At least one CAT-6 connection shall be provided along the Mezzanine Section wall for a wall mounted phone.

2. Open Mezzanine An open Mezzanine shall be provided above the utility areas of the Apparatus Bay adjacent to the living space of the facility. The Mezzanine shall be accessed via stairway from the apparatus bay and equipped with metal protective railing to prevent injury and falls along its length. The Mezzanine shall be open to the apparatus bay and shall have an access door to the optional Hose Tower (if equipped). The floor surface shall be concrete with appropriate drainage.

There shall be a room on the Mezzanine for storage of Personal Protective Firefighting Equipment and 18 lockers. The lockers shall be manufactured by Gear Grid with individual dimensions of 20” X 19” X 72”and of the same style as those located in the Apparatus Bay of Fire Station 3. The room shall be climate controlled from the Apparatus Bay system. The space of the PPE Storage Room shall be at least 120 square feet.

Sufficient 110v electrical outlets shall be provided throughout the space on a dedicated circuit. A minimum of one receptacle must be provided on each wall of the room. An additional dedicated 220v outlet shall be provided at a location to be determined. At least one CAT-6 connection shall be provided along the wall for a wall mounted phone.

3. Workshop A Workshop shall be provided under the Mezzanine in the rear of the Apparatus Bay. The Workshop shall be approximately 180 square feet and accessed via a

minimum of a six-foot wide opening to the Apparatus Bay. The Workshop shall consist of one counter top level work surface with cabinet storage underneath along the south wall and one additional mobile work counter to fit in the space of the west wall. The entire south and west walls shall be equipped with overhead industrial grade cabinets. The surface of the counter shall also be industrial grade. Under cabinet LED lighting shall be provided under each upper cabinet. 110-volt wall electrical outlets shall be provided at least every three feet along each wall surface, each with a dedicated circuit.

A 220v outlet on a dedicated circuit shall be provided for the air compressor. The size of the air compressor shall be 60 gallons, 10 CFM, 90-135 psi and shall be connected to the Apparatus Bay air system and Plymovent system. The air compressor shall be equipped with a regulator and an additional air outlet with 50’ of flexible, rubberized air hose shall be provided in the Workshop mounted on a wall mounted, retractable reel. Two additional dedicated 220v outlet shall be provided at a location to be determined. One of these shall be equipped with 100’ of 220v extension cord in a wall-mounted retractable cord reel. At least one CAT- 6 connection shall be provided for a wall mounted phone.

The Workshop shall be heated via the apparatus Bay heating system. The size and configuration of the Workshop shall be similar to the space at Fire Station 3. The floor surface shall be concrete with appropriate drainage.

4. Decontamination Room A Decontamination Room Shall be provided adjacent to the Mezzanine Stairway with door access. The Decon Room shall be approximately 80 square feet and consist of an eye wash station, stainless steel sink with foot operation controls and a stainless-steel wash-down table. Sufficient ground fault 110v electrical outlets shall be provided throughout the space on a dedicated circuit at counter level. The floor surface shall be concrete with appropriate drainage. A minimum of one receptacle must be provided on each wall of the room. At least one CAT-6 connection shall be provided for a wall mounted phone.

5. Medical Supply Room A storage room of approximately 130 square feet shall be located adjacent to the Decontamination Room under the Mezzanine for the purpose of storing Medical Supplies. The room shall have independent climate control for both heat and air conditioning to maintain an internal temperature of 70 degrees F. The perimeter of the interior of the room shall be equipped with adjustable, heavy duty steel shelving from floor to ceiling. Sufficient 110v electrical outlets shall be provided throughout the space on a dedicated circuit. The floor surface shall be concrete with appropriate drainage. A minimum of one receptacle must be provided on each wall of the room. At least one CAT-6 connection shall be provided for a wall mounted phone.

6. Electrical Room An Electrical Utility Room shall be provided under the Mezzanine and shall be of the minimum size and configuration required by the National Electrical Code for the purpose of housing the building’s electrical panels and switches, including the Generator Control. The room shall be accessed via door to the Apparatus Bay or access hallway to the living area. The floor surface shall be concrete with appropriate drainage. A minimum of one 110v electrical outlet on a dedicated circuit shall be provided in the space.

7. Mechanical Room A Mechanical/HVAC/Sprinkler Control Room shall be provided under the Mezzanine and shall be of the minimum size and configuration required by the International Building Code for the purpose of housing the building’s HVAC, domestic water, and sprinkler riser equipment. There shall be a minimum of a 100-gallon natural gas hot water heater supplying the building. The building’s HVAC system shall be divided into a minimum of three zones each with a separate thermostat and HVAC units: Dormitory Area, Day Room/Kitchen Area and Office/Classroom Area.

The room shall be accessed via door to the Apparatus Bay. The floor surface shall be concrete with appropriate drainage. A minimum of one 110v electrical outlet on a dedicated circuit shall be provided in the space.

8. Optional Third Apparatus Bay The Bidder shall provide separate pricing for an additional (third) apparatus bay consisting of approximately 1,350 square feet. The Optional Third Bay shall be the same configuration as the primary Apparatus Bays and shall provide a total open space of approximately 4,500 square feet not including the Mezzanine area and rooms. The additional Bay shall consist of a two-stage gas-fired low-intensity infrared tube radiant heater as well as a natural gas separated combustion gas fired propeller unit ceiling mounted heater.

9. Optional Hose Tower The Bidder shall provide separate pricing for an optional three-story, 34’ Hose/Stair Tower. The Tower shall be located on the front of the building adjacent to the Mezzanine area. The Tower shall be finished with the same material as the adjacent exterior walls of the building. The Tower shall be accessed via security door on the west side off of the apparatus apron. A second door shall be directly across from the security door to access the Apparatus Bays.

The Tower shall be equipped with steel stairs with flow through tread and safety hand rails with a landing at each level. Each landing shall have a window type opening approximately five feet tall and three feet wide to the west for repelling and rescue drills. Anchor points for repelling shall be provided in the east wall at each landing. A third door shall be located at the Mezzanine level to access the Mezzanine.

The top level shall have a hatch and vertical wall mounted ladder to access the roof of the Tower. The roof shall be equipped with eight anchor points, two on each side, for repelling designed to NFPA standards. The roof level shall be equipped with a four-foot-high parapet wall around all four sides. The surface of the roof shall be designed to allow for use without causing damage to the surface. Drainage shall be provided at the roof to allow for runoff of rain and snow.

All anchor points shall have a structural rating for lifting and repelling. The Hose Tower will not be climate controlled. The floor of the Hose Tower shall be concrete with adequate floor drainage.

B and R-2 Sections

1. Entryway and Vestibule The main entry shall be covered and extruded from the main building to provide visual dimension to the front of the building. The design and appearance of the Entryway shall be similar to the Entryway at Fire Station 3.

The Vestibule shall be handicapped accessible and shall be accessed by security door from both outside the building and inside the living area of the building. The Vestibule shall be approximately 170 square feet. The floor surface of the Vestibule shall be ceramic tile. At least one 110v electrical outlet shall be provided in the Vestibule.

A public, handicapped accessible Restroom shall be provided off of the Vestibule. The Restroom shall contain a toilet and sink. The floor surface shall be ceramic tile. At least one GFI 110v electrical outlet shall be provided in the Restroom.

2. Classroom A Classroom/Meeting Room shall be provided and accessed off of the entry vestibule. The Classroom shall be approximately 375 square feet and accessed via double doors. Two vertical sliding windows shall be provided on the west side of the room and shall be spaced on the exterior of the building to match the spacing of the Office windows.

At least one 110v electrical outlet shall be provided on each wall. An additional outlet shall be located in the center of the floor of the Classroom. The floor outlet shall also contain an HDMI and coaxial connection that shall terminate at a control panel on the north wall of the Classroom. An additional 110v electrical outlet shall be located in the ceiling for mounting of an overhead projector. The ceiling shall also contain an HDMI and coaxial connection that shall terminate at a control panel on the north wall of the Classroom. The control panel shall have a connection to the building’s television service. At least one CAT-6 connection shall be provided for a wall mounted phone. The floor surface of the Classroom shall be commercial grade, high durability, padded carpet.

3. Offices The building shall have two offices. The first office shall be approximately 125 square feet and accommodate an L shaped desk, two chairs, bookshelf and lateral file. This shall be the Company Officer’s Office.

The second office shall be approximately 170 square feet and accommodate two L shaped desks, two book shelves, two lateral files and a copy machine.

Both offices shall be accessed from the Dayroom and located on the front of the building. Sufficient 110v electrical outlets should be placed in the offices, with at least one outlet on each corner. CAT-6 outlets shall be provided at each corner adjacent to the electrical outlet and shall provide separate connections for phone and data. A coaxial connection and 110v outlet shall be provided at 72” above floor level in the shared wall, west corners of each office. The floor surface of the offices shall be commercial grade, high durability, padded carpet.

4. Kitchen The Kitchen shall be approximately 240 square feet and shall accommodate three side by side refrigerators, an under the counter dishwasher, a double basin sink with sprayer and garbage disposal, a combination gas stove/range, an under- cabinet microwave oven and a commercial grade ice machine. A three-position breakfast bar shall be provided adjacent to the Dining Area. Overhead cabinets shall be provided throughout the Kitchen and base cabinets shall be installed to maximize storage space. Cabinets and counter tops shall be commercial grade

Sufficient 110v electrical outlets shall be provided along the counter top, with a minimum of two circuits. Dedicated circuits shall be provided for each refrigerator, the dishwasher, the ice machine and a garbage disposal. At least one CAT-6 connection shall be provided for a counter top phone. The floor surface of the Kitchen shall be ceramic tile.

5. Dining Area and Day Room The Dining Area and Day Room shall be approximately 750 square feet. The north wall of the Day Room shall contain a coaxial connection and 110v electrical outlet at the midpoint of the wall for an entertainment center. The Day Room shall accommodate approximately six recliners and an entertainment center. The Dining Area shall accommodate a large dining table for 8-10 people. There shall be sufficient electrical outlets throughout with at least three outlets on each wall. At least one CAT-6 connection shall be provided for a wall mounted phone. The Dayroom & Dining Area shall access the Dormitory Hallway at two points and the Apparatus Bay at one point, each with doors rather than pass through openings.

There shall be at least two storage closets located off the Dining Area each with folding door access. One of the Storage Closets shall be adjacent to the kitchen for use as a Pantry. Each Storage Room shall be equipped with built in shelves, floor to ceiling. The floor surface of the Dayroom, Dining Area and Storage

Closets shall be ceramic tile.

6. Laundry Room A Laundry Room approximately 40 square feet in size shall be provided and accessed from the Dormitory Hallway. The Laundry Room shall accommodate a front lad, side by side large capacity washer and dryer. The Laundry Room shall be equipped with overhead cabinets over the washer and dryer. An additional 110v electrical outlet shall be provided on the opposite wall of the washer and dryer. At least one CAT-6 connection shall be provided for a wall mounted phone. The floor surface of the Laundry Room shall be ceramic tile.

7. Radio/Server Room A Radio Room shall be provided adjacent to the Laundry Room and accessed via the Dormitory Hallway. The Radio Room shall be approximately 25 square feet in size and shall serve as the terminal point for all computer systems and the radio and alert system. The room shall be equipped with a minimum of 4 dedicated and isolated circuit 110v electrical quad outlets. The floor surface of the Radio Room shall be ceramic tile.

8. Fitness Room An Exercise/Fitness Room shall be provided and accessed from the Dormitory Hallway. The Fitness Room shall be at least 280 square feet and shall have at least two windows on the south wall. There shall be sufficient electrical outlets throughout with at least two outlets on each wall. A coaxial connection and 110v outlet shall be provided at 72” above floor level in the northwest and northeast corners. At least one CAT-6 connection shall be provided for a wall mounted phone. The floor surface of the Fitness Room shall be rubberized, non-slip padded covering that shall extend four inches up the wall.

9. Dormitory Hallway A hallway shall separate the Bunk Room area from the Day Room area and shall be used to access the Apparatus Bay and building exterior/Patio. The exterior door shall be a security door and connected to the Access Control System. The Dormitory Hallway shall be equipped with at least four 110v electrical outlets. The Dormitory Hallway shall be equipped with floor level night lighting to keep travel paths illuminated at all times. The floor surface of the Dormitory Hallway shall be commercial grade, high durability, padded carpet.

10. Bunk Rooms (4) The Dormitory section of the building shall have four separate Bunk Rooms. Each Bunk Room shall be approximately 168 square feet each and shall accommodate two twin, extra-long beds and frames. Each Bunk Room shall also accommodate a desk and a minimum of four wardrobe lockers. The Lockers shall have upper and lower shelves and the middle section shall have a rod used for hanging clothes. The lockers shall be floor to ceiling and shall have an exterior finish similar to the wood doors to each room. The lockers shall have the ability to be locked by a user supplied portable lock.

Each Bunk Room shall have an exterior window. Each Bunk Room shall be equipped with a dedicated 110v circuit and a minimum of one outlet on each wall. A CAT-6 outlet shall be provided at each desk location, between the beds along adjacent to an electrical outlet and shall provide separate connections for phone and data. The floor surface of each Bunk Room shall be commercial grade, high durability, padded carpet.

Each Bunk Room shall access a private Bathroom

11. Dormitory Bathrooms (4) There shall be a total of four Bathrooms provided and accessed individually from each Bunk Room. The Bathrooms shall be approximately 60 square feet and shall accommodate a single vanity, toilet and walk in shower. The showers shall be fully tiled and equipped with sealed, recessed lighting. The bathrooms shall be equipped with fully ventilated exhaust fans. Each Bath Room shall be equipped with a minimum of one 110v GFI outlet. The floor surface of each Bath Room shall be ceramic tile.
