MINUTES

The Board of School Trustees of the Brown County Schools, Nashville, Indiana, met in Executive Session on Thursday, February 18, 2010 at Helmsburg Elementary. Board members present: Teresa Waltman, Judy Hardwick, Connie Weddle, John Mills and Carol Bowden. Staff members present: David Shaffer, Dennis Goldberg.

The topic of discussion was as follows: where authorized by federal or state statute; collective bargaining strategy; litigation strategy when litigation is threatened specifically in writing, or when litigation may be initiated by the board; strategy for implementation of a security system; the possible purchase of a particular piece of real estate up to the time a contract or option to purchase or lease is executed by the parties; the receipt of information about and the interviewing of prospective employees; discussion concerning alleged misconduct by employees or students and discussion, before a determination, of the person’s status as an employee or student; discussion of records classified as confidential by state or federal law; discussion before any placement decision of a student’s abilities, past performance, behavior and needs; job performance evaluations of individual employees; appointment of a “public official” (a school board member, as opposed to an employee), including developing a list of prospective applicants, considering applications and making one initial exclusion of applicants from further consideration; the training of school board members with an outside consultant about the performance of the role of the members as public officials.

MINUTES

The Board of School Trustees of Brown County Schools, Nashville, Indiana, met in a regular meeting on Thursday, February 18, 2010 at Helmsburg Elementary. Board members present: Teresa Waltman, Judy Hardwick, Connie Weddle, John Mills and Carol Bowden. Staff members present: David Shaffer, Dennis Goldberg, Kelli Bruner, Debbie Harman, Lorene Link, Thor Davis, Steffanie Davis, Sandra Pool and Nancy Packman.

The regular meeting was called to order at 6:10 p.m.

MODIFICATIONS TO THE AGENDA Action Needed Item Additions CRC Personnel Approval of GEO Bond $995,000

Judy Hardwick moved to approve the agenda as modified. Connie Weddle seconded the motion, which passed 5-0.

PRESENTATIONS Eagle pins were presented to Hannah Davis who has been published two times in two different books of short stories and Levi Patterson who has participated in the Choral Festival for the past 3 years.

APPROVAL OF MINUTES – February 4, 2010 Carol Bowden moved to approve the minutes as presented. John Mills seconded the motion, which passed 4-0-1. Teresa Waltman abstained.

ACTION NEEDED ITEMS Notices of Retirement We recommend you accept the following notices of retirement. These notices are contingent upon approval of receiving the Early Retirement Incentive of $25,000. Judy Clupper Helen Mayfield Sheila Lemke Linda Scaggs Caren Senesac Mary Kilgore

John Mills moved to approve the notices of retirement as presented. Connie Weddle seconded the motion, which passed 5-0.

Page 1 Board of School Trustees February 18, 2010 Bus Monitor Stipend We recommend your approval to pay all bus monitors a stipend of $15.00 for non-certified staff and $20.00 for certified staff per ride effective February 15, 2010.

Connie Weddle moved to approve bus monitor stipend as presented. Carol Bowden seconded the motion, which passed 5-0.

40 Credit Graduation Requirement for 2009-2010 We recommend you approve 40 credits as the requirement for graduation effective for the 2009-2010 school year.

Connie Weddle moved to approve the graduation requirement change as presented. Judy Hardwick seconded the motion, which passed 5-0.

CRC Personnel The CRC Steering committee recommends that the Career Resource Center’s Cape Grant assume Dave Bartlett's Rural Capacity Grant salary and benefits as of March 1,2 010 through June 20, 2010 in the amount of $14,500.

The committee also recommends the CRC pursue re-appropriation of existing Rural Capacity funds for reimbursement corresponding to the CRC of this salary expense.

Judy Hardwick moved to approve the CRC personnel recommendations as presented. John Mills seconded the motion, which passed 5-0.

General Obligation Bond We recommend you approve the GEO Bond in the amount of $995,000. This money will be used to support improvements in technology including infrastructure and capital improvements.

John Mills moved to approve the GEO Bond as presented. Carol Bowden seconded the motion, which passed 5-0.

SUPERINTENDENT’S REPORT Dr. Goldberg reported on the 2010 budget cycle process. He advised that the 2010 1782 form has been received which establishes the amount of money to be raised in local property taxes. This information will allow the schools to more accurately operate the fiscal matters.

Mr. Shaffer discussed the number of days the students have been out of school due to inclement weather. Modifications to the school calendar were discussed and will be taken to the teacher discussion team. He expects to make some modification recommendations to the Board at the March 4th meeting.

Mr. Shaffer also advised the board that Amy Smith, Junior High Band/Choir Teacher, had six students earn gold or silver medals at the recent ISSMA competition.

APPROVAL OF CLAIMS Carol Bowden moved to approve the claims as presented. Connie Weddle seconded the motion, which passed 5-0. Judy Hardwick abstained from claim #336.
