Senate concurrent resolution honoring Robert “R.J.” George for his outstanding public service as the Newport City fire chief. Whereas, Robert “R.J.” George’s eight-year tenure as the Newport City fire chief marked a period during which the department improved its technical capacity to respond to unforeseen emergencies, and Whereas, Chief George earned a well-deserved reputation as a conscientious administrator who made great strides in the department’s physical plant and personnel training, and Whereas, even before assuming the chief’s position, he was a leader on the city’s fire protection force in many capacities, including his roles in securing a building site and serving as clerk of the works for the new Newport fire station, and Whereas, among the department’s recent purchases are a tower truck and a brush fire truck, and

- 167 - Whereas, rescues on the icy wintertime surface of Lake Memphremagog had proven difficult and complicated, leading the chief to search for equipment to ease this treacherous task, and Whereas, under Chief George’s leadership, and with the financial assistance of a grant from the United States Department of Agriculture and the citizens of Newport, the Newport Fire Department purchased a specially-designed rescue boat that glides along thin ice, propelled by a fan, and has facilitated the saving of at least seven lives, and Whereas, Chief George has directed the department during the post-9/11 era while it has been required to meet new and previously unanticipated challenges, including his writing a number of grant applications that secured in excess of $100,000.00 in federal funds for special emergency equipment, including a new command vehicle, and Whereas, over one-half of the volunteers on the force have now earned the rank of Firefighter One, which requires 150 hours of basic training, and Whereas, this additional training has enabled the department to perform its responsibilities more expertly and efficiently, and there have been no fire- related deaths during his eight years as chief, and Whereas, Chief George recently concluded his leadership role in order to devote more time to his business activities and to enable a new chief to bring a fresh perspective to the department’s operations, and Whereas, he can be extremely proud of his many accomplishments at the Newport City Fire Department, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly recognizes the outstanding public service of Robert George as the Newport City fire chief, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Robert George in Newport and to the Newport City Fire Department. Senate concurrent resolution congratulating Reeve Lindbergh and Nathaniel Tripp on their designation as the Northeast Kingdom Chamber of Commerce's 2007 Citizen of the Year.

- 168 - Whereas, annually, the Northeast Kingdom Chamber of Commerce awards the special honor of citizen of the year to locally based individuals who have made distinguished economic, cultural, or social contributions to life in the Northeast Kingdom and beyond, and Whereas, for 2007, the chamber has selected, for the first time, a husband and wife team, Reeve Lindbergh and Nathaniel Tripp, who have distinguished themselves as nationally recognized writers and community activists and volunteers, and Whereas, Reeve Lindbergh is the author of highly regarded children’s books, including The Midnight Farm, Benjamin’s Barn, and The Awful Aardvarks series, that through the art of fiction portray rural life to children who live increasingly in urban and suburban centers, and Whereas, she spearheaded a unique literary project as the editorial coordinator of a book entitled In Every Tiny Grain of Sand: A Child’s Book of Prayers and Praise, featuring, as Reeve Lindbergh writes in the volume’s foreword, “a collection of prayers and poems and other writings gathered from many different sources” that is organized by four themes for the day, night, home, and earth, and that is illustrated exquisitely, and Whereas, Reeve Lindbergh is the former chair of the St. Johnsbury Athenaeum board of trustees on which she continues to serve, serves on the Lyndon State College Board of Visitors, and has helped showcase Lyndon State College’s many academic and economic contributions to Vermont as a demonstration of this educational institution’s intellectual vibrancy and importance to both the Northeast Kingdom and the state, and Whereas, she serves on the board of the Charles and Anne Morrow Lindbergh Foundation that allocates significant financial assistance to many worthy individuals, and Whereas, Nathaniel (Nat) Tripp’s books focus on major issues of national concern, both historic and contemporary, including: Father, Soldier, Son: Memoir of a Platoon Leader in Vietnam (which was awarded a New York Times Notable Book of the Year designation), and Confluence: A River, The Environment, Politics & The Fate of All Humanity, which calls for action to restore the water quality of the Connecticut River, and Whereas, Nat Tripp’s concern for the ecological health of the Connecticut River extends far beyond the printed page as he has played an instrumental role in the Connecticut River Byways initiative, chairing the council overseeing this project; and he also sits on the Connecticut River Joint Commission, and Whereas, he has worked to preserve the Northeast Kingdom’s railroad heritage as a founder of the St. Johnsbury Railroad Heritage Society; sought to

- 169 - expand the local economic base as a member of the St. Johnsbury Works; and promoted the importance of natural history education as a member of the Fairbanks Museum’s board of trustees, and Whereas, each of these distinguished Vermonters is a worthy recipient of this honor, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Reeve Lindbergh and Nathaniel Tripp on their designation as the Northeast Chamber of Commerce’s 2007 Citizens of the Year, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Reeve Lindbergh and Nat Tripp. H.C.R. 101 House concurrent resolution congratulating Katie Sullivan on being named the 2007 Vermont Teacher of the Year Offered by: Representative Hosford of Waitsfield Whereas, the Vermont Teacher of the Year award recognizes a public school teacher who has demonstrated pedagogic and leadership skills that are in a class far above the typical instructor’s, and Whereas, after extensive deliberations, the judging panel announced that Warren School faculty member, Katie Sullivan, is the 2007 Vermont Teacher of the Year, and Whereas, the results from the 2005 NECAP testing recorded that students at the Warren School earned top scores in the Washington West school district for reading and writing and were tied for first place in math, and Whereas, in 2005, the Vermont Business Roundtable named the Warren School as one of only 15 elementary schools in the state to earn its Medallion Quality School award, and Whereas, these academic accomplishments are attributable in considerable measure to Katie Sullivan’s dynamic leadership in multiple facets of teaching students at the Warren School, and Whereas, Katie Sullivan is a member of the Warren School’s school improvement action planning team and has served as a Vermont math professional development leader for both her own school and other central Vermont elementary schools, and Whereas, she has spearheaded her school’s in-house teacher monitoring program, and

- 170 - Whereas, outside the Warren School’s classrooms, Katie Sullivan graduated from the University of Vermont’s Vermont Mathematic Initiative; completed the Responsive Classroom course; has participated in the Vermont Lifeskills Scoring Institute; and has been a leader in the Washington West district’s scoring of students’ math and writing portfolios, and Whereas, Katie Sullivan has mentored student teachers from area colleges; was named the U.S. Environmental Agency’s 1999 Environmental Educator of the Year; and was designated a finalist for the 2001 Presidential Award for Excellence in Mathematics and Science Teaching, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Katie Sullivan on being named the 2007 Vermont Teacher of the Year, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Katie Sullivan at the Warren School. H.C.R. 103 House concurrent resolution honoring former speaker of the house Stephan Morse for his outstanding leadership as president of the Windham Foundation Offered by: Representatives Obuchowski of Rockingham, Deen of Westminster, Edwards of Brattleboro, Hube of Londonderry, Manwaring of Wilmington, Marek of Newfane, Milkey of Brattleboro, Moran of Wardsboro, Mrowicki of Putney, O'Donnell of Vernon, Partridge of Windham, Pillsbury of Brattleboro and Symington of Jericho Offered by: Senators Shumlin and White Whereas, former representative Stephan Morse of Newfane proved to be extraordinarily adept at the legislative process, winning the respect and esteem of his colleagues who elected him to the offices of assistant majority leader, majority leader, and ultimately Speaker for the 1981 and 1983 bienniums, and Whereas, his immersion in the legislature’s public policy deliberations provided an ideal preparation for his role as the president of the nonprofit Windham Foundation that operates several for-profit businesses including the Old Tavern at Grafton, the Grafton Cheese Company, and the Grafton Village Nursery; has restored many historic structures in the village of Grafton; and directs a variety of projects designed to “benefit the general welfare of Vermont and Vermonters,” and Whereas, his expertise proved most beneficial in directing the foundation’s Grafton Conference Project which was established as a framework for statewide forums intended “to address public policy issues that affect all Vermonters” with the intent of fostering discussions “that might lead to unique Vermont solutions,” and Whereas, these two-day informal conferences are held at the Old Tavern in Grafton and are conducted as “free-flowing” and “self-directed” discussions with participants who are selected for their familiarity with a specific conference’s topic, and

- 173 - Whereas, Stephan Morse’s upcoming retirement as president of the Windham Foundation has prompted the Snelling Center to host a panel discussion on Thursday, April 5, at the University of Vermont, entitled “The Grafton Conference: A History of Advancing Policy Conversations in Vermont, 1984–2007,” and Whereas, the Snelling Center event will highlight Stephan Morse’s and the Windham Foundation’s special contribution to public discourse in Vermont, and Whereas, Stephan Morse’s dynamic leadership of the Windham Foundation deserves special recognition as it draws to a close, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly honors former speaker of the house Stephan Morse for his outstanding leadership as president of the Windham Foundation, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Stephan Morse at the Windham Foundation in Grafton. Clark’s military and teaching skills and assigned him to the United States Military Academy at West Point to train cadets, and Whereas, at the conclusion of his first tour of duty, Sgt. Clark reenlisted and was again assigned to Iraq as a member of the 101st Airborne Division, and Whereas, on Sunday, August 6, 2006, two other soldiers and he were killed when an improvised explosive device hit the Humvee in which they were riding near Baghdad, and Whereas, Sgt. Clark performed his duties meritoriously, and, in addition to the Purple Heart he was awarded during initial deployment to Iraq, he was also the recipient of an army commendation medal with valor, a bronze star medal, and a second, posthumous, Purple Heart, and Whereas, he will not fulfill his dream of returning home to pursue his interest in fire rescue, a path he felt strongly about, and Whereas, Carlton Clark’s parents, Alan and Kathleen Clark, his sisters, Amy Eaton and Jennifer Clark, his grandmother, Jean Clark, and his former high school classmates in Sharon and South Royalton have wonderful and fond memories of this outstanding Vermonter, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly extends its most sincere condolences to the family of Sgt. Carlton A. Clark of Sharon, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Alan and Kathleen Clark in Sharon. H.C.R. 105 House concurrent resolution in memory of Donald Maley Offered by: Representatives Donovan of Burlington, Condon of Colchester and Godin of Milton Whereas, Donald Maley was a teacher, coach, and school administrator in the Vermont public schools for over three decades, and Whereas, after graduating from high school in Great Barrington, Massachusetts, as class valedictorian in the midst of the depression, Don

- 176 - Maley worked at a local hotel before being offered an athletic scholarship to attend the University of Vermont (UVM), and Whereas, on his arrival at UVM, Don Maley studied hard and played football, basketball, and baseball enthusiastically and vigorously, developing the knowledge that he would draw upon during his high school coaching career, and Whereas, the athletic legacy Don Maley left to the university was recognized in 1977 when he was inducted into the UVM Athletic Hall of Fame, and Whereas, after earning his undergraduate degree at UVM in 1941 and marrying his college sweetheart, Rita Mahoney, Don Maley headed south to Woodstock where he had accepted a teaching and coaching position that commenced the following September, and Whereas, with the onset of World War II, Don Maley enlisted in the U.S. Army and was posted to the Aleutian Islands before his honorable discharge in 1946, and Whereas, returning to Vermont, his scholastic career began in earnest at the former Cathedral High School where he was employed as both a classroom teacher and a coach for three sports, and Whereas, when the Korean conflict arose, Don Maley was called back into military service, and Whereas, once discharged, he came home to Vermont and assumed the principal’s position at the former Swanton High School, and Whereas, Don Maley returned to teaching and coaching in 1953 as a member of the Burlington High School faculty, guiding the school’s boys’ basketball team to the 1955 state championship, and Whereas, in 1961, he became a charter member of the South Burlington High School faculty where he continued his role as a teacher and coach until his retirement in 1977, and Whereas, since his retirement, Don Maley had operated a wholesale tackle business and been an active parishioner of Christ the King Church in Burlington, and Whereas, the present generation of high school basketball coaches paid homage to Don Maley and his outstanding career when the association honored him posthumously when it inducted him into the Vermont Coaches Hall of Fame, and Whereas, he was known to his many friends as a keen prognosticator of the sport of kings, especially during the Saratoga racing season, and - 177 - Whereas, his wife, Rita, survives him as do their eight children, Mary Jo, John, Kevin, Donald, Joseph, Deirdre, Michaella, and Martin, 18 grandchildren, and five great-grandchildren, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly extends its sincere condolences to Rita Maley, her children, and grandchildren, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Rita Maley in Burlington and to each of her children. H.C.R. 107 House concurrent resolution congratulating the Burr and Burton Academy Bulldogs 2007 Division II championship boys’ ice hockey team Offered by: Representatives Livingston of Manchester, Corcoran of Bennington, Hube of Londonderry, Krawczyk of Bennington and Morrissey of Bennington Offered by: Senators Hartwell and Sears Whereas, the 2006–2007 Burr and Burton boys’ ice hockey team shone on the ice all season long, and Whereas, having defeated their opponents in each succeeding round of playoff competition, the second-seeded Bulldogs faced their final challenge, namely, to defeat the first-seeded Colchester High School Lakers, the 2005–2006 Division II title holders, and Whereas, when the two teams and their many fans gathered at Gutterson Field House in Burlington for the decisive game, they could not have imagined a more thrilling conclusion, and Whereas, following a scoreless opening period, at 6:57 in the second period, Bulldog Trevor Pollock, having received the puck on a pass from teammate Shane Daiek, scored the evening’s first point when the puck ultimately settled into the net, despite the Laker goalie’s deflecting it away, and Whereas, five minutes later, Shane Daiek had his own moment of glory scoring the Bulldogs’ second goal, and Whereas, Colchester was hardly finished as the Lakers took advantage of a power play early in the third period to score their first goal, and then, at 11:07 of the third period, tied the game at 2–all, and Whereas, both the balance of regulation play and the first overtime period were displays of intensive but scoreless ice hockey, and Whereas, the exhausted but determined Bulldogs capped an amazing evening on the ice when Burr and Burton’s Christopher Coppin scored the winning goal at 3:15 in the second overtime period, giving the Bulldogs the 2007 Division II championship and a memorable 18-3-1 season, and

H.C.R. 109 House concurrent resolution congratulating the 2007 Crossett Brook Middle School Odyssey of the Mind state championship team Offered by: Representatives Minter of Waterbury and Dostis of Waterbury Whereas, Odyssey of the Mind (OM) is an academic competition that challenges students to solve problems through the development and performance of multifaceted presentations, and Whereas, the 2007 Vermont state championship tournament was held at Champlain Valley High School on March 10 and attracted over 100 OM teams from schools throughout the state, and Whereas, the challenge presented to the participating students was to create a humorous performance, not exceeding eight minutes in length, depicting a - 181 - self-centered character who takes advantage of others on three occasions but is ultimately caught, and Whereas, one of the four teams that represented the Crossett Brook Middle School in Duxbury, and was comprised of students Fallon Gallagher, Tyler Miles, Al Mireault, Yuka Oiwa, and Cosmo Rappaport, incorporated the challenge scenario into the specific theme of commercial television’s exploitation of public consumers, and Whereas, the students’ underlying premise was that the media has goals, namely to gain money, power, “and to destroy all human imagination to control the masses,” and Whereas, over 300 team-member-created computerized images were projected as animated commercials onto individuals playing the role of a television, and Whereas, the judges were so impressed with the team’s ingenuity and innovative approach to the challenge that they awarded the Crossett Brook team the first place prize, and, in addition, they awarded this outstanding group of young brainstormers the overall tournament champions designation and the Ranatra Fusca trophy for exceptional creativity, and Whereas, the team is fundraising in order to participate in the OM world finals to be held in East Lansing, Michigan in late May, and Whereas, coaches Gina Mireault, Michelle Miles, and John Gallagher in association with faculty member Stacey Blue enabled these youngsters to explore and reach new plateaus of creativity, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates the 2007 Crossett Brook Middle School Odyssey of the Mind state championship team, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to each youngster named in this resolution, and to Stacey Blue at the Crossett Brook Middle School in Duxbury. - 182 - Whereas, a native of Franklin, she relocated to Windsor as a young child and graduated from Windsor High School, and Whereas, her administrative talents, gained from her work in the private sector, were recognized at the town clerk’s office, and she was hired to fill the position of assistant town clerk, and Whereas, after five years working as assistant town clerk, and earning the respect of the local citizenry, Gloria Tansey stood successfully for election as Windsor town clerk, and Whereas, she proceeded to manage Windsor’s town affairs honestly, efficiently, and in a highly professional way, and Whereas, after a 15-year tenure as Windsor town clerk, Gloria Tansey concluded her 20 years in own government when she decided not to seek reelection on Town Meeting Day in March 2000, and Whereas, outside her municipal duties, Gloria Tansey was an active member of both the Windsor Booster Club and the local American Legion, and a parishioner at St. Francis of Assisi Church, and Whereas, her special passion was the Windsor Rotary in whose activities she participated with great enthusiasm, and she became a star fundraiser for the organization’s community and international assistance activities, and Whereas, the Windsor Rotary honored Gloria Tansey when it designated her as a Paul Harris Fellow, Rotary’s highest honor, and she also served as the local Rotary president, and Whereas, a personally rewarding fundraising endeavor involving both Rotarians and other local residents occurred when Gloria Tansey spearheaded the financing of medical support for a young Ecuadorian child suffering from scoliosis, and Whereas, Gloria Tansey’s recent death marks the passing of one of Windsor’s most respected and outgoing citizens, and her family, including her husband, William Tansey, five children, Patrick, John, Michael, Joseph, and Maureen, eight grandchildren, and one great-grandchild, as well as her many friends, will all miss her, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly extends its condolences to the family of Gloria Tansey, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to William Tansey in Windsor.

Abraham’s tournament victories as the Eagles allowed only five runs in four games while scoring a grand total of 28, and Whereas, Eagle sophomore pitcher, Greg Lutton, who struck out eight, was among the new talent on the field in the decisive championship contest played against Peoples Academy at Centennial Field in Burlington, and Whereas, all of the Eagles’ offensive brilliance occurred in the bottom of the third as two consecutive batters hit singles and promptly stole second base which enabled the lead runner to come home on a teammate’s sacrifice ground ball to shortstop, and Whereas, after the Peoples pitcher allowed two Eagles to reach base on walks, the first intentionally and the second not by design, Mt. Abraham’s Jordan Estey, who was playing despite an ankle sprain, connected with a sacrifice hit, scoring the runner from third, and the two Eagles still on base crossed home when Greg Lutton aided his own cause with a clean double to right field, and Whereas, no more runs were required as Mt. Abraham Union High School won the game 4–0 and the 2006 Division II baseball championship, and Whereas, the entire 2006 Mt. Abraham earned the fourth seed in the Division II playoffs and, ultimately, entry into the championship contest against the second-seeded Springfield High School Cosmos, and Whereas, the well-prepared Mt. Abraham Eagles demonstrated their right to retain the championship designation when Amanda Shaw assisted teammate Mesa Dobek who scored the opening goal early in the first period, and Whereas, most of the game featured the Eagles’ outstanding defense as the Cosmos were able to muster only a single shot on goal and penalty corner kick, respectively, and Whereas, in the final minute of regulation play, Eagle Kaitlyn Bedell sent a free hit to teammate Amanda Shaw who forwarded the ball on to Mt. Abraham’s Jade Dingler who, in turn, scored the season’s final goal with just four seconds left on the official clock, and Whereas, the triumphant 2006 field hockey season ended with Mt. Abraham finishing the year with an outstanding 9–5–3 record and a fifth consecutive Division II championship trophy, and

H.C.R. 114 House concurrent resolution congratulating Carol Eckels on being named the 2007 Vermont Elementary Principal of the Year Offered by: Representative Jewett of Ripton Offered by: Senators Ayer and Giard Whereas, the Leicester Central School was in need of remedial assistance after it failed to achieve Adequate Yearly Progress designation as required under the federal No Child Left Behind Act, due to below standard math and reading scores, and Whereas, in order to gain the federal designation, Leicester’s principal Carol Eckels began a conscientious effort to strengthen the curriculum, and Whereas, Carol Eckels was well-qualified to tackle the challenges of the Leicester school having both the classroom and administrative experience necessary to improve the school’s academic status, and Whereas, her background in mathematics is especially impressive as she taught the subject at Vergennes Union High School for many years and is a veteran faculty member of the Vermont Mathematics Initiative that offers specialized courses in math education for elementary and secondary school teachers, and Whereas, from an administrative perspective, Carol Eckels chaired the Mary Hogan Elementary School board in Middlebury for 17 years, and

- 187 - Whereas, Carol Eckels worked with students on an individual and group basis to improve their scholastic aptitude, and Whereas, the entire faculty attended a reading seminar in New York state in order to become acquainted with new teaching methods, and Whereas, she brought in an outside expert to examine behavior problems at the school and tracked disciplinary problems, carefully documenting reductions as the situation improved, and Whereas, through the diligent efforts of the school’s faculty and staff under Carol Eckels’ outstanding leadership, the Leicester Central School’s academic performance improved considerably, and its students are now achieving the required federal standards, and Whereas, she has broadened the students’ vistas and introduced a major arts component into the curriculum, including field trips to artistic venues, and Whereas, in recognition of Carol Eckels’ great work improving the Leicester Central School’s curriculum, student performance, and individual deportment, the Vermont Principal’s Association has awarded her its Henry Giauque Memorial Award, designating her the 2007 Vermont Elementary School Principal of the Year, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Carol Eckels on being named the 2007 Vermont Elementary Principal of the Year, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Carol Eckels at the Leicester Central School. H.C.R. 115 House concurrent resolution congratulating the 2007 Woodstock Union High School Wasps girls’ Nordic and boys’ alpine state championship ski teams Offered by: Representatives Clarkson of Woodstock, Chen of Mendon, Mitchell of Barnard and Sweaney of Windsor Offered by: Senators Campbell, McCormack and Nitka Whereas, the 2006–2007 winter season was bereft of substantial amounts of snow until the Valentine’s Day’s blizzard, and Whereas, despite the poor natural surface conditions, the Woodstock girls’ team improvised and discovered suitable substitutes until they were awarded with a natural snow course on the first day of the state championship tournament at Bolton Valley, and

- 188 - Whereas, the first day of the state competition featured the skating technique in which the skiers do not apply grip wax to their skis and ski in motion similar to ice skating, and Whereas, the morning competition consisted of individual racing in which Woodstock’s Nika Meyers led the Wasps with an 8th place finish, and the team’s overall results enabled Woodstock to enter the afternoon’s team relay with the overall lead, and Whereas, the Wasps won first place in the team relays, and they departed Bolton Valley in high spirits anticipating the classical technique event, in which grip wax is applied to skis and racers ski on parallel tracks, at Prospect Mountain near Bennington, and Whereas, Prospect Mountain proved an equally friendly skiing venue, and the team’s point advantage further increased after the Wasps’ strong performance in the morning’s individual race, and Whereas, in the tournament’s final event, the afternoon classical relay, Woodstock skied to the finish line with a comfortable lead, of over two minutes, and Whereas, as a result of strong Nordic skiing skills and a true team effort under the leadership of Coach Robin Ellison, the Woodstock girls’ Nordic skiers, including Camille Anderson, Nika Meyers, Phebe Meyers, Kristin Hagenbarth, Monique Hanson, Zoe Isaacs, Hali Roy, Sarah Andrews, Erika Johnson, Meg Miller, and Melissa Werle, were able to capture the state title, and Whereas, the boys’ alpine ski team, having won the southern district championship held at Bromley and Pico in late February, was excited at the prospect of proceeding on to the state championship conducted at the Pico ski resort, and Whereas, at the state championship, the morning giant slalom racing concluded with Woodstock trailing Rutland High School by 12 points, and Whereas, this temporary setback did not deter the boy Wasps from aspiring to win the state title, and Whereas, Woodstock’s afternoon slalom runs were swift and steady as Sam Scheu captured the third individual ranking, and he assisted his teammates in more than overcoming their morning point deficit and winning the state championship 89 to 108, and Whereas, the Wasp boy alpine skiers, including Sean Bjornsson, Michael Boisvert, Colton Blackman, Henry Farrand, Kyle Finneron, Jason Gravel, Chuck Harris, Matt Kempson, CJ Kimbell, Brogan McGrath, Benn Mapes,

H.C.R. 116 House concurrent resolution congratulating Taylor Horn on winning the 2007 Vermont championship of the National Geographic Bee Offered by: Representative Marek of Newfane Whereas, geographic education is an important component in the modern educational curriculum as students prepare to enter an increasingly interconnected world, and Whereas, the National Geographic Bee provides an exciting opportunity for students in middle school grades to pursue an in-depth exploration of the world’s geography and participate in a national scholastic competition in which the breadth of their geographic knowledge is scrutinized thoroughly, and Whereas, student participation in this National Geographic Society project is facilitated through individual school and state geography bees, and Whereas, on Friday, March 30, the Vermont state championship of the National Geographic Bee was held on the University of Vermont campus, and Whereas, after multiple rounds of intense and obscure inquiries that touched on many nations throughout the world, Taylor Horn of Townshend and an eighth grader at Leland & Gray Union High School, was declared the winner, and Whereas, his final correct response demonstrated the detailed scope of his geographic studies when he stated that the Jin Mao Tower, which contains the world’s highest hotel rooms, is located in Shanghai, China, and Whereas, in recognition of his first-place ranking, Taylor Horn was awarded a $100 prize and an all-expense paid trip to our nation’s capital to represent Vermont in the National Geographic Bee, and to compete for a $25,000.00 college scholarship, and

- 190 - Whereas, Taylor Horn’s success in this educationally meritorious competition can motivate other Vermont youngsters to participate in the National Geographic Bee, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Taylor Horn on winning the 2007 Vermont championship of the National Geographic Bee and wishes him the best of success in the national competition in Washington, D.C. and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Taylor Horn at Leland & Gray Union High School in Townshend.
