1. Do I need to register the event of Birth in my family ? Yes. You are legally bound to register every Birth in your family under Registration of Births and Deaths Act, 1969 and Delhi Registration of Births and Deaths Rules, 1999. 2. What are the advantages of Registration of Birth? Birth certificate is necessary for personal identification and protection of the person concerned in the following ways:

(i) TO PROVE THE FACT OF BIRTH FOR a) Parentage and family relationship. b) Settlement of inheritance and property right etc.

(ii) TO ESTABLISH THE DATE OF BIRTH FOR a) Admission to schools. b) Admission to Govt./Semi Govt./Private Service. c) Recruitment in Army. d) Right to vote. e) Taking an insurance policy. f) Obtaining driving licenses. g) Other purposes where maximum or minimum age limits are prescribed. h) Claiming right to marry after attaining marriageable age etc.

(iii) TO PROVE THE PLACE OR BIRTH FOR a) Right to vote. b) Domicile. c) Passport etc. 3. Whom should I approach for registration of Births ? You need to inform within 21 days - Case 1 In the case of a birth at an institution such as a hospital/nursing home, etc., registration has to be done by the concerned institution itself. Case 2 The Vaccinator of the Vaccination Center of your area and at Citizen Service Bureau or at any of the 186 Registration Centers for Registration of birth/deaths/still births occurring at home. The facility is now also available on the Internet. 4. Who is required to inform the occurrence of the Birth ? (i) Head of the House or nearest relative of the head of the house or oldest person in the family in case the event is occurring in the house. (ii) Medical officer in-charge or any other officer authorized by him, in case of institutional event. (iii) The Jailor in case the event occurs in Jail, Person In-charge in case the event occurs hostel, dharmasala, boarding house, lodging house etc. Person In-charge of the vehicle in case of a moving vehicle. 5. What documents should I produce for the registration procedure ? The physical form for reporting the birth. 6. Whom should I approach for issue of birth certificate ? The Birth certificate can be obtained from the Citizen Service Bureau. 7. What fee should I pay for obtaining the copies of certificate ? Rs.15/- per copy plus service charges of Rs.5/-. 8. Is there any rule for registering after due date ? Yes. There is a prescribed rule and fee structure for late registration and submission of required documents and Permission from competent authority has to be obtained. 9. What documents should I produce for late registration ? a). A birth can be registered after 21 days but before 30 days of occurrence on payment of late fee. b). A birth can be registered after 30 days but before 1 year of occurrence after obtaining written permission from the Registrar and on payment of late fee. c). A birth can be registered after 1 year of occurrence after obtaining an order from the Area Magistrate (i.e. SDM of the first class or a Presidency Magistrate) and on payment of late fee. 10. Can I know the fee structure for registration, please ? a). Registration within a period of 21 days of occurrence - No fees b). Registration after 21 days but before 30 days of occurrence - Rs.5/- c). Registration after 30 days but before 1 year of occurrence - Rs.10/- d). Registration after 1 year of occurrence - Rs.20/- e). Service charge of Rs.5/-. 11. Can I add the name of the child in Birth record ? a). Yes, within 1 year of the birth the name can be added at any Citizen Service Bureau or through the internet. An application form has to be submitted. b). After 1 year but within 15 years, the same can be added at any Citizen Service Bureau, on payment of late fee and submission of an application form. 12. How long will it take to make a registration ? The registration of birth will be made on the day the physical form of reporting the birth is submitted. 13. Are changes allowed on the certificate ? Changes in the certificate can be undertaken at any of the CSBs on a written request along with affidavit and undertaking from the informant. 14. Where/whom should I approach for the changes ? You can contact any of the CSBs.
