0804 October Council Meeting Called to Order: by D/C Kenneth Smith, AP

Invocation by P/D/C Duane Leathers, AP Pledge of Allegiance to the Flag of the United States of America led by P/D/C Connie Johnson, SN Introduction by D/C Smith of the Chief’s Rep, C/C Robert Baldridge, SN Further introductions of the District 28 Bridge officers present: Special Introduction of P/D/C Connie Johnson, SN, as DXO-ProTem

Motion [Unanimous Consent (U.C.)] by D/C “Without objection, the order of business may be varied to expedite the meeting”. No Objections noted. Motion Carried

D/C Smith had D/Sec Bill Johnson, SN make the announcement about motions and voting. D/Sec Johnson announced that all motions shall be written on forms or paper and handed to the presiding officer after being recognized and moving them to the assembly Council Voting is restricted to the District Bridge, Chairman of the General Committees, the most immediate P/D/C willing to serve (P/D/C Richard Cross, JN), Squadron Commanders D/Sec Johnson announced that the Council had a quorum present.

D/C Smith announced the appointment of P/D/C Connie Johnson, SN as District Executive Officer for this meeting and the remainder of the Watch year if necessary. Due to conflicts with her other positions on National Nominating Committee and District Nominating Committee, she cannot hold the official Elected position. Any member willing to volunteer to appointment to this position is welcomed at any time.

0809 Motion by D/C Smith, For the Council to certify P/D/C Johnson for this position until a permanent replacement is found or the end of the Watch Year. Motion Carried

D/C Smith asked D/Sec Johnson if the Minutes to the 1 March 2014 Conference have been published according to the Bylaws. D/Sec Johnson stated they had.

0810 Motion [Unanimous Consent (U.C.)] by D/C Smith to approve of the 2014 Spring Conference Minutes as published No Corrections Noted Motion Carried

D/C Smith requested a representative of the San Luis Rey Squadron to present the 2015 Spring Conference Budget for Approval at this Council.

P/D/C Adriaan Veldhuisen, SN came forward as the squadron representative. The 2015 Spring Conference Dates are 06 & 07 March 2015, conference hotel is the Tamarack Beach Hotel, Carlsbad, CA. Due to difficulties of finding a location to host our conference for size, room requirements and budget wanted, they had to separate the hotel from the meeting/dinner locations. Friday will have a hospitality room with an expected attendance of 50. The room cost of $250 will be incurred by the squadron. The conference will have coffee, a Member’s lunch, Spouse’s event (Lunch & wine tasting at the Orfelia Winery). Dinner will be a Dini’s By the Sea Bistro, then the final activities for the Conference, which will incur a cost of $250 that will be addressed at the Fall Conference.

D/C Smith requested a representative of Balboa Squadron to report on the 2014 Spring Conference Budget. P/D/C Lou Loth, AP reported for the Squadron. He stated the Conference suffered a loss of approximately $261.00. D/C Smith deferred most department and all Squadron reports due to the Conference immediately following this Council. D/C called for the IT Committee Report. IT Committee: Stf/C Bill Johnson, SN reported. South Bay squadron had a IT listing issue that was corrected. The Phoenix Website went off-line for about 10 days, but is online now. D/C Smith handed out a questionnaire about the Electronic Meetings for the Council and other attendees to fill out for the Conference Breakout Meeting. NEW BUSINESS: 0835 Motion by P/D/C Veldhuisen on behalf of the San Luis Rey Squadron Conference Committee, to: “District shall provide a stipend to the hosting Squadron, not to exceed $250.00, to assist in covering the cost of renting the meeting facilities that are used exclusively for the District meeting, not compensated by the hotel. This stipend will be awarded upon submission of proof of payment by the Squadron Treasurer.” Some Debate by Members

0844 Motion to Amend the Motion by P/D/C Loth, to Delete “ hosting Squadron” and insert “San Luis Rey Squadron for the Spring 2015 Conference”. Motion Seconded: Some Debate by Members Motion for Amendment Failed

0846 Original Motion by P/D/C Veldhuisen on behalf of the San Luis Rey Squadron Conference Committee, to: “District shall provide a stipend to the hosting Squadron, not to exceed $250.00, to assist in covering the cost of renting the meeting facilities that are used exclusively for the District meeting, not compensated by the hotel.
