2017/03 ANDERBY PARISH COUNCIL
MINUTES OF THE MEETING OF ANDERBY PARISH COUNCIL HELD AT 7.00pm ON 20th MARCH 2017 AT ANDERBY VILLAGE HALL
Present: Councillors: Pete Woollven (Chairman), Gill Henshaw, Jo Sharp, Jo Longson, and Graham Fisher Also present County Cllr Colin Davie, Dist Cllr Paul Hibbert-Greaves and 4 members of the public.
CHAIRMAN’S REMARKS The Chairman thanked those present and invited members of the public to speak.
PUBLIC FORUM A member of the public asked if the council could do anything about the very loud bird scarers. Cllr Sharp also reported that she had experience of this but had spoken to the farmer who had agreed to turn them down. Cllr Henshaw would take this up with the farmer responsible.

2. DECLARATION OF INTEREST – None
3. NOTES OF LAST MEETING The Minutes of the meeting held on the 20th February 2017 were unanimously approved and signed by the Chairman.
4. CLERK’S REPORT ON MATTERS OUTSTANDING The Chairman reported that the matter of fireworks had been taken up with other parishes and none of them had a fireworks ban. There was no legislation in place which could be used to get a fireworks ban and therefore Anderby council would not be taking this further. The sand at Moggs Eye had been replaced by the Environment Agency who had done this “as a gesture of goodwill”. The Chairman noted that this is the Environment Agency’s responsibility and should be done by them as part of their duty but he was disappointed that Innogy who had caused the damage in the first place had not been forced to put right the damage. Any other items were on the agenda.
5. TO RECEIVE REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES County Cllr Davie noted that: he had attended the Coastal Flood Forum and the Police Forum. It had been agreed with the Police Commissioner that this event will be held annually and the Chief of Police would attend next year. This council is coming to an end and they are preparing for elections. Discussions are taking place with the Environment Agency for the long term strategies for the coastal defences. District Cllr Hibbert-Greaves reported that they are putting in an application to BID (Business Improvement District) for investment in Chapel-St-Leonards and Anderby.
6. REPORTS FROM OTHER MEETINGS Cllr Henshaw reported that she had attended the Lincolnshire Enterprise forum and had picked up useful information on grants for business development.
Page 1 of 3 The Chairman reported that he and Cllr Sharp had attended a meeting on Anderby Car Park with the director of London Resilience and Birmingham Resilience who were extremely interested in the way AVERT works. The Chairman, Cllr Fisher and the clerk had attended the Police Forum which was really interesting and informative. The Police Commissioner made a commitment to get out into the rural areas.
7. CORRESPONDENCE Copy of a letter sent to residents of Sandy Lane from Lincolnshire County Council Environment Services stated that on inspection of the dunes it had been noted that a gate and barriers off Sandy Lane were on council land. The Chairman noted that these items were to be removed by the 1st April.
8. FINANCE a) The financial statement to the 20th April showing a balance of £6748.81 was circulated. The clerk expected no change to this position before the year end. The document would be circulated via email to all councillors for any comments prior to the year end on 31st March. b) Payment was approved for £660 to Cllr Sharp (£390 from the general account for new Anderby Creek sign and £270 from rejuvenation budget) and £90.83 to K Hayes for clerk’s expenses..
9. PLANNING – No planning issues
10. HIGHWAYS & VILLAGE MAINTENANCE a) The Chairman reported that during a beach clean they had discovered that lots of dog faeces had not been picked up. He urged that members of the public challenge dog walkers allowing their dogs to foul the beach. b) The recycle centre on the car park is to be fitted with a gate and the only people allowed to use it will be the residents with keys. Two waste bins at the top of the pullover were to be moved to car park level making it more difficult for rubbish to blow around. c) There is still no word from Ian Mickleborough with regard to the yellow lines.
11. HORSES ON THE BEACH A 4x4 had been stuck on the beach which had to be removed by a local farmer. Horse riding on the beach could become a danger to children and other users unless the rules were observed. There was a restriction for horses on the beach of between 9 a.m. and 5 p.m. and loading and unloading of horses in the Anderby Creek car park could be dangerous to other members of the public. Moggs Eye had facilities for horse riders and they should be encouraged to use that area. Cllr Henshaw will take this up with the equine population in the area and try and get their help in keeping a code of conduct.
12. NEIGHBOURHOOD WATCH SCHEME Cllr Fisher had spoken to the police and anyone could join the scheme through the web site quite easily if they were interested.
13. GRANT FUNDING / FUNDRAISING There had been very good news that the Tesco application had gained the most votes and they were awarding £5,000 for upgrade of the car parking/picnic area.
14. UPDATE ON AVERT The Chairman had written a guide for parish councils to help them set up their own emergency response team. This has been sent to LALC and LRF for their approval. It is planned that this will be sold for a nominal sum for AVERT funds.
Page 2 of 3 2017/03 15. UPDATE ON REJUVENATION Cllr Sharp reported that a further litter picking exercise would be held this week in Anderby village. She had been looking into a Heritage Lottery grant for renovation of the ancient cross in the churchyard. The Flogas flower bed is to be raised up. The Anderby Creek sign has now been erected. Collection tins had been purchased and would be made ready for distribution to the local businesses.
16. AGM AND PARISH MEETING It was agreed that the same format as last year be used with wine and cheese being provided. The Chairman had been in touch with possible speakers.
17. DATE OF NEXT MEETING It was agreed that the next meeting would be held on Monday 24th April 2017 commencing at the usual time of 7.00 p.m.
18. OTHER MATTERS FOR DISCUSSION OR NEXT AGENDA It was noted that there was no drainage on the main roads through Anderby.
There being no further business the meeting closed at 8.20 p.m.
