1. Attendance: Jim Dittmeier – Searsport Fire/EMA Amy Fowler – Waldo County Commissioner James Gillway – Searsport Town Manager Peter Goodwin – General Alum Chemical Lucky Greenleaf – Education (Ret.) Scott Allocca – Fairpoint Jim Richards – Belfast Fire Department Bruce Starrett - Citizen David Diggins – USCG Jason Smilie – USCG Ted Bartlett – Waldo County EMA Richard La Haye, Jr – Searsport Police Department Dale Rowley – Waldo County EMA

2. The meeting was called to order by Bruce Starrett, LEPC Chairman, at 10:08 a.m.

3. The minutes for the March 19, 2009 meeting were accepted.

4. Old Business:

a. Dale and Jim updated the committee on the County Hazmat Team. The trailer and equipment is housed at the Searsport Fire Department. The State will be paying for training once they meet State requirements. A drill is planned for next spring with GAC. The equipment for the Hazmat team is insured by the county insurance pool.

b. Three detour plans have been developed for use in the event of the need to shut down Route 1 in Searsport. Jim Dittmeier hopes to be able to get permanent signage for these routes.

5. New Business:

a. The 2009 LEPC Work Plan was presented and approved.

b. Dale went over the presentation he had prepared for SERC.

c. Dale showed slides from the Knox Hazmat spill and discussed lessons learned. Some of those items that need attention are: more huddles for the leaders, a formal ICP, an operations section chief, scene security, identification vests for key players and an easily identified command post.

6. The meeting was adjourned at 11:05 by Bruce Starrett. The next meeting will be September 17, 2009 at the EMA office.
