ARKANSAS STATE UNIVERSITY Fire Emergency Procedures for All Facilities

I. PURPOSE To provide for emergency fire and rescue protection to the Arkansas State University campus.

II. SITUATION A fire emergency exists on the Arkansas State University Campus whenever there is the presence of:

1. Smoke or the odor of burning. 2. An uncontrolled fire. 3. An imminent fire hazard in the building or surrounding area. 4. A spontaneous or abnormal heating of any material. 5. A fire alarm sounding.

When a fire emergency occurs, there could be students, faculty, and staff trapped requiring fire and rescue operations.

The City of Jonesboro has an organized equipped fire and rescue service, which has secured Mutual Aid Agreements with incorporated cities and towns in Craighead County as well as nearby cities and towns in adjoining counties. These agreements will provide the University campuses with fire and rescue capabilities for campus emergency operations.

III. ASSUMPTIONS

A. Jonesboro Fire Department will provide primary fire and rescue functions for the Arkansas State University Campus. B. State and Federal agencies with fire and rescue capabilities will lend support to the University campus. C. Clearing roads to permit passage of emergency vehicles will be a high priority for the Associate VC for Facilities. D. In the event of a hazardous materials incident/accident involving the Arkansas State University campus, the Jonesboro Fire Department Hazmat Team will respond.

IV. PROCEDURE

In the event of a fire emergency, the University Police Department will:

1. Immediately dispatch an officer to the sight of the fire emergency. 2. Immediately dispatch Jonesboro Fire Department to the sight of the fire emergency 3. Notify maintenance personnel according to facility in the event of actual fire:

4. Notify the University Safety Supervisor in the event of actual fire. 8AM-5PM 972-2862 Cellular Phone 897-7250 Home Phone 781-3884

5. Dispatch additional support, as necessary.

University Hazardous Materials Officer Home - 972-4711 Cell - 879-1574 V. RESPONSIBILITIES

1. University Police Department will: a) Alert and activate the Jonesboro Fire Department. b) Begin building evacuation procedures. c) Assist disabled or injured individuals in the event of evacuation d) Meet the Jonesboro Fire Department on scene and escort the JFD into the facility. e) May disable/reset fire alarm panel when “all clear” is provided by JFD (utilizing guidelines provided for resetting panel). f) Request mutual aid support, as necessary. g) Coordinate with Facilities Management for utilities shutoff, as required h) Coordinate with Jonesboro Police Department for traffic and crowd control as needed. i) Coordinate with Facilities Management for additional traffic and crowd control as needed. j) If hazardous materials are involved, consult with Jonesboro Fire Department and contact University Hazardous Materials Officer.

2. Jonesboro Fire Department will: a) Respond to all fire alarms and emergencies on the University campus. b) Be responsible for providing the “all clear”, which will allow individuals to re-enter the facility. c) Respond to all hazardous material incidents.

3. Maintenance Personnel will: a) Assist in escorting the JFD into the facility as needed. b) Be responsible for resetting the alarm system once the “all clear” is provided by the JFD. Utilizing the attached fire panel protocol. c) Perform utility shutoffs as required.

4. Safety Supervisor will: a) Respond to all fire emergencies. b) Maintain contact with the Jonesboro Fire Marshall or authority on sight and Emergency Personnel. c) Ensure building evacuation is properly conducted. d) Assist UPD with coordination of additional resources if needed. e) Obtain fire reports from JFD and provide copies to UPD and appropriate Administrative Units. f) Inspect affected facilities for safety as soon as possible. g) Review and critique fire operations in conjunction with UPD and update plan with changes in procedures.

5. Facilities Management will:

a) Clear roads to permit passage of emergency vehicles. b) Assist with additional traffic and crowd control as needed.

VI. FIRE DRILL PROCEDURES (DORMITORY FACILITIES)

1) Residence Life Administrative Staff will set Date and Location for Fire Drill 2) Residence Life Administrative Staff will notify RA’s of scheduled Fire drill 3) Residence Life Administrative Staff will notify Residence Life Maintenance Staff of scheduled Fire Drill 4) Residence Life Administrative Staff will notify Safety Officer of scheduled Fire Drill – 972-2862 / 897-7250 (cell) 5) Residence Life Administrative Staff will notify Facilities Management of scheduled Fire Drill – 972-2066 6) Residence Life Administrative Staff will notify University Police of scheduled Fire Drill – 972-2093 7) Residence Life Administrative Staff will notify Jonesboro Fire Department of scheduled Fire Drill – 932-2428 8) Residence Life Administrative Staff or Maintenance Staff will begin Fire Drill by pulling Fire Alarm Pull Station at scheduled time. 9) University Police will deploy an Officer to scene. Officer will enter building, inspect Fire Alarm Panel for Pull Station zone, and notify UPD Dispatcher of fire alarm. 10) UPD Dispatcher will contact the Jonesboro Fire Department at 932-2428, and inform them of University Fire Drill at set location. 11) University Police Officer will exit the building and monitor evacuation process. 12) University Police Officer will assist in the evacuation of any/all persons with disabilities. 13) Upon completion of the Fire Drill, an “all clear” will be sounded by the UPD officer with assistance from the Residence Life Administrative and Maintenance Staff personnel. 14) All paperwork, to include Fire Drill Evaluation Forms, notes. etc., will be filed in the Residence Life Office with copies forwarded to the Safety Officer in the Environmental Health & Safety office.

VII. FIRE DRILL PROCEDURES (ALL OTHER FACILITIES)

1) University Safety Officer will set Date and Location for Fire Drill 2) University Safety Officer will notify Building Liaison of scheduled Fire Drill 3) University Safety Officer will notify Facilities Management Maintenance Staff of scheduled Fire Drill – 972-2066 4) University Safety Officer will notify University Police of scheduled Fire Drill – 972-2093 5) University Safety Officer will notify Jonesboro Fire Department of scheduled Fire Drill – 932-2428 6) University Safety Officer or Facilities Management Maintenance Staff will begin Fire Drill by pulling Fire Alarm Pull Station at scheduled time. 7) University Police will deploy an Officer to scene. Officer will enter building, inspect Fire Alarm Panel for Pull Station zone, and notify UPD Dispatcher of fire alarm. 8) UPD Dispatcher will contact the Jonesboro Fire Department at 932-2428, and inform them of University Fire Drill at set location. 9) University Police Officer will exit the building and monitor evacuation process. 10) University Police Officer will assist in the evacuation of any/all persons with disabilities. 11) Upon completion of the Fire Drill, an “all clear” will be sounded by the UPD officer with assistance from the University Safety Officer. 12) All paperwork, to include Fire Drill Evaluation Forms, notes. etc., will be filed in the Environmental Health & Safety office.
