Agenda: Topic Responsible Party Josh Kyzer, 1 Welcome Vice-President Stephanie Allen, 2 Roll Call Secretary Minutes of October meeting: Not yet reviewed; to be approved next meeting. Stephanie Allen, 3 Secretary Treasurer’s Report $62,300 - checking $20,000 – HPSF contingency fund $5,000 - legal defense fund Mark Baltes, Trea- 4 $7,200 - savings surer In January, we will put budget on agenda and consider adding monies to HPSF and legal funds, as well as creating separate funds for FINE Grants and for Neighborhood Reinvestment Grant commitments.

Booth Memorial Home update

David & Jonesy spoke with Beth Lassen of Boise’s Historic Preservation Com- mission. She told them an application is being made to add the Booth Home to the National Register of Historic Places, which would make demolition of the main building more difficult. Jeff Olson said a property can’t be added without the property owner’s permission, and it seems unlikely the Salvation Army would David Klinger & 5 agree to it. David and Jonesy are weighing where to go from here – Activism? In- Jonesy formation?

Steve will contact Eileen Clegg of the Boise City Council to find out the city’s po- sition and what’s going on with the process. David and Jonesy will work on pro- viding information to neighbors. Mark will contact Preservation Idaho about get- ting a structural analysis of the main building, perhaps with NENA funding.

Hyde Park Street Fair Committee

2016 review: Carl, Gruntwerks: The books are closed for 2016. City has called us in for a meeting on Dec. 14, but we don’t know the agenda - perhaps parking issue? Carl asked the Board to work on finding a parking solution for vendors. Gruntwerks will create a street-restriction map to share with neighbors. Carl also would like the Board to talk with the city about keeping policing and se- curity levels lower and more affordable.

2017 planning: The new HPSF committee is Jeff O., Nola, Mark, Josh, and 3 Gruntwerks 6 neighbors. & Jeff Olson Coordinator contract: Jim Teeter of Gruntwerks is checking with his insurance company & lawyer. Will set up a meeting with NENA in December to discuss.

Creative: Josh has received proposals from 3 creative agencies for HPSF 2017 design of landing page for website; new branding for HPSF graphics (stage, tent, streetlight banners); poster; T-shirt/sticker/hat design with 60-day lead; manage social media for HPSF. Ballpark estimates are $3,500-$5,000. Josh will send us the proposals, as well as estimates for purchasing new ban- ners, signs, etc.

Historic Preservation Committee

Cell phone tower proposal at YMCA: Verizon is interested in installing tower on Y. They are doing these all over town right now. 35-foot tower, 5 feet taller than the building. Steve will get more information from Verizon and request that any towers be screened/shielded from view. 7 Steve Miller Vinyl windows: There’s a city work session planned to introduce concept of al- lowing vinyl windows in a historic area. The Board’s opinions of this was mixed, agreeing that vinyl windows might be allowable in some instances, but it could also be a slippery slope toward other design exceptions. Steve will attend the work session with an open mind to gather more information.
