MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON 14 JUNE 2017 AT THE VILLAGE HALL, WELLS ROAD, CHILCOMPTON
1. Present: Cllrs. Pike (Chairman), Aldridge, Duggan, Foster, Gill, Mattick, Morgan, Pickford, Rideout and Travis . MDCllrs John & Rachel Carter.
Apologies: Cllr Travis. PCSO Housley.
2. Public Participation (open to anyone, whatever their age): Reem Millington spoke about her concerns of cars speeding through the village especially when children are going to school. Also spoke about her concerns over too many new houses in the village and how it was affecting the class sizes in the school.
3. Minutes of the Previous Ordinary Meeting: Cllr Pickford said on p52 it was ‘post’ not ‘bar’ and the pedestrian crossing light that was out was on the post. With these amendments the minutes were agreed as a true record and signed accordingly.
4. MDCllr Rachel Carter: Said that St Aldhelms would probably go to the MDC planning board in July. The PC then decided that since the developers had made the gesture of reducing the height they would withdraw their request that this go to the board, conditional on the height reduction being in place. Re the road narrowing at Sestri, clerk to write to James Heappey again and to the COE of SCC on the issue. MDCllr John Carter said that he had been working on the 106 play area funds and he believed that their arrival was imminent.
5. Ongoing & Matters Arising:
a) Affordable housing in Parsonage Lane: Now going through. Clerk to write to the developers and tell them that 3 councillors would be attending the open day event in July. Cllrs Foster, Mattick and Pickford expressed an interest.
b) Traffic Safety at Lynch Hill: It had been reported that the pavement scheme is now to go ahead. Timescale – expected end of the year.
c) Police Report: Nicola Housley in a written report – 24/5 report of a collision on the Street. 28/5 Criminal damage at Fry’s Well. 2/6 Noisy party involving youths on Broadway. 9/6 Road traffic collision on Clapton Lane. 11/6 Youths riding motorbikes up and down Parsonage Lane with no helmets.
d) Station Mead Play Area: MDC have now offered to sell the three green spaces at £1 each. Cllr Mattick to check on the price of decommissioning the play area, so that it can happen as soon as the transaction takes place.
e) Wells Road sign: House was being sold, so no longer a problem.
f) Taylor Wimpey: Re 106 play area. The procedure for acquiring the funds has been outlined by MDC and a copy of the 106 has been sent. Mendip are awaiting the funds.
g) Somer Lea: Cllr Rideout had said that it would need to be reseeded in the spring.
h) Frys Well: The new gulley has been done, but there were questions about how it would cope with a good deal of rain.
i) Parsonage Lane: Improving CL5/7C Greenditch Lane to Broadway. Cllr Mattick reported that the fence has been done but work had not started on the path.
j) Phone boxes: The clerk reported that the contract had arrived. Power is to stay on. The potential donor was investigating defibs.

k) Coop yellow lines: Due to be done later this month. It had been agreed that whether this is sufficient would be reviewed in six months time.
l) Fingerposts: It was agreed that Paul Emery should look for a more permanent locking solution. The posts have been realigned.
m) School 106: MDCllr Carter had reported that the money was for the school. Cllr Aldridge said that the school had been refused the money by SCC.
6. Committee reports: The Old Rec – Cllr Rideout said that they were still awaiting the 106 funds before buying more equipment, delayed because SCC do not presently have a 106 officer. There is a need for haste though as there are time specific quotes expiring. Sports – Cllr Morgan reported that the accounts were in better order because of takings from the bar, music events and private parties. Money was going to be spent on improving the acoustics. Speedwatch – Cllr Pike reported that Judith Stanford was the new co-ordinator and that the camera had been handed over. As a consequence this will no longer be a subcommittee of the PC and debated every month, however the PC fully supports Speedwatch and wishes them every success. Clerk and Cllr Morgan to put the new contact details on the website and Facebook. IT – Cllr Gill reported that WiFi had now been installed in the Village Hall. Cllr Gill to contact V.Pugh and let him know. Cllr Gill to liaise with the clerk about organising payment. Remembrance committee – Cllr Pike suggested that it would be a good idea to meet up in the next month. Cllr Pike to contact David Richardson-Aitken about the blue print plan. 7. Litterpicking dates: The consensus was that the spring litterpick had been a success but a little late. Future dates for the village litterpicking were agreed as 14/10/17 and 24/3/18. Cllr Foster said she thought the village could do with acquiring a few more litterpickers. Cllr Foster to do some costings for the next meeting. Clerk to put it on the July agenda. 8. Defib: Cllr Morgan reported that he had received advice on which model to go for in the Street phonebox. An anonymous person had offered to maintain it. Clerk to put purchase of a defib on the agenda for July. 9. Coal Truck: After much discussion about the merits of the truck and the suitability of the location, the PC decided to leave it for the moment, paint it up, and plant it up and then review in six months time. 10.Planning Applications: 2017/1524 Erection of summer house. Old Parsonage, Parsonage Lane. Recommend approval. Subcommittee: 2017/1299 Erection of 1.5 storey dwelling. 55/57 Stockhill Road. Recom- mend refusal. Precedent. Access. Garden grabbing. Village infrastructure.
12. Planning Decisions: 2017/0123 Hardstanding for vehicular parking. 2 Beckford View, Bakers Lane. Approved with conditions. 2017/0489 Reserved matters for Sestri. Broadway. Approved with conditions. 2017/0405 Crown reduction of TPO. Split decision. 2017/1299 Erection of dwelling on

14. Correspondence: Re H. Rowe email about motorbikes on the path, clerk to reply saying obstacles are no good as the whole point is to provide access for pushchairs. Re S.Champion email on dog poo in the Pitchings, clerk to reply saying there is a bin in the church car park. Re S. Winsley email about the state of Carter’s Way, clerk to write to Mendip DC asking them to tidy it up.
15. Any Other Business: Cllr Foster said the school path fence was damaged. Clerk to report. Cllr Foster said that the 8/5/17 email from Harvey Coals suggested there might be a grant available. Cllr Pickford said that people along the Wells Road were upset about the cans and flowers on the pavement. Cllr Pickford reported that daffodils had been taken out of the truck. Cllr Pickford said that Terry Grist should be thanked for the plants. Clerk to do so. Cllr Pickford said that if anyone had any comments about the adopted paths, she would send the reports on. Cllr Morgan reminded cllrs that it was the Great Chilcompton Picnic on Saturday 17th June. Cllr Duggan said that a local resident had asked about joining the PC. Cllr Rideout reported that the glass on the Street noticeboard had been damaged. Clerk to get quote on mending it and also to get quote on cleaning the Village Hall noticeboard. Cllr Rideout reported that a car was still being parked on the pavement behind Waterloo Farm. Clerk to report again to PCSO Housley. Cllr Pike reported that the Bennell phone box was being cleaned. It was reported that people are not being recognised when waiting at the pedestrian crossing.
16. Date of next meeting: This was fixed for Wednesday 12th July 2017. Planning Meeting on Wednesday 28th June 2017. 17. Close: The Chairman closed the meeting at 9.34pm.
