ORDER OF THE TOWN BOARD OF THE TOWN OF ALEXANDRIA REGARDING EXTENSION OF ROUTE 12 SEWER DISTRICT AND INCREASE IN THE MAXIMUM AMOUNT PROPOSED TO BE EXPENDED FOR IMPROVEMENTS THEREIN

At a regular meeting of the Town Board of the Town of Alexandria held at the Town Offices, 46372 County Route 1, Alexandria Bay, New York, on July 26, 2017, there were:

PRESENT:

Dale Hunneyman, Supervisor Brent Sweet, Councilmember Greg Wills, Councilmember John Stine, Councilmember Councilmember

ABSENT: Thomas Petrie, Councilmember

WHEREAS, the Town of Alexandria Route 12 Sewer District 2 was established by Final Order of this Board dated November 6, 2013; and

WHEREAS, this Board has received a request from New York State to extend the boundaries of the Town of Alexandria Route 12 Sewer District 2 to include Keewaydin State Park, being Town of Alexandria tax parcel number 6.00-3-1 and encompassing approximately 174.20 acres; and

WHEREAS, in establishing the Town of Alexandria Route 12 Sewer District 2 this Board determined that the maximum amount proposed to be expended for the improvements therein to be $3,200,000 and, the annual cost to the typical property within the district to be $774, and the annual cost to the typical one or two family home within the district to be $774; and

WHEREAS, this Board has now determined that the maximum amount to be expended for the improvements within the district as proposed has increased and the annual cost to the typical property within the District and the annual cost to the typical one and two family home in the District has increased; and

WHEREAS, a Certain Revised Map, Plan and Report for the proposed extension of the Town of Alexandria Route 12 Sewer District 2 has been prepared by Robert J. Campany, P.E., is dated July, 2017, and has been filed with the Town Clerk for the Town of Alexandria.

NOW, THEREFORE, on motion duly made and seconded it is: FOUND, ORDERED AND DETERMINED that the Revised Map, Plan and Report dated July, 2017, for the proposed extension of the Town of Alexandria Route 12 Sewer District 2 has been duly filed with the Town Clerk as required by law; and it is

FOUND, ORDERED AND DETERMINED that the boundaries of the Town of Alexandria Route 12 Sewer District 2 with the proposed expansion shall be as appear on the revised map filed with the Town Clerk and as described on the attached schedule A; and it is

FOUND, ORDERED AND DETERMINED that the maximum amount proposed to be expended for the improvements within Town of Alexandria Sewer District 2 as extended shall be increased from $3,200,000 to $6,346,965; and it is

FOUND, ORDERED AND DETERMINED that the annual cost of the typical property within the District shall be increased from $774 to $909, and the annual cost of the typical one and two family home within the District shall be increased from $774 to $909; and it is

FOUND, ORDERED AND DETERMINED that the District improvements are proposed to be financed through grant monies and low-cost loans to be received from the United States Department of Agricultural-Rural Utility Services, the New York State Revolving Fund For Waste Water Facilities and the Environmental Quality Bond Act. The remaining portion of the financing (the local share) shall be obtained through long-term municipal bonds; and it is

ORDERED that a public hearing be held on the 16th day of August, 2017, at 6:00 PM at the Town offices, 46372 County Route 1, Alexandria Bay, New York to hear all persons interested in the proposed extension of the Town of Alexandria Route 12 Sewer District 2, the increase in the maximum amount proposed to be expended for the improvements within the District, and the increase in the annual user costs for the typical property within the District and the typical one and two family home within the District; and it is further

ORDERED that the Town Clerk shall cause a copy of this order to be published at least once in the official newspaper for the Town of Alexandria not less than 10 nor more than 20 days before the date set for the hearing, and shall cause a copy hereof to be posted on the signboard of the Town of Alexandria maintained pursuant to the provisions of the Town Law, not less than 10 nor more than 20 days before the date designated for the hearing. A motion to adopt the foregoing resolution was made by Councilman Greg Wills and second by Councilman Brent Sweet , and upon a roll call vote of the Board was duly adopted as follows:
