13.4 - Inspections

Standards and guidelines for Timber Sale Administration.

Standards

A. All employees routinely administering timber sale contracts shall be certified administrators. Standards are in R-9 2409.24 Timber Sale Preparation Handbook.

B. Administrators should carry a field copy of the contract for the sale being administered.

C. *All landing areas, skid routes, and temporary roads will be designated by the timber sale administrator and agreed to by the Purchaser's Representative. Skid and temporary road locations will incorporate grade breaks to minimize the need for waterbars during sale operations. Skid trails may also require conventional or log reinforced waterbars. Use of the logging equipment (skidders, tractors, trucks, pickups, etc.) will be restricted to designated routes and landings. Sidecasting mud from the designated skid route or the running surface of roads will not be permitted.-*

D. Inspect active timber sales at least once per week, more frequently if necessary.

E. Be sure skid trail dips will drain water off road while sale is operating.

F. Ensure that contractural obligations, such as slash disposal and erosion control, are completed in a timely manner.

G. Document, in writing, all instructions, decisions, or other matters that pertain to the contract.

H. Designate for cutting, scale, and charge purchaser for trees not already designated that are, or will be, damaged by the operation.

I. Maintain a complete and accurate sale folder.

II.Guidelines

A. *-The following are indicators that ground conditions may be too wet for timber harvesting. When these indicators become apparent and frequent on a timber sale, they are signals that the operation may be causing unacceptable resource damage.

Indicators:

1) Sidecasing of mud is necessary for more than localized wet spots.

2) It is necessary to take skidders out of designated routes, thereby creating multiple wheel tracks.

3) Rut depth exceeds the ability to shed water from skid roads with waterbars.

4) It is necessary to push or pull trucks to or from the landing areas.-*

B. Bring problems that you cannot resolve to the attention of your supervisor.

C. Help the operator to do a good job when you can under the contract. Show that the contract works for the purchaser's interests as well as those of the government.

D. Be aware of safety hazards when in the vicinity of tree felling or equipment operation.
