Performance Work Group Charter

1. Establishment and Authority

The Operating Committee (OC) initially established the Performance Work Group (PWG), which reports through the Event and Performance Analysis Subcommittee (EPAS).

2. Purpose/Responsibilities

The purpose of the PWG is to: a. Support all WECC members in their individual and combined efforts related to operation of the Western Interconnection. Identify areas where improved interconnection control performance is desired, and recommend performance improvement activities. b. Undertake activities and assignments regarding investigation and analysis of Interconnection control performance. c. Provide a liaison link to the NERC Resources Subcommittee (RS) and report to EPAS on their activities. The PWG shall: a. Perform other functions as may be delegated from by EPAS. b. Support the NERC RS regarding analysis of the Western Interconnection control performance through analysis of: o Area Interchange Error (AIE) o Frequency-Response Characteristic (RMS1, RMS10, etc.) o Inadvertent Interchange o Time Error o Frequency Bias Settings and its derivative o Other surveys as required. c. Provide a summary analysis of disturbances causing frequency deviations as requested by EPAS. d. Create guidelines and lessons learned for the western interconnection as approved by OPEAS.

e. Provide a forum for discussing operating control issues as needed.

3. Committee Composition and Governance

4. Membership a. The PWG shall be comprised of two representatives from each western interconnection sub region (Northwest, Rocky Mountain, California-Mexico, Desert Southwest), one from the Reliability Coordinator, one from the Canadian provinces, and two at large. Preference may be given to WECC representatives that are a member of the NERC Resource Subcommittee. b. The members of the PWG shall be appointed by the Chair, provided they are not employees, contractors, consultants or agents of a transmission provider or of an affiliate of a transmission provider who actively and personally engage on a day-to-day basis in marketing functions. 5. Leadership a. The chair of the EPAS shall appoint one of the PWG members to serve as the PWG’s chair, and one to serve as vice chair. The PWG chair shall appoint a secretary who need not be a director or a committee member. b. The PWG chair shall manage the committee and its meetings. c. The vice chair shall perform the duties of the chair in the chair’s absence or in the event of a vacancy in the office of chair. d. The secretary shall take notes of PWG meetings 6. Meetings a. The PWG shall determine the time of its meetings, provided that it shall meet at least three times per year. Meetings will be held in accordance with the WECC meeting policy. b. A quorum for meetings shall be one third of PWG’s members. c. Action taken by the PWG shall require a majority vote of those members present. d. PWG meetings may be in person or by conference call, as determined by the chair. e. The chair (or designee) shall provide notice of the time and place of all meetings by email to each member of the PWG and shall post notice of all meetings on the WECC website, no later than three (3) days prior to each meeting. An agenda, including identification of the items for which action may be taken, shall be included with the notice.

f. The PWG may hold Closed Sessions in accordance with procedures and requirements set forth in the Board Policy on Closed Sessions.

7. Reporting

The PWG shall report to EPAS on its activities and any recommendations.

8. Review and Changes to the Charter

The PWG shall review this charter as needed and recommend any changes to the EPAS.
