2 Context The British Red Cross (BRC) helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual crises. We enable vulnerable people in the UK and abroad to prepare for and withstand crises in their own communities. When the crisis is over, we help them to recover and move on with their lives. The international work of the BRC is managed by its International Division consisting of around eighty people based in the organisation’s UK Office in London, and by staff employed overseas sup- porting BRC’s programmes, or as delegates to the International Federation of Red Cross and Red Crescent Societies (Federation) or the International Committee of the Red Cross (ICRC).

Scope

The Typhoon Haiyan response in the Philippines is a major emergency context with BRC one of the leading actors within the IFRC’s coordinated operation, providing support to the Philippine Red Cross (PRC). BRC has already provided substantial support to the response phase through the provision of technical specialists in logistics, emergency shelter, communications, information management; in-kind emergency relief stocks and equipment; cash contributions to support the operation including emergency cash grants and PRC running costs. BRC is seeking to consolidate its response to the Typhoon and to establish a dedicated programme team that will take forward further opportunities to support the recovery needs of the affected population over the coming months and years. Current BRC priorities include Livelihoods, Shelter, National Society (NS) support and capacity building, health, WASH, and community preparedness and resilience. Based predominantly in the field, this role will be part of BRC’s Philippine’s Operational Management Team, working closely with BRC’s Country Representative and the UK Recovery Support Team , to oversee and deliver a range of recovery programmes in partnership with the PRC and alongside other Red Cross Movement actors. The role will provide informed context analysis of humanitarian issues relating to the Typhoon Haiyan operation at field level. With support from the BRC Representative in Manila and in compliance with BRC’s procedures, the role will lead on formulating, designing and instigating relevant actions that enable better BRC support to PRC in the Typhoon Haiyan response under the Movement Wide Operational Framework and PRC’s Plan of Action. This will include enforcing standard programme approaches and methodologies, supporting Movement co-ordination mechanisms and technical working groups and commissioning and undertaking informed needs analysis undertaken jointly with PRC and other PNS (if required) at

1 household level. The role will contribute to monitoring ongoing multilateral response operations funded by BRC. The role will report to the the BRC Representative in the Philippines. The role will be responsible for the delivery of BRC recovery programmes and will manage a number of project managers and technical specialists (Shelter and Livelihoods initially). Additional programme support service positions and project site staff will likewise be managed by this role. Job Purpose: To lead on the development and implementation of BRC’s Haiyan recovery programmes, ensuring the deliv- ery of integrated, high quality, timely and accountable responses in conjunction with PRC, partner National Societies and IFRC. The post holder will be responsible for ensuring BRC is working in an integrated way across all sectors: Economic security and livelihoods, Shelter/Reconstruction, Health, and WASH to ensure that all inter- ventions are mainstreamed / integrated into each of the sectors based on best practices; lessons learnt and ‘do no harm’ principles. In this instance the post holder will work closely with PRC to advise on the analysis, design, implement- ation, coordination and monitoring of activities that seek to meet Shelter, WASH, Health and Liveli- hoods needs as indicated from detailed assessments at household levels. The target number of bene- ficiary households is likely to be large (up to 100,000). This target will be achieved both bilaterally, so directly partnering with PRC &/or with other Partner National Societies, and multilaterally, working un- der an IFRC led operation. The programme will build on the foundations put in place through the emer- gency response phase, previous PRC’s experience in recovery operations and a recent RCM recovery assessment in January 2014.

3 Overall Purpose of the Post 1. To coordinate and manage the development and delivery of BRC Recovery Programme in Typhoon Haiyan affected Provinces within an agreed time frame and budget 2. To provide advisory input and ensure support for quality programming with a focus on Shel- ter & Reconstruction, Economic Security & Livelihoods, WASH and Health practicalities based on needs and response analysis, implementing and monitoring programmes, including the delivery of a clear concise exit strategy. 3. To represent BRC in external coordination bodies at field levels and within the Red Cross Movement. Represent BRC at technical and coordination mechanisms external and within the RCM at operational locations and ensure agreed standards and methodologies are in- tegrated into BRC supported PRC activities. 4. To ensure the provision of timely and effective technical advisory inputs to programme imple- mentation across key sectors: Shelter, WASH, and Health based on the household socio-e- conomic situation and appropriateness of CTP. With the aim of ensuring programme integ- ration around design, implementation and monitoring of activities. 5. To support PRC to enhance its own existing capacity to deliver large scale and appropriate recovery programmes through appropriate responses. 6. To manage and guide or initiate assessments; to design programmes; to ensure appropriate technical assistance is embedded and oversee the implementation of reviews and evaluations as appropriate. 7. To assist PRC in developing common frameworks, plans, designs and appropriate tools and guidance to ensure high quality programming. To ensure that the appropriate systems, procedures, tools and M&E mechanisms are in place and responsible for their delivery, monitoring progress and reporting against key defined indicators.

2 8. To work hand-in-hand with the PRC management structures at Chapter and Municipality levels and the IFRC Recovery Coordinator and appropriate delegates to ensure harmonisa- tion of programme activities.

4 Main Duties and Responsibilities To provide overall field level coordination and management to the BRC Typhoon Haiyan recovery programme:  Manage the integrated programme team to deliver overall programme goals through effect- ive management and team work.  Finalise detailed and coordinated programme development and implementation strategies, plans, resources, budgets and timeframes.  To work closely with PRC and / or IFRC, and the relevant technical specialists and advisers (at BRC HQ and in the Philippines), to conduct analysis and design appropriate recovery in- terventions  Responsible for establishing and managing detailed budgets with sector personnel and de- livering programme activities through BRC standard operating procedures for financial man- agement.  Monitor the delivery of the programme to ensure that targets are met and variations are tracked and monitored against agreed plans of action. Document variations and changes to inform decision making. Keep decision logs.  Develop detailed implementation plans with sector specialists or teams and coordinate activ- ities to eliminate duplication or gaps in programme delivery through field based coordination mechanisms.  Performance manages sector specialists and staff in line with BRC HR policies and proced- ures.  Manage programmes through detailed planning and monitoring of activities, record progress against programmes weekly and provide detailed weekly, monthly and quarterly reports against programme. Identify gaps in progress and solutions to keep programme on track.  Liaise with BRC Representative and the UK recovery programme support focal point to en- sure the timely and effective utilisation of specialist advisory support is employed to support the implementation of the project cycle.  Develop (with UK PMER advisory support if required) an agreed Planning Monitoring Evalu- ation approach and ensure that sector leads resource and their programme to monitor and record detailed project outputs.  Ensure programme development and delivery uses BRC procedures and policies and that programme activities are consistent with the Red Cross Code of Conduct and uphold the Fundamental Principles of the RC/RC Movement.  Integrate beneficiary accountability within all programme activities utilising the BRC pro- gramme monitoringframework, community approaches and beneficiary communications re- sources.  To manage line reports in accordance with BRC policies and procedures. Contribute to regu- lar updates and reports as part of Federation-wide reporting

3  Ensure that all activities are carried out in a way that reflects community needs and cultural sensitivities, gender, age issues and the environment and those activities take into consider- ation issues around any local risks and hazards.  Identify HR requirements for programme implementation for PRC staff and volunteers. Over- see and manage the support, training and development of relevant staff. Oversee and man- age the support, training and development of relevant staff and Red Cross volunteers in BRC support programmes  Assist the BRC Representative in the coordination and liaison with other Red Cross Move- ment bodies (PRC, Federation, PNSs and ICRC) in order to promote and benefit from Move- ment efficiency and effectiveness.
